    Les activités humaines sont génératrices de déchets, tant les activités économiques que les activités humaines. En 2020, la France a produit 310 millions de tonnes de déchets, dont 33 millions de tonnes par les ménages. Le premier objectif est donc de réduire la production de déchets par habitant. La deuxième priorité est de renforcer le réemploi et le recyclage des matières. Enfin, la valorisation de l'énergie produite par la combustion des déchets peut constituer une alternative en l'absence de réemploi et de recyclage. Pour autant, il est encore nécessaire d'éliminer une partie des déchets en installations de stockage, notamment en installations de stockage de déchets inertes, puisque le secteur de la construction et des travaux publics génèrent environ 200 millions de tonnes de déchets minéraux. Le remblayage des carrières, dont ont été extraits les matériaux, peut donc constituer une solution pour l'élimination de ces matériaux. Afin de gérer the whole of ces déchets, il est nécessaire de disposer d'installations de traitement, de valorisation ou d'élimination, au plus proche de leurs lieux de production, conformément au principe de proximité. En France, ce sont les régions qui disposent de la compétence en matière de planification des déchets, à travers l'adoption de plans régionaux de prévention et de gestion des déchets intégrés au schémas régionaux d'aménagement et de développement durable et d'égalité des territoires. Le Plan régional de prévention et de gestion des déchets est opposable aux décisions susceptibles d'être prises par les pouvoirs publics en matière d'autorisation d'exploitation d'installation de traitement de déchets. L'Etat n'a donc pas la possibilité juridique d'imposer un moratoire sur l'implantation de projets d'installations de traitement de déchets. Toutefois la prévention des inconvénients et des nuisances relatives à chaque projet est traitée dans le cadre de l'autorisation administrative, délivrée au titre de la législation des installations classées pour la protection de l'environnement par le préfet.
