Summary
Mr. Paul Christophle questions the Minister of Ecological Transition, Biodiversity and International Negotiations on Climate and Nature on the continuation of the SLIME program (Local intervention services for energy management). This national system to combat energy poverty, supported since 2013 by Cler solutions, is financed by energy savings certificates (EEC). This program aimed at households most vulnerable allows them to be supported and guided in their energy renovation process. Today, more than 12 million people in France are affected by energy poverty, a situation worsened since the start of the war in Ukraine and its consequences on the price of energy and nearly 5 million homes are considered energy sieves. In Drôme, 31,000 households are in a situation of energy poverty, or 13.5% of the department. Currently deployed in 54 departments, the SLIME program has started an evaluation of its results over 2022-2025. The results are positive and respond to a major social and energy issue. Since 2022, this program has enabled a total gain of at least 434.73 GWh, the equivalent of the annual electricity consumption of a city like La Rochelle. At the household level, the average annual saving amounts to 2130 KWh and 329 euros. This system also allows for better coordination of all local stakeholders involved in the issue of energy renovation. In this context, he asks whether the Government intends to renew the SLIME program at the end of its funding planned until 2027, in order to guarantee the sustainability of this system to combat energy poverty, particularly in intended for the most vulnerable households.
