Summary
Ms Tiffany Joncour draws the attention of the Minister for Europe and Foreign Affairs to the situation of the Armenian populations displaced from Nagorno-Karabakh, as well as to the persistent threats weighing on fundamental rights, Armenian religious and cultural heritage and the security of people still affected by the conflict between Armenia and Azerbaijan. In September 2023, the offensive led by Azerbaijan in Nagorno-Karabakh caused the exodus of more than 100,000 Armenians to Armenia. More than two years after these events, many displaced families remain in a situation of great social, economic and psychological fragility. Furthermore, several international organizations and European institutions continue to alert on the fate of Armenian detainees prosecuted or sentenced in Azerbaijan under highly contested conditions, as well as on the need to preserve places of worship, monuments and Armenian Christian heritage in the territories that came under Azerbaijani control. Even though a prospect of normalization between Armenia and Azerbaijan has been opened in 2025, the lasting stability of the South Caucasus cannot be envisaged without effective guarantees in terms of international humanitarian law, protection of civilian populations, respect for religious freedom, protection of heritage and release of people detained in violation of their fundamental rights. She therefore asks him what diplomatic initiatives France intends to take, bilaterally as well as in European and multilateral forums, in order to sustainably support Armenia in welcoming displaced people from Nagorno-Karabakh; to obtain all the light on the fate of the Armenian detainees still detained in Azerbaijan and to work for their release; to guarantee the effective protection of Armenian religious and cultural heritage, particularly Christian; and to ensure that any peace process between Armenia and Azerbaijan is accompanied by concrete, verifiable and lasting guarantees for the security, dignity and rights of the populations concerned.
