Summary

The open burning of green waste is a prohibited practice, particularly because it releases numerous polluting substances, toxic to humans and harmful to the environment. Indeed, burning plants in the open air, especially if they are humid, releases substances such as fine particles, nitrogen oxides, polycyclic aromatic hydrocarbons, carbon monoxide, volatile organic compounds, or more dioxins. Many suitable alternative solutions exist, and favor the recovery of green waste rather than its burning: via local composting, grinding, taking it to a recycling center or even collecting it for recovery. These alternatives, despite the transport they entail, have a more attractive carbon footprint than burning. For example, 50 kg of burned green waste is enough to emit as many fine particles as a recent diesel car that travels 13,000 km. Conversely, green waste can be converted into compost, which, when used on the soil, contributes to the sequestration of carbon in the soil. Communities have a particularly important role to play by communicating about the harmful impacts of this practice, by ensuring the proper application of this ban and above all by putting providing citizens with practical solutions for their green waste. The roadmap for the circular economy announced by the Government this year also plans to recover all bio-waste, including green waste. A guide from the environment and energy management agency (ADEME) was recently published to detail the different alternatives to burning this waste. To develop these alternative recovery solutions, communities can also request financial support from ADEME. Finally, concerning the mobilization of social and solidarity economy structures on plant crushing; this mobilization must be encouraged. In terms of regulatory levers, a reduction in the administrative framework and requirements relating to this plant grinding activity came into force this July 1st.
