Summary
Riigikogu ratifitseeris jalaväemiinide kasutamist, varumist, tootmist ja üleandmist keelustava ja nende hävitamist nõudva Ottawa konventsiooni 2004. aasta märtsis, paar nädalat enne Eesti vastuvõtmist Põhja-Atlandi Lepingu Organisatsiooni täieõiguslikuks liikmeks. Ottawa konventsioon jõustus Eesti Vabariigi suhtes 2004. aasta 1. novembril. Seletuskirjas märgitakse, et 20. sajandi teise poole sõjalistes konfliktides olid jalaväemiinid paljuski nõrgema osapoole võitlusvahendiks, kes ei saanud endale suuremat tulejõudu ehk pommituslennuväge, lahingukoptereid ning suurtükiväge lubada. Uues olukorras on Eesti sunnitud tegema kõik endast oleneva, et sõjalist riigikaitset tugevdada. Ka ei saa me endale lubada, et sõja korral võiksid teised, Ottawa konventsiooniga liitumisest hoidunud riigid Eesti territooriumil jalaväemiine kasutada, meie ise aga ei tohiks. Eeltoodud asjaoludest tulenevalt ei ole jalaväemiinide kasutamist, varumist, tootmist ja üleandmist keelustava ja nende hävitamist nõudva Ottawa konventsiooni nõuetest kinnipidamine enam Eesti rahvuslikes huvides. See nõrgendab meie kaitsevõimet. Seoses Ottawa konventsiooni denonsseerimisega võib Eesti võtta endale ühepoolse kohustuse hoiduda jalaväemiinide müümisest või muul viisil teistele riikidele riikidele edasiandmisest ning deklareerida, et ei kasuta jalaväemiine väljaspool oma territooriumi.
