Summary

Mr. Vincent Rolland draws the attention of the Minister of the Economy and Finance to the situation of hyper-electro-intensive industries in France. The price of electricity is a determining factor of competitiveness for hyper-electro-intensive companies. Various measures have therefore been implemented in their favor since 2014: HEI status, compensation for indirect CO2 emissions, interruptibility, TURPE rebates and reduced CSPE rates. In 2015, before the special commission on the growth and activity bill, Emmanuel Macron, then Minister of the Economy, guaranteed that the strategy undertaken, based on three pillars, was “intended to cover all the needs of electro-intensive workers”. However, to date and contrary to the commitments that had been made, the situation in these industries is once again becoming anxiety-provoking. On the one hand, the sustainability of the first pillar (interruptibility and TURPE) is not guaranteed; the measures concerned are currently the subject of discussions between State services (DGE, DGEC) and the European Commission and the risk of a “planning” is great. On the other hand, the third pillar, namely long-term contractualization, has not given rise to any concrete initiatives. This last pillar would require the support of energy companies and Government support for these historic industries which also contribute to the optimization of the energy mix and the stability of the French network, especially since, within a few months, certain contracts will end, forcing manufacturers to obtain supplies at prices that they will not be able to bear in the medium term. There are fourteen months left before the situation becomes critical for the first few hyper sites electro-intensive. This is the case of the FerroPem site in Château-Feuillet, in Savoie, on which 240 direct jobs depend and which is awaiting a solution by January 2020 at the latest (date on which its current electrical energy supply contract will end). Thus, he wishes to know the guarantees that the Government can provide today to support the future supply of this strategic industrial site, at competitive prices. in the long term.
