Prévue par la dernière réforme de la justice, l'expérimentation des cours criminelles sans jury populaire a pris un nouveau tournant avec l'extension de celle-ci à 30 départements avec pour excuse la crise sanitaire. Or cette mesure ne fera qu'aggraver la coupure entre les Français et les institutions censées agir en leur nom. En effet, la participation des tirés au sort marque la responsabilité des citoyens dans l'espace démocratique : être un juré populaire, c'est être un citoyen actif, c'est-à-dire un citoyen qui contribue à la justice rendue « au nom du peuple français ». Aussi, la contribution des citoyens, quel que soit leur milieu socio-professionnel, au processus de décision est une garantie démocratique. En outre, l'apport du regard non-technique des jurés populaires est complémentaire de l'expertise des juges, comme en témoignent de nombreux professionnels du droit. Leur présence permet d'éviter l'écueil d'une justice trop technique et donc inhumaine. Ils sont en quelque sorte l'intermédiaire entre l'écrit et la réalité humaine et en cela participent à la vitalité de la société française. Profiter de la crise sanitaire pour étendre une telle mesure ne change rien à son caractère délétère. Aussi, il lui demande si le Gouvernement compte revenir sur cette expérimentation dont l'issue ne peut qu'être funeste pour la justice dans la mesure où elle éloigne celle-ci de celui au nom duquel elle est rendue, à savoir le peuple français.

In a context where global air traffic is booming growth (more than 5% each year) with a shortage of pilots looming, flying clubs have a vital role in training for aeronautics professions. Most airline pilots, before completing their training at the National Civil Aviation School or in a specialized school, have gone through a flying club, which is the first gateway into the world of piloting. The territorial network of aerodromes allows France to be the second aeronautical country in the world. It is therefore essential to save it. An independent structure from the Ministry of the Interior, the main activity of the ONDRP is the production and dissemination of statistics on crime and delinquency. With the time the ONDRP was able, thanks to relationships of trust with the police, gendarmerie and justice services, to work on data which was not or only little used. He was thus able to design with INSEE the victimization survey, a true barometer of delinquency which placed France among the countries at the forefront in terms of knowledge of insecurity. By establishing itself as a reference organization within the public debate, the ONDRP had the merit of putting an end to the controversies over the figures and trends in delinquency with an annual, independent and complete assessment of insecurity in France. A question therefore arises: why did the Prime Minister decide to deprive the French of the real figures for insecurity in France? Through this decision, each ministry would then be able to create its own observatory. The economic reason is therefore not credible since it goes against the principle of budgetary rationalization, so often invoked when it comes to making savings. Worse, these observatories, if they existed, would in any case remain prisoners of the internal logic of administrations and this would therefore be the end of any transversality, of any synergy that the INHESJ and the ONDRP made possible. A petition “Equal opportunities for our ADHD children!” » brought together more than 64,000 signatories denouncing the obstructions and the obstacle course of ADHD children and their families. ADHD manifests itself through attention problems, hyperactivity and sometimes impulsive behavior. According to the High Authority for Health, between 3.5% to 5.6% of children are affected by ADHD in France. ADHD can cause the student to have great difficulty learning and socializing. Since 2005, this disability has been recognized by the MDPH, it was also taken into account in the fourth autism plan in April 2018. However, the difficulties in diagnosing and supporting the child in the school environment are numerous. The lack of awareness of these neurodevelopmental disorders by certain national education professionals is a real obstruction to equal opportunities for ADHD children. However, the Republic school wants to be inclusive and adapted to all children. Furthermore, if the child is not diagnosed, there is no support plan personalized (PAP), as defined by article D. 311-13 of the education code, cannot be implemented. Teaching methods have proven their worth in Belgium and Canada, making it possible to draw out the full capabilities of ADHD students and to diagnose them, in particular with the intervention of remedial teachers and neuropsychologists in the school environment. Even if article L. 723-5 of the internal security code provides that “the activity of volunteer firefighter, which is based on volunteering and volunteering, is not carried out in a professional capacity but in conditions specific to it” the missions they carry out are the same as those of professional firefighters. Thus, it appears essential to promote the commitment of these passionate and dedicated women and men. The loyalty and recognition service (PRF) established by the civil security modernization law of August 13, 2004 had the ambition to increase the loyalty of volunteers. However, they can only benefit from this system after 20 years of service. However, for several years now, 30% of volunteers have stopped this activity after 3 years, and 50% after 5 years. As SPV contracts last for 5 years, it seems more relevant to value the commitment from the fifth year. Furthermore, the European directive on working time 2003 jeopardizes the status and specificity of French volunteer firefighters. Indeed, in February 2008 the Court of Justice of the European Union considered the on-call hours of a Belgian volunteer firefighter as working hours. Thus, the commitment of volunteer firefighter would no longer be compatible with another professional activity due to the rest periods imposed by the directive. Currently the classification criteria of the priority education network (REP and REP+) are defined according to the social indicators of a college. In fact, colleges with REP or REP+ status provide educational aid to elementary schools. and kindergartens in the same sector. Colleges classified as REP or REP+ are identified according to the rate of disadvantaged socio-professional categories, the rate of students on scholarships, the rate of students residing in a sensitive urban zone (ZUS) and the rate of students having repeated a year before sixth grade. Even if the improvement of these indicators can justify the exit from the priority education network of a college, it cannot justify it for schools. Indeed, a student's academic difficulties manifest themselves from a very young age, well before entering middle school. Most often, the REP/REP+ system is a significant asset for schools. The change in the situation of the college has a significant and often negative impact on the management of the school and on the resources allocated to the teaching team. In fact, the school finds itself deprived of aid. In academic language we speaks of an “orphan school”. In a context of declining state funding, certain municipalities, particularly in rural and peri-urban areas, cannot finance the establishment of programs for access to museums, school trips, installation of digital boards. Therefore, it would be appropriate to create a system equivalent to the REP but exclusively reserved for nursery and elementary schools. Thus, these establishments would no longer be dependent on colleges to benefit from state educational aid and support schemes. M. Jean-François Parigi attire l'attention de M. le ministre de l'agriculture et de l'alimentation sur les conséquences de la crise sanitaire du covid-19 sur la filière AOP laitière. Depuis le début de la pandémie, la filière laitière AOP qui concerne 45 fromages, 3 beurres et 2 crèmes est durement touchée, avec une baisse des commandes de 50 à 80 %. Les principales raisons sont la fermeture des restaurants qui représentent 5 % des ventes AOP, des rayons à la découpe dans les grandes surfaces (38 % des ventes), l'annulation des foires aux fromages et plus récemment la fermeture des marchés. Une situation qui met les PME, TPE, fromageries ainsi que les coopératives en grandes difficultés et par effet de ricochet les éleveurs. Ces derniers sont appelés à réduire de 5 % leur production par rapport au volume d'avril 2019. Ainsi, il est impératif de mettre en place un plan de sauvegarde de la filière afin de protéger le savoir-faire français mais aussi préserver plus de 55 000 emplois dans ce secteur. En Seine-et-Marne, terre historique du brie, comme dans beaucoup d'autres territoires français les AOP laitières sont de véritables moteurs de l'économie locale. La filière fait vivre plus de 20 000 producteurs de lait et 450 ateliers de transformation ou d'affinage au quotidien. Les habitudes alimentaires des consommateurs ont été profondément modifiées en raison de cette crise sanitaire, mais pour une période limitée d'où la nécessité de protéger la filière AOP. Les fromages font la fierté de la gastronomie française et représentent l'un des symboles culinaires du pays. Dès lors, il lui demande quels dispositifs de soutien à la filière AOP laitière le Gouvernement compte mettre en place.
