The Government shares the interest in developing pedestrian mobility and more generally active mobility, which have numerous individual and collective advantages, particularly in terms of health, ecological and energy transition, the attractiveness of cities and access to mobility for all. If the quality of pedestrian facilities is mainly the responsibility of local authorities, the Government is involved. Presented on September 14, 2018, The “Cycling and active mobility” Plan provides in particular for the development of calm traffic zones, two-way cycling routes on all urban roads in built-up areas up to a maximum authorized speed of 50 km/h, the creation of cycle locks at traffic lights and the authorization of the wearing of reinforced lighting devices. These measures contribute to calming driving and the comfort of pedestrians on the sidewalk. Moreover, through the securing of cycle routes and the strengthening of road safety measures, the cycling plan aims to remove one of the main obstacles to the development of cycling, in particular by strengthening the planning of structuring networks for active mobility. As such, the mobility orientation law strengthens the content relating to active mobility in planning documents and prescribes the development of networks continuous and secure cycle and/or pedestrian structures. The bicycle plan also aims to improve visibility at pedestrian crossings: in order to improve the safety of pedestrian crossings and mutual visibility with motorists, moped riders, motorcyclists and cyclists, only parking spaces reserved for bicycles are provided, on the roadway, five meters upstream of the pedestrian crossings. This measure, provided for in the mobility orientation law, came into force in 2019 for new developments. Road managers will have to comply with the existing system. In the context of the health and economic crisis that we are going through, the Government has taken measures to support the establishment of temporary cycle paths secured by local authorities. The “France Relance” plan thus devotes 200 million additional euros for cycling. These investments, spread over two years, will support the development of cycling infrastructure, such as paths and secure parking. Also, the installation of installations such as temporary cycle paths and temporary pedestrian facilities was exempt from prior authorization. Finally, the safe coexistence of pedestrians and cyclists must be effectively assured. Thus, according to the highway code and unless otherwise provided by the police, the circulation of cyclists is prohibited on the sidewalks, with the exception of children under 8 years old at walking pace. It is also possible, when safety conditions are met, to create greenways open to cyclists and pedestrians. Recommendations on this subject have been established by the Cerema. Finally, the decree concerning the regulation of personal transport vehicles ensures better cohabitation with pedestrians. Indeed, it specifies that it is prohibited for motorized vehicles to drive on the sidewalks unless expressly waived by the mayor, and in this case at a walking pace.
