Act to amend the Value Added Tax Act and the Medicines Act

Eelnõuga täiendatakse käibemaksuseadust uue 5 protsendilise vähendatud käibemaksumääraga. Muudatus võimaldab valdkonna eest vastutaval ministril kehtestada määrusega nimekirja vähktõve ja muude pahaloomuliste kasvajate raviks mõeldud ravimitest, mis maksustatakse 5 protsendilise käibemaksumääraga. Lisaks sätestatakse ravimiseaduses Eesti Haigekassale alus hüvitada mittetulundusühingutele, sihtasutusetele või usulisetele ühendustele annetuste eest ostetud vähktõve ja muude pahaloomuliste kasvajate raviks mõeldud ravimi ostmisel tasutud käibemaksuga võrdne summa.

Law on denunciation of the convention prohibiting the use, stockpiling, production and transfer of anti-personnel mines and requiring their destruction

The Riigikogu ratified the Ottawa Convention prohibiting the use, stockpiling, production and transfer of anti-personnel mines and requiring their destruction in March 2004, a few weeks before Estonia was accepted as a full member of the North Atlantic Treaty Organization. The Ottawa Convention entered into force for the Republic of Estonia on November 1, 2004. The explanatory note states that anti-personnel mines were used in many military conflicts of the second half of the 20th century as a fighting tool for the weaker party, which could not afford greater firepower, i.e. bomber air force, combat helicopters and artillery. In the new situation, Estonia is forced to do everything possible to strengthen the military national defense. We also cannot afford that in the event of a war, other countries that refrained from joining the Ottawa Convention could use anti-personnel mines on the territory of Estonia, while we ourselves should not. From the above circumstances as a result, compliance with the requirements of the Ottawa Convention, which prohibits the use, stockpiling, production and transfer of anti-personnel mines and requires their destruction, is no longer in Estonia's national interest. It weakens our defenses. In connection with the denunciation of the Ottawa Convention, Estonia can assume a unilateral obligation to refrain from selling or otherwise transferring anti-personnel mines to other countries and declare that it will not use anti-personnel mines outside its territory.

Eelnõuga pakutakse konkreetne lahendus, kuidas tagada riigis kaitseolukorra, erakorralise seisukorra ja sõjaolukorra ajal nende spetsiifiliste kohtumõistmise funktsioonide täitmine, mis on traditsiooniliselt olnud sõjakohtute ülesandeks.

The Objective 55 climate package has a wide-ranging impact on the competitiveness of Estonian business, consumers, home owners and employees. It is therefore important that there is clarity about the real effects of this package. Considering the decidedly large impact of the package, it is important that it is at the level of the statement of the Riigikogu that the political approach is given, based on which principles the Republic of Estonia will consider its positions regarding the said proposal in the negotiations. Mandating government positions at EU affairs committee level is not enough. In the draft of the statement, the need for an impact analysis has been emphasized in terms of Estonian national interests, and preliminary positions have been put forward that, in the opinion of the initiators, support our national interests when dealing with this issue.

Statement of the Riigikogu "In support of the territorial integrity of Ukraine"

Tobacco Act Amendment Act

Riigikogu rõhutab avalduses, et Euroopa Liidu ühtne välispoliitika on seatud kaitsma liikmesriikide huvisid rahvusvahelistes suhetes, lähtudes meie ühistest demokraatlikest väärtustest. Riigikogu on veendunud, et nii Eesti kui ka teiste liikmesriikide huvid globaalsetes sõlmküsimustes on paremini kaitstud, kui Euroopa Liit järgib ühtse välispoliitika kujundamisel tugeva konsensuse põhimõtet. Riigikogu toonitab, et suhetes Venemaaga on rasketest teemadest rääkides eriti oluline säilitada selgus ja põhimõttekindlus ning Euroopa Liidu institutsioonid peavad tegema tõsiseid järeldusi hiljutisest Euroopa Liidu välisasjade ja julgeolekupoliitika kõrge esindaja Josep Borrelli Moskva visiidist, mis ei vastanud neile nõuetele. Riigikogu kutsub üles Euroopa Liidu liikmesriike ajakohastama Venemaa-suunalist poliitikat, võttes arvesse viimaste aastate autoritaarsed arengud Venemaal ja tema agressiivsed välispoliitilised suundumused. Riigikogu on arvamusel, et Venemaa-poliitika kujundamisel peab Euroopa Liit tegema tihedat koostööd Ameerika Ühendriikide, Ühendkuningriigi ja teiste demokraatliku läänemaailma riikidega. Riigikogu on arvamusel, et Venemaaga peetava sisulise ja üksteisest lugupidava dialoogi eelduseks on rahvusvaheliselt võetud kohustuste täitmine Venemaa poolt ja naaberriikide territoriaalset terviklikkust lõhkuvast agressiivsest välispoliitikast loobumine. Riigikogu tuletab meelde Venemaa poolt 1996. aastal Euroopa Nõukogu liikmeks astumisel võetud kohustusi, sealhulgas kohustust kaitsta demokraatiat ja õigusriiki, täita Euroopa Inimõiguste Kohtu otsuseid ning tagada oma kodanikele inimõigused ning meediavabadus. Riigikogu mõistab hukka Venemaa jõustruktuuride vägivalla oma kodanike suhtes, kes on avaldanud meelt korruptsiooni vastu ja nõudnud põhiseaduslike kodanikuvabaduste tagamist. Riigikogu nõuab Venemaa linnades toimunud rahumeelsetel meeleavaldustel vahistatud või oma meelsuse avaldamise eest kinnipeetute, sealhulgas Aleksei Navalnõi ja teiste poliitvangide vabastamist. Riigikogu kutsub Euroopa Liidu liikmesriike üles rahvusvahelisel tasemel karmistama sanktsioone eesmärgiga avaldada reaalset mõju Venemaale rahvusvahelistest kohustustest kinnipidamiseks. Riigikogu kutsub avalduses üles Euroopa Liidu liikmesriike toetama ja kaitsma kodanikuühiskonda Venemaal.
