Summary
Ms. Émilie Bonnivard draws the attention of the Minister of State, Minister of Ecological and Inclusive Transition, to the subject of methanization, a biological process making it possible to produce biogas (methane) generated by biowaste and to use it as a source of energy with the return of the methanization residue to the ground to enrich it. In January 2019, the Government presented its multi-annual energy programming (PPE) to the 2028 horizon, in which the French executive envisages a share of biogas in the total gas consumption of the French of 7%. However, article L. 100-4 of the energy code provides for a renewable gas production objective going beyond the objective of 10% in 2030. The cost of producing biomethane is significantly higher than the price of natural gas. In 2017, the average purchase price of injected biomethane was 100 euros/MWh compared to an average natural gas price of 18 euros/MWh. The development of this sector therefore requires significant public support. In order to control the budgetary envelope devoted to supporting the production of renewable gas, the PPE defines objectives for 2028 which are consistent with a share of 7 to 10% of gas consumption in 2030, while conditioning support on efforts to reduce production costs that the players in the different sectors will carry out. The ambition of the previous government, although enshrined in the law on energy transition, has therefore been scaled back. Émilie Bonnivard regrets that the objectives of this programming leave no chance for agricultural and territorial projects to develop sustainably, even though the development of biogas responds to the problems of territorial planning, agriculture, energetic, ecological and environmental. She therefore wishes to know her position on the subject and current or future projects.
