Summary

The Government is attentive to the evolution of the situation in the retail banking sector and to the internal reorganizations announced by the governance bodies of several banking groups, which are solely responsible for defining strategic and operational choices on the organization of their networks. If the majority of French banking groups, which have the leading network of European banking agencies with 37,261 agencies in total ahead Germany, has developed online banking services, in response to the desire of some of its customers to be able to have new services accessible through other channels. These digital offers are presented as a complementary service and not as an alternative, to the agency model and the provision of traditional banking services. Likewise, the presence of automatic teller machines (ATMs) on the territory is not governed by public service obligations borne by banking establishments, whatever the network. However, access to fiat currency is facilitated in rural areas by the existence of postal contact points. Indeed, La Poste, which remains very present in rural areas, with more than 9,000 points of contact in these territories, offers access in most of its post offices at an ATM allowing anyone to withdraw cash. In addition, in municipal postal agencies and in certain Poste merchant relays, it is possible to make emergency withdrawals, up to €350 and €150 respectively, but this service is reserved only for customers of La Banque Postale, holders of a postal current account (CCP) or a Livret A (Postessentiel). Furthermore, under the terms of article L. 2251-3 of general code of local authorities: “When private initiative is failing or insufficient to ensure the creation or maintenance of a service necessary to satisfy the needs of the population in rural areas, the municipality may entrust the responsibility of creating or managing it to an association governed by the law of July 1, 1901 relating to the association contract or to any other person; she can also grant aid subject to the conclusion of an agreement with the beneficiary of the aid setting out the latter's obligations. It is therefore possible for a local authority to encourage the establishment of ATMs or internal bank ATMs placed in merchants' homes, or even in MSAPs (public service centers), a system strongly supported by the State and in which national operators participate.
