Summary

Mr. Éric Michoux draws the attention of the Minister of Ecological Transition, Biodiversity and International Negotiations on Climate and Nature to the consequences of shrinkage-swelling of clays (RGA). The year 2026 is marked by episodes of drought, heatwaves and fires of exceptional intensity. They accentuate the shrinkage-swelling phenomena of clays and the damage suffered by many dwellings. Since July 1, 2026, 55% of the metropolitan territory has been exposed to the shrinkage-swelling of clays (compared to 48% previously). More than 12 million individual houses are now affected, or more than 61% of the individual housing stock. The phenomenon is expanding and will intensify given the exceptional heat episodes in the summer of 2026. At the same time, many local elected officials and owners denounce the length of the procedures for recognizing the state of natural disaster as well as the resulting processing and compensation delays. The delays are eighteen months on average to achieve recognition of the state of natural disaster. Certain homes are excluded following a refusal by the State or because the request was not made by local elected officials. This situation is incomprehensible even though the repair costs following damage linked to RGA are particularly high (16,500 euros on average per home). He asks what measures the Government intends to implement in order to anticipate the worsening of this phenomenon, to simplify and shorten the procedures for recognizing the state of natural disaster and to improve the time limits for expertise and compensation for victims, and if it intends generalize the clay prevention fund currently being tested in eleven departments.
