Summary
Mr. Dominique Potier alerts the Secretary of State to the Minister of the Economy and Finance on article 8 bis B of the so-called “Pact” bill, which removes a device adopted in the EGAlim law, aimed at prohibiting, from January 1, 2022, the production, storage and circulation of plant protection products containing active substances not approved by Community law. Realism does not involve opposing economics and ecology but on the contrary to create, in particular by law, the conditions for transitions allowing these two requirements to be reconciled. The economy cannot be consolidated sustainably by freeing itself from fundamental ethical principles. Agreeing to expose other human beings, other territories, to uses that France would have refused for itself is not ethically acceptable and is not in the country's own interest in term in an increasingly interdependent world. The sustainability of productive employment in France must be the subject of all attention. However, the giants of the phytopharmaceutical industry have the financial means and time necessary to replace the incriminated molecules with alternative solutions and thus guarantee the sustainability of French production sites. Furthermore, from a systemic point of view, the models agricultural projects based on agroecology generate more jobs than those based on agrochemicals. The threat of intra-community competition does not seem a valid argument. On the one hand, Regulation No. 649/2012 of the European Parliament and of the Council of July 4, 2012 concerning exports and imports of dangerous chemicals recalls in paragraph 4 of its preamble, with regard to the application of the Rotterdam Convention: "The Convention recognizes the parties' right, to better protect human health and the environment, to take stricter measures than those provided for by the Convention, provided that they are compatible with the provisions of the latter and in accordance with the rules of international law. In order to strengthen the level of protection of the environment and the population in importing countries, it is necessary and appropriate to go beyond the provisions of the convention in certain aspects. On the other hand, the most effective path to bringing about new European regulations remains the courage and exemplary nature of the Member States. To renounce legislating in this area would be to recognize a form of public powerlessness in the face of the law of the market, while the way could be opened to supporting the conversion of industries concerned, European advocacy for a directive based on reciprocity and the strengthening of international cooperation to make France one of the leaders in agroecology in the world. Concerning the health and ecological impacts, he asks what information he is aware of on the list of formulations which, having not obtained marketing authorizations from the authorities French or European, are produced on French soil and exported to third countries; on the health or environmental reasons which motivated the refusal by these authorities; as well as the countries that import these products. Concerning the economic and social impacts, he asks what details he knows about the mapping of the dominant actors, established on French territory, affected by this arrangement ; on the number of full-time equivalents concerned, their median remuneration and their distribution between production, research or administrative activities; on the share of profits of these companies generated on French and European soil over the last five years; on the amount of investments made in France by these companies over the same period and their share in the total investments made by these; finally on the amount of research tax credits (CIR) from which these companies benefited and on the projects towards which they were directed.
