Summary

Mr. Peio Dufau draws the attention of the Minister for Europe and Foreign Affairs to the need to accelerate the implementation of cross-border learning between France and Spain. While there is not yet a common framework at the European Union level for the recognition of vocational training diplomas, Ordinance No. 2022-1607 of December 22, 2022 relating to cross-border apprenticeship opens now the way to conclude bilateral agreements between neighboring Member States. The recent adoption by the National Assembly, on February 13, 2025, of the bill authorizing the approval of the Franco-German agreement on cross-border learning (T.A. No. 50) constitutes a major step forward, which must now serve as a reference for similar initiatives, particularly with Spain. In the border territories, where young people aspire to train and work on both sides of the border in an integrated living space, the development of cross-border learning responds to a concrete need, both for learners, businesses and training stakeholders. He therefore wishes to know the prospects for negotiating a Franco-Spanish agreement in this area and the measures that the Government intends to implement in order to move this matter forward as quickly as possible.
