Summary

Mrs Mereana Reid Arbelot draws the attention of the Minister of Transport to the consequences for the overseas territories of the implementation of the European regulation ReFuelEU Aviation Regulation, adopted as part of the Fit for 55 climate package, which provides for the progressive incorporation of sustainable aviation fuels (SAF) for companies operating on European soil. This environmental transition constitutes a legitimate objective and necessary. Currently set at 2% and still not binding, the minimum incorporation rate will become mandatory from 2030, with a target raised to 6%, then to 20% in 2035. Smaller companies, particularly those providing services to overseas territories, therefore risk finding themselves materially unable to meet regulatory obligations, regardless of their desire to participate in the ecological transition. By Furthermore, the application of these obligations in the European area alone can create distortions of competition for companies operating in regional areas where environmental standards differ. Overseas companies then appear to be the first to be affected, to the extent that they operate in distant regional areas. In this context, the transition to sustainable aviation fuels cannot be fully effective only if it is based on sufficient production, equitable access to available volumes and appropriate support for the territories most dependent on air transport. She therefore asks what measures the Government intends to implement in order to guarantee access for overseas companies to sustainable aviation fuels, to prevent this transition from weakening territorial continuity and to support the development of SAF production sectors accessible to overseas territories.
