Summary
Mr. Matthieu Bloch draws the attention of the Minister of Cities and Housing to the difficulties encountered by rural municipalities in mobilizing planned housing improvement operations, in particular Opahs for rural renewal (Opah-RR), to revitalize old town centers. The planned housing improvement operation (Opah) today constitutes the main tool of public intervention on territories facing difficulties linked to private housing. These operations respond to a global project carried out by the communities, both urban, social and economic, on the scale of a district, a city center or a town. Deployed over periods of three to five years, they support owners in their renovation projects by acting against energy poverty, unworthy or degraded housing, vacancy housing, the adaptation of housing to loss of autonomy or the specific difficulties of co-ownerships. Within the framework of Opah-RU, operations to eliminate irremediably unsanitary housing (RHI) or to treat remediable unsanitary housing and real estate restoration operations (Thirori) can also be undertaken. These tools make it possible to deal with the most critical situations when the devices Classic incentives and administrative police procedures are no longer enough. However, in many rural areas, notably in the old town centers of Pays-de-Clerval, Rougemont, L'Isle-sur-le-Doubs and others in the constituency of the MP, the progressive deterioration of old buildings, commercial and residential vacancy as well as the difficulties of renovating old heritage constitute challenges major land use planning issues. These rural towns, often structured around an ancient historic heart, nevertheless have limited human, technical and financial resources to carry out such operations. The administrative arrangements remain complex, while the out-of-pocket costs for owners sometimes remain dissuasive despite existing aid. Many local elected officials also wonder about the real adaptation current systems to the specificities of rural town centers, which do not have the same engineering capabilities as large cities. Furthermore, complementary measures such as general interest programs (PIG), safeguard plans (PDS) or even operations for the requalification of degraded co-ownerships (Orcod), created in particular by the ALUR law, demonstrate the State's desire to deal globally with difficulties linked to old housing. However, their concrete application in rural areas still remains uneven. Also, he asks what measures the Government intends to take in order to strengthen support for rural municipalities in the implementation of Opah-RU and Opah-RR, to simplify applicable administrative procedures, to improve territorial engineering available to small communities and to increase the financial resources that can be mobilized in order to accelerate the revitalization of old town centers, an essential issue for attractiveness, maintenance of services and territorial cohesion in rural areas.
