Summary
Ms. Laurence Maillart-Méhaignerie draws the attention of the Secretary of State to the Prime Minister, responsible for disabled people, to the evolution of the mission of work assistance establishments and services (ESAT). By a mission letter dated March 28, 2019, jointly with three other ministries, they entrusted the General Inspectorate of Social Affairs and the General Inspectorate of Finance to carry out a mission on ESAT. This one covers both an inventory of the existing model, current practices and financing but also possible scenarios for evolution towards ordinary employment. It was announced that the inspections had two months to submit findings to the Government. The opening of this renovation project, within a restricted timetable, is of great concern to parents and associations representing disabled people. Representing a remarkable tool for social inclusion, in 2018, more than 1,300 ESATs welcomed 120,000 disabled or multiple disabled people whose work capacity does not always allow them to exercise an independent professional activity, and who could be directly impacted by a reform of the missions of the ESATs. Thus, she would like to know the Government's intentions with regard to ESATs and policy to support the employment of disabled people, which constitute an essential tool for access to work and social life for these people whose inclusion in an ordinary professional environment is not always possible.
