Riigikogu decision "Extending the deadline for the use of the Defense Forces in fulfilling the international obligations of the Estonian state in the European Union military operation EUNAVFOR Med/Irini"

The bill allows Estonia to contribute up to six defense personnel to the European Union's military operation EUNAVFOR Med/Irini in 2026, the purpose of which is to support the implementation of the UN arms embargo imposed on Libya. The operation will use naval, air and satellite capabilities and will inspect ships in international waters suspected of transporting weapons or related materials to or from Libya. In March 2025, the operation was expanded a mandate to create an overview of the situation necessary for the protection of critical undersea infrastructure, as well as supporting the implementation of UN measures to prevent illegal oil exports, building up the Libyan navy and border guards, and combating smuggling and people smuggling. The operation involves 23 EU member states and is headquartered in Rome; the mandate has been extended until March 31, 2027. Estonia will increase its contribution by two in 2026 to staff officer, in addition to the current position, the position of commander of the operation planning group will also be filled. By participating in the operation, Estonia shows solidarity with other member states and strengthens EU defense cooperation and security, contributing to stability on the southern border of the European Union.

In 2024, the bill allows for the contribution of up to three defense personnel to the operation EUNAVFOR Med/Irini. The primary objective of Operation EUNAVFOR Med/Irin is to support the implementation of the UN arms embargo on Libya. This also includes conducting inspections in international waters off the Libyan coast of vessels suspected of transporting weapons or related materials to or from Libya, based on the UN Security Council of resolution 2292 (2016). In addition, the mission also supports the implementation of UN measures to prevent illegal oil exports from Libya, the training and development of the Libyan navy and border guards, and the dismantling of smuggling and human smuggling networks.

Riigikogu otsus „Kaitseväe kasutamise tähtaja pikendamine Eesti riigi rahvusvaheliste kohustuste täitmisel Euroopa Liidu sõjalisel operatsioonil EUNAVFOR Med/Irini"

Operatsiooni EUNAVFOR Med/Irini esmane eesmärk on Liibüale kehtestatud ÜRO relvaembargo rakendamise toetamine. See hõlmab ka rahvusvahelistes vetes Liibüa ranniku lähedal inspektsioonide tegemist laevadele, mida kahtlustatakse relvade või nendega seotud materjalide transportimisel Liibüasse või Liibüast, lähtudes ÜRO Julgeolekunõukogu resolutsioonist 2292 (2016). Lisaks sellele toetab missioon ka ÜRO meetmete rakendamist illegaalse naftaekspordi tõkestamiseks Liibüast, Liibüa mereväe ja piirivalve väljaõpet ja ülesehitamist ning salakaubanduse ja inimeste smugeldamise võrgustike lõhkumist. Eesti panus operatsiooni EUNAVFOR Med/Irini oli aastal 2022 oli kaks staabiohvitseri EUNAVFOR Med/Irini peakorteris Roomas. Arvestades EUNAVFOR Med/Irini olulisusega julgeolekualastele väljakutsetele vastamisel Euroopa Liidu lõunapiiride lähistel võimaldab eelnõus sätestatud kaitseväelaste piiraarv (kuus) vajadusel operatsiooni täiendavalt panustada.
