Summary
Mr. Robert Le Bourgeois alerts the Minister of Labor and Solidarity to the extremely time-consuming and redundant nature of certain mandatory surveys such as the quarterly ACEMO survey. This survey on the activities and conditions of employment of the workforce, carried out by Dares, aims to measure cyclical developments in basic salaries and vacant jobs. For selected employers, the survey is mandatory under penalty of an administrative fine imposed by the minister responsible for the economy. However, it should be noted that the information collected by the survey is already transmitted monthly via the nominative social declaration (DSN). This is the case for an establishment open to the public in Normandy, whose workforce varies significantly due to the seasonality of its activity (from 15 to 150 employees) and which is now subject to the ACEMO investigation. While responding to the survey is in itself an extremely laborious task, it should be noted that it is in addition to numerous other surveys. We can, for example, also cite the obligatory customs investigation which could, moreover, be based on the information directly transmitted in the monthly VAT declarations. He questions him about the relevance of this investigation and, above all, about the opportunity to directly collect data transmitted via DSNs, rather than bothering business leaders; such communication of data between State services having the merit of obtaining exhaustive results and freeing up employers' working time.
