Summary

Mrs. Nadia Ramassamy draws the attention of the Minister of Labor to the fight against the dengue epidemic and the transformation of the single integration contract (CUI) and the employment support contract (CUI-CAE) into a career-employment-skills course (PEC). In August 2017, the Government announced the drop in the number of subsidized contracts partly financed by the State: from 459,000 in 2017, the figure fell to 200,000 for the year 2018. Furthermore, according to Dares (research animation, studies and statistics department) only 60,000 subsidized contracts have been signed to date. Which represents approximately a quarter of the positions budgeted for the year. Obviously, subsidized contracts are under-demanded. Indeed, the new system is more expensive and more restrictive for employers, particularly associations. However, if the CUI-CAE brought back people away from employment and allowed small municipalities to fill their workforce, their elimination today has consequences that go beyond the social question. Thus, more than 6,000 cases of dengue fever have been recorded in Reunion since the start of 2018. The employment-skills course (PEC) has been made available to communities to fight the epidemic (cleaning operations, awareness-raising actions). But this system is insufficiently used and the consequences could be much more serious, at a time when there have already been 139 hospitalizations and 3 deaths for dengue fever. She therefore asks him what measures the Government intends to take to accelerate the PEC.
