Summary
Mr. Marc de Fleurian draws the attention of the Minister of the Interior to the organization of working hours and overtime in the national police, in a context of increased workload for law enforcement linked to the multiplication of missions: fight against terrorism, organized crime, serious crime and drugs, control of migratory flows, maintenance of order on the route public. In an October 2020 report, the Court of Auditors already noted that the volume of overtime stored by agents of the national police reached 23 million hours as of December 31, 2018. Valued at the hourly cost of 12.47 euros (cost at which the hours were then compensated), the stock of overtime in the national police as of December 31, 2018 would represent for the State a financial burden of 286.9 million euros. Certainly, the decree of September 5, 2019 relating to the organization relating to working time in the national police services (known as “APORTT”) establishes the principle of compensation for part of the additional services that the police officers carried out in 2020 and reforms the hourly cycles, but at the risk of limiting the volume of additional services in the future. As for compensation for stock of hours additional, it remains very complex. Consequently, he would like to know if the Government plans, in conjunction with the representatives of the agents, to simplify and make more attractive the organization of police working time, while preserving its adaptability to its different missions.
