Mr. Hadrien Clouet draws the attention of the Minister of Labor and Solidarity to the particularly worrying situation of trainee labor inspectors (ITS) trained by the National Institute of Labor, Employment and Vocational Training (INTEFP). On December 18, 2025, the APTEIS firm submits an independent expert report on exposure to psychosocial risks within the Ministry of Labor and Employment. In addition, the educational objectives are identical for everyone, making the expectations inconsistent and unsuitable for inspectors assigned to specialized positions (URACTI, URACGC, transport, agricultural). The ministry hides behind a tenure commission which acts in a discretionary manner, presenting no guarantee of equality of treatment and without an evaluation framework. Furthermore, the commission does not present any situation examination grid and is not mixed-equal, since it is only made up of four members, all from the management of labor inspection services as well as a “qualified personality chosen because of their knowledge of the world of work” (decree of June 8, 2026 designating the members of the commission for the tenure of ITS). Thus, despite exemplary assessments and grades, these 6 ITS suddenly find themselves threatened with dismissal, via a brutal procedure and often without prior warning. A CGT and SUD investigation highlighted discrimination against non-internships, whether gender, class, or disability-related. And, in this specific case, 4 of the 6 non-tenured people have union profiles, clearly indicating the real nature of the political repression at work. Furthermore, no measures have been taken to protect students from the labor inspectorate in the face of the increasing deterioration of working conditions within the services. Indeed, despite the findings of the APTEIS report, the particularly precarious position of ITS and the warnings of promotion delegates, the organizational guarantees that the institution was required to put in place to ensure a fair and efficient development of the educational cycle, have proven to be insufficient. However, the APTEIS report is clear on the need, for those involved in social dialogue within the ministry, to take into consideration alerts from staff representatives, whether local or national. The 6 non-tenured ITS were suspended on the advice of the CAP, on July 16, 2026: notice of tenure, notice of definitive dismissal, or notice of extension of training for a maximum of four months resulting in a new decision pronounced by the DDETS/DREETS. However, thanks to the massive mobilization of their colleagues, the CAP issued the following opinions: immediate tenure, four extensions, non-tenure. It is ultimately the Minister who will decide the fate of the 6 people concerned, referring to the opinion of the CAP, but without being obliged to follow it. The climate of terror and arbitrariness continues to reign. Because it is indeed a Government strategy. These systematic threats of non-tenure have a real impact on the DDETS within which these agents must be integrated: prolonged temporary work in vacant sections for already overwhelmed agents, job cuts due to lack of applicants or assignments and several months investment of fellow labor inspectors in post in the deliverables and training objectives of the IET and ITS for nothing. There are numerous vacancies in the services and have the consequence of depriving workers of an essential public service mission, all the more so in a context of reducing places in the entrance examination. Since 2023, these situations are increasingly more common and increasingly numerous, in a context where labor inspection suffers from chronic understaffing. Far from being individual cases, they are the consequence of a systemic employment management policy, both mistreatment and pathogenic and against a backdrop of discrimination. Of the 2025-2026 class, 3 people were forced to repeat a year in December 2025, in addition to these 6 who risk the dismissal. Of this same 2025-2026 promotion, 10 ITS are tenured but with an additional training course, proving the failure of the INTEFP in its objective of training its agents. Because if there is a failure, it is that of the INTEFP. However, the administration has a trial period of 18 months allowing it to set up professional support for students in a secure environment. It nevertheless favors a repressive logic as an educational tool, which gives rise to numerous situations of suffering. This management policy leads students to join services that are already under pressure, while they themselves are long-term tested, or even completely exhausted, which is largely incompatible with taking up an effective position. The promotion delegates raised the alarm for 18 months and came up against a wall of indifference from the administration. The IET and ITS union organizations reiterate the same demands year after year, but nothing changes. According to them, the INTEFP prefers to infantilize, repress and police students rather than listen to them. Union repression is usual at the ministry, which initiated proceedings against two labor inspectors in Isère after they denounced harassment from their superiors, they found themselves in disciplinary commission also in July 2026. What happens in the services takes place inevitably and without surprise during the training period at the INTEFP. These elements are in line with and blatantly illustrate the findings made by the APTEIS report: all ministry agents suffer psychosocial risks at all stages of their career, from training to retirement. How the Ministry of Labor can expect labor inspectors to enforce labor law, health and safety and the fight against discrimination in companies, when they themselves are in situations of systemic distress and contempt for labor law within their own ministry? This situation also raises concerns about the equal treatment of students, as well as transparency and the objectivity of evaluation and tenure procedures. Thus, the MP asks the Minister if he will take into account the recommendations made in this report on psychosocial risks, recruit ITS and guarantee the conditions for effective and respectful training of student labor inspectors. He asks him what urgent decisions are being considered to restore a working climate and collective negotiation consistent with the values and missions of the public labor inspection service. The MP asks the Minister if he will establish, without an additional module, the six student labor inspectors whose disciplinary harassment procedures the CAP has disavowed, so that they join the inspection body from August 1, 2026. More generally, he asks him what measures he intends to take to eradicate forms of discrimination within schools, and whether it will ensure effective and respectful support for student labor inspectors throughout their training.
