Summary

Mr. Frank Giletti draws the attention of the Minister of the Armed Forces and Veterans to the consequences of the implementation of the garrison allowance (IGAR) on military families. On March 25, 2026, the Government announced to the national representation the granting of an additional envelope of some 8 billion euros, dedicated to ammunition orders between 2026 and 2030. If this decision can be welcomed, it obscures a more painful reality, the drastic drop in public aid granted to military families with the creation of the IGAR. Directly participating in the new military remuneration policy, the “garrison allowance” is implemented at the end of 2023 with the aim of compensating for the specific constraints of military personnel resulting from the fact that the location and duration of their assignment are imposed on them by the command. Replacing a plurality of bonuses, the IGAR is designed to strengthen the attractiveness of military careers and facilitate recruitment in a particularly belligerent geopolitical context. However, since 2025, military families seem to have lost eligibility for a plethora of aid (CESU checks, PAJE, CMG, departmental social assistance). Under the pretext of improving treatment with IGAR by a few tens of euros per month of the military, the State has in reality replaced non-taxable bonuses with a new bonus, this time taxable, with the consequence of an increase in the reference tax income. Result: a family quotient which increases and with it, the price of crèche or school meals, while back-to-school allowances, student scholarships and aid linked to disability decrease. There are thus 300, 500, sometimes 800 euros net per month and per household of additional expenses under the new calculation of the reference tax income. Even though the injunction is made to the spouses, often women, of soldiers to work, it is legitimate to question the reason which encourages the Government to withdraw from them the means of childcare and subsistence necessary to achieve this, or even to carry out a project of personal development. In families where one parent is absent six months a year, these arrangements are not a whim, they are vital. The difficulty of running a household alone is now compounded by financial distress and the feeling of abandonment. While 30,000 soldiers are currently engaged in theaters of operations and the rate of effort reaches unprecedented heights for the armies, weakening their families amounts to weakening indirectly the entire institution. Also, he asks what systems, what compensatory measures the Government intends to implement in order to correct this situation and guarantee appropriate support for military families.
