Summary

Eesmärk 55 kliimapakett omab laiaulatuslikku mõju Eesti ettevõtluse konkurentsivõimele, tarbijatele, koduomanikele ning töötajatele. Seetõttu on tähtis, et oleks olemas selgus selle paketi tegelike mõjude kohta. Arvestades paketi määratult suurt mõju, on oluline, et just Riigikogu avalduse tasemel antakse poliitiline käsitlus, millistest põhimõtetest lähtudes Eesti Vabariik läbirääkimistel oma positsioone nimetatud ettepaneku suhtes käsitleb. Valitsuse positsioonidele mandaadi andmine ELi asjade komisjoni tasemel pole piisav. Avalduse eelnõus on Eesti rahvuslike huvide osas rõhutatud vajadust mõjuanalüüsi järele ning pandud ette esialgsed positsioonid, mis algatajate meelest toetavad meie rahvuslikke huvisid selle küsimuse käsitlemisel.
