Ms. Marie-Agnès Poussier-Winsback draws the attention of the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty to the risks of offshore wind tenders AO9 and AO10 which could be unsuccessful without adjustments to the ceiling price within the framework of the PPE3. Conversely, an adapted ceiling would make it possible to broaden the participation, to restore the attractiveness of the French market and, ultimately, to promote real competition. This strategy was implemented by the United Kingdom in 2024 with a ceiling raised from 61 to 113 GBP/MWh, leading to a multiplication of candidates and projects ultimately awarded at 91 GBP/MWh. This increase does not constitute a financial risk for the State because, if the final offers prove too high, it would still have always the option not to assign. On the other hand, a ceiling that is too low almost automatically guarantees failure, to the detriment of energy sovereignty, the industrial sector and the objectives of the PPE. Dans le contexte budgétaire actuel particulièrement contraint, l'appel d'offres éolien en mer n° 10 est soumis à un fort enjeu de maîtrise des dépenses de soutien public. C'est notamment cet enjeu qui a conduit le gouvernement à lancer la mission Levy-Tuot, ayant récemment rendu son rapport. En conséquence, le cahier des charges de l'AO10 ne prévoit pas de prix plafond, mais un objectif de prix moyen pondéré maximum à 100 €/MWh pour the whole ofs onze projets de cette procédure. Ce prix moyen pondéré, à la différence des prix plafond utilisés dans les procédures précédentes, donne de la flexibilité pour permettre d'attribuer d'une part des projets posés à des prix plus compétitifs et d'autre part des projets flottants. Pour mémoire, le prix plafond de l'AO6 avait été fixé à 130 €/MWh et celui de l'AO8 à 70 €/MWh (deux derniers appels d'offres attribués), et les tarifs d'attribution ont été respectivement de 85 à 93 €/MWh pour l'AO6 et de 66 €/MWh pour l'AO8. Quand bien même les conditions de marché sont plus complexes qu'il y a quelques années, ces tarifs plafonds et d'attribution sont cohérents avec l'ambition d'un prix moyen pondéré inférieur 100 €/MWh pour un appel d'offres de grande capacité à moitié-moitié posé/flottant. Afin de renforcer l'attractivité de cet appel d'offres pour les porteurs de projets, un certain nombre d'évolutions ont, en parallèle, été intégrées au cahier des charges, telles que la réduction des garanties financières demandées par l'État, la prolongation du complément de rémunération à 25 ans (contre 20 ans auparavant) ou encore la couverture des risques d'arrêt ou de bridage environnemental ou militaire. the whole of ces évolutions devrait permettre de réduire les risques et les contraintes supportés par les développeurs de projets éolien, de favoriser la dynamique concurrentielle et de baisser les tarifs des offres. Enfin, pour neutraliser les effets de l'inflation résultant des conflits géopolitiques en cours, le prix moyen pondéré est exprimé en euros 2024. Le choix de cette référence permet par ailleurs de se placer à un niveau de prix comparable avec celui des deux derniers appels d'offres attribués.
