Summary
Mr. Nicolas Ray draws the attention of the Minister of Agriculture and Food Sovereignty to the financial support of veterinary students studying in an establishment located outside the national territory. In France, veterinary training is provided within four national veterinary schools (ENVF) as well as, since the start of the 2022 school year, within a private higher education establishment of interest general (EESPIG). To respond to the shortage of veterinarians which threatens many territories and in particular rural territories, measures have been taken to increase the number of training courses. The multi-year plan (2021-2025) to strengthen the resources of veterinary schools has thus made it possible to increase the number of students welcomed each year in the ENVF from 140 students per school in 2021 to 180 students per school in 2025. At the same time, the creation of a private training sector made it possible to open 120 new places per promotion. However, these measures are not enough to meet the growing demand for veterinarians. Of the 1,168 veterinarians who registered for the first time on the order's roll in 2023, nearly 54% did not come from a French veterinary school. Thus, 419 of them, or 35.9% of first-time registrants, are veterinarians of French nationality who have chosen to study outside France due to difficulties in accessing veterinary training in the country. While this profession is essential to livestock farming and supports operators in their action in favor of our food sovereignty, veterinary medicine students who complete their studies in another country of the European Union are not eligible for the scholarships and financial aid from the state. However, other training courses are eligible for these scholarships, even outside France. This is the case for human medicine students, for example. While the health issues are comparable, excluding veterinary students from eligibility for scholarships and state aid constitutes unequal treatment that must be remedied. Indeed, like the years previous circulars, ESRS2413977C of June 10, 2024 and DGER/SDPFE/2024-414 of July 11, 2024 relating to the terms and conditions for awarding scholarships based on social criteria for higher education, merit aid and international mobility aid for the year 2024-2025 do not provide that the preparation of the veterinary diploma in a Member State of the European Union opens the right to scholarships based on social criteria. In the Since the current veterinary training system is not enough to provide the sufficient number of professionals that France needs to ensure the health safety of farms and to cope with the growing increase in the number of companion animals, it is necessary to strengthen support for veterinary students studying in an establishment located outside the national territory. This is why he asks whether the Government is considering a regulatory change to allow veterinary students studying abroad to finally be eligible for scholarships and national aid from which other training courses benefit.
