The drop in the level of credits allocated to returnees that occurred between 2009 and 2018 does not reflect a disengagement of the State towards the populations concerned, but very largely results from the resolution of situations for which the measures put in place were intended to provide a solution and, more generally, from the reduction in the number of beneficiaries of the measures implemented. This budget makes it possible to satisfy all the requests made by the people concerned by the application of the entirety of these devices. In this context, most of the aid granted to substitutes and their surviving spouses is currently based on the implementation of the system allowing the allocation of a recognition allowance provided for by Law No. 2005-158 of February 23, 2005 as amended. With regard to this advantage, the reduction in the expense observed is a direct result of the terms of payment of the service in question. From its creation, the beneficiaries of the recognition allowance were in fact able to choose, for its payment in one go in the form of a capital, for the payment of a monthly amount or for a formula combining these two payment methods. Numerous requests for payment of capital were thus submitted during the first years, requiring the mobilization of significant budgetary resources. For example, in 2007, out of a total of 8,112 beneficiaries, 1,468 of them benefited from the one-off payment of capital, the amount of which was set at 30,000 euros. Comparatively, in 2013, only 114 people benefited from a one-off payment of capital. Mechanically, the number of new entrants into the system being less and less high, the payment of annuities prevailed over that of capital, which coincided with a reduction in the budgetary cost of the service. In this regard, the total expenditure linked to the allocation of the recognition allowance reached €13.5 million in 2017. In the same way, the children of substitutes recognized as wards of the Nation, whose parents' death had occurred before the creation of the recognition allowance system, and who were allocated a capital of 20,000 euros, gradually represented a share less in less significant expenditure associated with the recognition allowance (46% in 2008 compared to 12% in 2010). Although access to the recognition allowance system was foreclosed in 2014, the State nevertheless continued to pay the greatest attention to the beneficiaries of this benefit. In addition to the annual updating of its amount according to changes in household consumer prices (excluding tobacco), the allocation of recognition has thus been revalued on several occasions by legislation, notably in 2018. The finance law for 2016 also established a lifetime allowance intended for surviving spouses and ex-spouses of members of supplementary formations who had not submitted a request before the recognition allowance was foreclosed. This system benefits 729 people as of April 30, 2018. The allowance provided amounts, as of January 1, 2018, to 3,663 euros per year, i.e. an amount equivalent to that of the recognition allowance, these two allowances being revalued under the same conditions. In total, as of April 30, 2018, 5,849 people benefited from life annuities, under the recognition allowance or the life allowance, which resulted in an increase from €17.27 million in 2017 to €17.57 million in 2018 in the credits recorded in the law of initial finances under “Actions in favor of returnees”.
