Summary
Ms. Annaïg Le Meur draws the attention of the Minister of National Education and Youth to preventive medicine within his ministry. Article R. 4624-16 of the Labor Code indicates that all workers benefit from a medical information and prevention visit with a frequency which cannot exceed 5 years. This visit makes it possible in particular to prevent professional risks, but also to establish a state of areas of worker health, particularly for musculoskeletal disorders, stress and unhappiness at work. However, it appears that this obligation is rarely respected within national education, due to a glaring lack of human resources. Indeed, the report from the ministerial CHSCT of national education, dated June 28, 2018, showed that in 2017, there were only 87 prevention doctors (64 FTEs) in the academies for more than a million agents. With a ratio of one full-time doctor per 15,800 agents, the current workforce cannot carry out their missions. The “no wave” movement reflects a significant malaise within the teaching community. Preventive visits to occupational medicine would make it possible to highlight the real state of health of national education personnel and to propose actions with a view to to improve the current situation. She also asks what actions are planned to enable national education staff to benefit from a satisfactory level of medical prevention at work.
