Summary
Ms. Élisabeth Toutut-Picard draws the attention of the Minister of the Interior to the employment framework for municipal police directors. The employment framework for municipal police directors comes from decree 2006-1392 of November 17, 2006. Since decree 2014-1597 of December 26, 2014, it includes two grades: municipal police director and senior municipal police director. This employment framework is accessible by competition, promotion internally for holders of the professional examination and secondment, but not on seniority. This employment framework suffers from significant disparities compared to other sectors of the territorial civil service (FPT), such as administrative, technical or firefighter sectors. As a result, the municipal police are unattractive. The National Association of Territorial Security Executives (ANCTS) proposes a renovation of the framework employment of municipal police directors. It recommends in particular to review the designations and to provide each rank with a stripe, to remove the thresholds limiting recruitment and to complete the index scale by providing the municipal police with a management and design employment framework. She asks him to tell her his position on this proposal.
