Summary
Ms. Émilie Guerel draws the attention of the Minister of State, Minister of the Interior to the concern of the lifeguards of the Republican Security Companies (CRS) who ensure the security of coastal beaches during the summer, in particular the Var beaches. The latter fear that their assignment for the 2019 season will be called into question, while the terrorist risk is still present and the need for security is growing. According to them, this decision of non-renewal, at the initiative of the ministry, would only be motivated by accounting reasons. As a reminder, the mission of monitoring beaches and swimming, defined by article L. 2213-23 of the general code of local authorities, is the responsibility of mayors, and if the primary role of our police rescuers is indeed the rescue of people, their security mission on the beaches has increased in recent years and resulted in numerous arrests for misdemeanor or criminal acts. Since the implementation of the system in 1958, the MNS-CRS have therefore acquired an essential role for beach surveillance. Rescue interventions, arrests, training of young rescuers, they contribute today, through their unique and valuable experience, to guaranteeing a quality public service for beach safety. This is why she would like to know the Government's intentions regarding the presence of MNS-CRS on our beaches next year, and would like to know if concrete actions are planned on this subject.
