Statement of the Riigikogu "Condemning the annexation of the territory of Ukraine and the declaration of the Russian regime as a terrorist"

Avalduses on kirjas: „Riigikogu mõistab karmilt hukka Venemaa Föderatsiooni sõjategevuse Ukraina vastu ja agressiooni käigus vallutatud territooriumi ebaseadusliku annekteerimise. Eesti ei tunnusta mitte kunagi Ukraina territoriaalse terviklikkuse lõhkumist agressiooni ja libareferendumite tulemusel. Õigusrikkumine ei saa mitte iialgi tekitada õigust. Tuumarelvaga ähvardav Putini režiim on muutnud Venemaa kõige suuremaks ohuks rahule nii Euroopas kui ka kogu maailmas. Tuletades meelde käesoleva aasta 23. veebruaril vastuvõetud Riigikogu avaldust, on agressioonisõja või rahvusvahelisi lepinguid, kokkuleppeid ja lubadusi rikkuva sõja kavandamine, ettevalmistamine, alustamine või pidamine kuritegu rahu vastu. Arvestades käesoleva aasta 21. aprillil vastuvõetud Riigikogu avaldust, milles Venemaa Föderatsiooni agressioon Ukraina vastu tunnistati rahvusvaheliseks kuriteoks ning tsiviilelanike vastu suunatud massilised julmused genotsiidiks Ukraina rahva vastu, toetab Riigikogu toimepandud sõja- ja genotsiidikuritegude väljaselgitamist ja uurimist ning nende sooritajate vastutusele võtmist.“

Family Benefits Act Amendment Act

Eelnõu näeb ette tõsta esimese ja teise lapse lapsetoetus 100 euroni, eelneva 60 euro asemel ehk samale tasemele, nagu on lapsetoetus kolmandale ja enamatele lastele. Edaspidi on lapsetoetus võrdselt iga lapse eest 100 eurot kuus. Eelnõuga tõstetakse kolme kuni kuuelapseliste perede lasterikka pere toetust 700 euroni kalendrikuus, varasema 300 euro asemel ning seitsme ja enamalapseliste perede lasterikka pere toetust 900 euroni, varasema 400 euro asemel. Selleks, et lasterikka pere toetus oleks jätkuvalt proportsionaalne elatustaseme tõusuga ning toetuse suurust ei peaks igal aastal muutma, indekseeritakse toetus iga kalendriaasta 1. aprilliks indeksiga. Indeksi väärtus sõltub 20 protsenti tarbijahinnaindeksi aastasest kasvust ja 80 protsenti sotsiaalmaksu pensionikindlustuse osa laekumise aastasest kasvust. Indeksit väljendatakse täpsusega kolm kohta pärast koma. Lasterikka pere toetust ei indekseerita, kui indeksi väärtus on väiksem kui 1,000. See tähendab, et elatustaseme langedes lasterikka pere toetus ei vähene. Eelnõuga muudetakse lasterikka pere toetuse vähendamise süsteemi, mille kohaselt hakkab lasterikka pere toetus vähenema pere kolme kõige noorema alaealise lapse täisealiseks saamisel. Senise süsteemi asemel, kus lasterikka pere toetus kadus esimese lapse täisealiseks saamisel, hakatakse lasterikka pere toetust maksma täies ulatuses nii kaua, kuni peres kasvab vähemalt kolm alaealist last. Kui peres on kokku kolm või enam last, kuid vaid kaks neist alaealised, hakatakse lasterikka pere toetust vähendama proportsionaalselt 1/3 võrra.

Usulisel ühendusel on vastavalt eelnõule kutsuja kohustused. Kooskõlastatult Siseministeeriumiga Eestisse kutsutud vaimulike, munkade ja nunnade puhul ei rakendata seaduses sätestatud piisava legaalse sissetuleku nõuet.

Statement of the Riigikogu "On the UN Global Migration Framework"

The statement states that the UN Global Migration Framework is a legally non-binding cooperation framework, which has also been emphasized by the Chancellor of the Republic of Estonia. This is a declaration jointly negotiated by the UN member states, which gives us the opportunity to improve international cooperation in the field of migration, including preventing illegal migration and combating human trafficking and smuggling, as well as protecting the rights of Estonian people in foreign countries. Global The migration framework emphasizes the fundamental principle that every country has the sovereign right to shape its own migration policy in accordance with international law. The statement outlines the principles of the Global Migration Framework, which the Riigikogu supports. The Riigikogu expresses its conviction that the objectives of the Framework contribute to the fight against illegal migration and its reduction, mitigating, among other things, the negative consequences for its victims. The Law on Amendments to the Building Code

Eelnõu eesmärgiks on lairibateenuse kättesaadavuse kiirendamine menetlustehingute dubleerimise ning menetlusnõuete täitmise kulude vähendamise kaudu. Eelnõu laiendab seaduse eriregulatsiooni Siseministeeriumi valitsemisala valduses oleva riigipiiri taristule, sealhulgas piiririba väljaehitamiseks riigikaitsemaale. Riigipiiri taristu on Siseministeeriumi valitsemisala valduses olev taristu, mis on ette nähtud riigipiiri valvamiseks ning mille hulka kuuluvad piiririba elemendid ja selle teenindusrajatised. Eelnõuga luuakse seaduse kohaldamise erisused riigipiiri taristu ehitamiseks. Kui seaduse reguleeritava ehitamise kohta käiv teave on üldiselt avalik, siis riigipiiri taristu puhul ei saa ehitist ja ehitamist käsitlev kogu teave olla avalik. Piiririba väljaehitust välispiiri maismaaosa ulatuses korraldab Politsei- ja Piirivalveamet ning väljaehituse projektdokumentatsioon ja tehniline teostus sisaldab salastatud teavet, millest tuleks ehitamisega seotud andmete esitamisel ja lubade taotlemisel lähtuda.

Law on the Amendment of the Law on the Implementation of the Defense Service Act and the Police and Border Guard Act

The bill amends the Law on the Implementation of the Law on Defense Forces Service and the Law on Police and Border Guards, the current version of which affects defense forces who retired before 01.04.2013 and police officers who retired before 01.01.2010, as well as by then the principles of legal certainty and legitimate expectations of former military personnel who have acquired the right to a pension. The purpose of the changes proposed in the bill is for officials who have fulfilled their duty to the state ensuring uniform and equal treatment in pension schemes so that it is also consistent with the principle of legitimate expectation. The current situation is unfair and, according to the authors of the bill, also unconstitutional, because among all the persons receiving a reduced pension in Estonia today, only before 01.04.2013. military personnel who have completed their service are the only ones whose pension base level before switching from the recalculation system to indexation is in effect left due to the economic crisis, the reduced salary level.

Act amending the European Parliament Election Act, the Local Government Council Election Act and the Riigikogu Election Act
