The Government fully shares the observation that the development of storage capacities constitutes an essential lever to support the decarbonization of the economy, promote the integration of renewable energies, and strengthen the resilience of the electricity system. It is also about contributing to France's industrial and energy sovereignty. In this regard, the French strategy is based on an approach open to all relevant technologies. If electrochemical batteries occupy an important place today, other storage solutions also have strong potential depending on the uses, in particular thermal storage, pumped energy transfer stations (STEP), or even technologies based on hydrogen. The Government is working to create a framework favorable to the industrial deployment of these solutions. The work undertaken as part of the 3rd multi-annual energy program (PPE 3) highlights the growing role of flexibilities, including storage, to ensure the balance of the electricity system in a context of strong electrification of uses and the development of renewable energies. PPE 3 constitutes a strong signal in favor of investments in the energy transition. By defining a clear trajectory, coherent and sustainable for the coming years, it offers all stakeholders the essential visibility to plan their projects, mobilize financing and accelerate the deployment of the solutions necessary to achieve decarbonization objectives. Furthermore, the Government is implementing changes to the regulatory framework and market mechanisms aimed at enabling the valorization of services provided by different storage technologies. The implementation of the PPE3 is also based on a research and innovation policy, an essential lever for accelerating and achieving the low-carbon energy transition. The State supports the development of these innovations through several mechanisms. As part of France 2030, calls for projects support research, development and demonstration work relating to technologies for flexibility of energy systems, including storage. Furthermore, the ministry is fully mobilizing European support mechanisms to finance our French projects working on the energy transition and decarbonization. It is notably the first EU Member State to receive subsidies from the innovation fund and the LIFE program - Transition to clean energy. The call for projects “First Usine”, operated by Bpifrance, was renewed. It aims to support projects to establish pilot sites or first industrial production units intended for the marketing of innovative products. Alternative energy storage technologies, more sustainable and more resource-efficient, are among the innovations likely to be supported in this framework. The next round of this call for projects will take place on September 8, 2026 and this system is currently open until April 2027. The Government remains attentive to the emergence of these innovative technologies making it possible to reduce dependence on critical materials, improve the durability of equipment and strengthen national industrial sectors. Innovation support systems will continue to support solutions presenting potential for competitiveness, decarbonization and industrialization on the national territory, in compliance with European rules relating to state aid.
