Summary
Mr. Jean-François Parigi draws the attention of the Prime Minister to the abolition of the National Observatory of Delinquency and Penal Responses (ONDRP), consequence of the abolition of the National Institute of Advanced Studies of Security and Justice (INHESJ). An independent structure from the Ministry of the Interior, the main activity of the ONDRP is the production and dissemination of statistics on crime and delinquency. With the time the ONDRP was able, thanks to relationships of trust with the police, gendarmerie and justice services, to work on data which was not or only little used. He was thus able to design with INSEE the victimization survey, a true barometer of delinquency which placed France among the countries at the forefront in terms of knowledge of insecurity. By establishing itself as a reference organization within the public debate, the ONDRP had the merit of putting an end to the controversies over the figures and trends in delinquency with an annual, independent and complete assessment of insecurity in France. A question therefore arises: why did the Prime Minister decide to deprive the French of the real figures for insecurity in France? Through this decision, each ministry would then be able to create its own observatory. The economic reason is therefore not credible since it goes against the principle of budgetary rationalization, so often invoked when it comes to making savings. Worse, these observatories, if they existed, would in any case remain prisoners of the internal logic of administrations and this would therefore be the end of any transversality, of any synergy that the INHESJ and the ONDRP made possible. If the reason is political, it is scandalous. The figures of the year Are 2019 so catastrophic that we are depriving the French of it? In the era of transparency, they have more than the right to demand to be informed as precisely as possible about the state of crime and the evolution of the criminal phenomena that threaten them. As a reminder, according to the ONDRP, in 2017 there were recorded every day in the territory more than 14,000 victims of insults, more than 5,000 victims of threats, more than 4,000 households victims of theft or an act of vandalism, more than 1,700 victims of theft or attempted theft of vehicles, more than 3,500 victims of simple theft, including 575 with violence, nearly 2,500 victims of physical violence, more than 700 victims of sexual violence outside the household, more than 425 rapes and attempted rapes (only adult victims aged 18 to 76 are counted). While insecurity breaks all records, he asks her why the Government took this decision and whether it intends to create a new structure once again allowing a complete, transversal and independent assessment of insecurity in France.
