The President of the Republic has made security one of the fundamental issues of the five-year term. The French and their elected officials have high expectations of the measures that will be taken. If the fight against terrorism is a priority, strengthening the daily security of our fellow citizens constitutes the other major challenge in the field of internal security. To respond to these challenges, the Government, under the leadership of the President of the Republic, has the choice to strengthen the human and material resources of law enforcement. 10,000 positions will thus be created within the national police and the national gendarmerie during the five-year term, including 7,500 within the national police alone. Significant financial resources have been committed, with for example a 2% increase in appropriations allocated to the national police in one year and an ambitious real estate program, providing the national police with a real estate budget of €196 million under the three-year program, i.e. 5% more compared to 2017. In 2019 again, security forces appropriations will increase by 2.6% compared to 2018, i.e. an additional €330 million. In terms of the fight against terrorism, France has been mobilizing for several years in the face of the Islamist threat. To respond effectively to a constantly evolving threat, and in parallel with its action military and diplomatic, it regularly adapts its national security system in terms of organization, human, material and technological resources, as well as on the legal level. Since spring 2017, the Government has redefined the Sentinel system, passed Law No. 2017-1510 of October 30, 2017 strengthening internal security and the fight against terrorism, adopted a new plan on February 23, 2018. national prevention of radicalization and on July 13, 2018 a new action plan against terrorism. It should also be remembered that, as of June 2017, the national intelligence coordination of the Presidency of the Republic was transformed into a national coordination of intelligence and the fight against terrorism, including a national counter-terrorism center. The resources of the services responsible for prevention and the fight against terrorism also continue to be strengthened, in particular with the recruitment of 1,900 additional agents in the intelligence services during the five-year term. The new action plan against terrorism of July 2018, which includes 32 measures organized into 5 main axes, provides in particular for the establishment of feedback on each foiled attack, the increase in the fight against terrorism on the internet, the strengthening of judicial control measures and the creation of a national anti-terrorism prosecutor's office. It establishes the General Directorate of Internal Security as leader in the matter, in particular to ensure the full coordination of services and perfect flow of information between them. The anti-terrorism plan also identifies the issues linked to the release of individuals convicted of crimes linked to terrorism or having become religiously radicalized in detention. It provides for the creation of a permanent unit for monitoring those leaving prisons, responsible for monitoring terrorist prisoners and radicalized common law prisoners. This unit for monitoring those leaving prison was set up in July 2018 within the anti-terrorism coordination unit (UCLAT) of the Ministry of the Interior. She counts notably an agent of the prison administration department of the Ministry of Justice. A global, pragmatic, coherent and ambitious security policy is therefore implemented. In this regard, the commitments made by the President of the Republic during the presidential campaign and the main axes of the security policy presented in his speech of October 19, 2017 to the internal security forces constitute to date a sheet of detailed and complete route. At this stage, there are therefore no plans to produce a “White Paper on internal security”. On a legal level, a new orientation and programming law is not envisaged at this stage either. The legislative arsenal available to law enforcement - and magistrates - has already been considerably enriched over the last two five-year terms. It was further adapted with the law of October 30, 2017 strengthening internal security and the fight against terrorism (known as the SILT law), but also with the law for controlled immigration which has just been validated by the Constitutional Council and which provides new means of facing migratory challenges, or with law no. 2018-703 of August 3, 2018 strengthening the fight against sexual and gender-based violence. It will still be so by the next aforementioned criminal law. There Priority is therefore to action, to provide law enforcement with all the necessary means to effectively exercise the prerogatives offered to them by the law, and to provide them with effective action frameworks adapted to the realities of delinquency, as is the ambition of the PSQ reform and the other structural reforms undertaken. The future national plan to combat drugs requested by the President of the Republic will constitute In this regard, a new important step in the fight against drug trafficking and its consequences in terms of public security and order, particularly in the most difficult neighborhoods. Significant progress is also planned to fully integrate new technologies into police action and in particular to modernize and improve the reception of victims (PERCEVAL platform of the gendarmerie, next platform THESEE of the national police, next platform for reporting sexual and gender-based violence, etc.). Any legal development which nevertheless appears necessary will naturally be taken into account. In any case, the action taken by the Government is producing results, as reported by the Minister of State, Minister of the Interior, during his press conference of September 6, 2018 on public security. THE assessment of the fight against delinquency during the first 7 months of the year indeed reveals several encouraging elements: reduction in property crimes by 3.9%, and reduction in particular in burglaries (- 6.2%); reduction in so-called “villainous” violence (- 8%), with however an overall increase in intentional attacks on physical integrity, linked mainly to the sharp increase in the number of reported incidents in the family sphere.
