The main purpose of the bill is to increase the quality of museum collections and museum services, to specify the basis of museum funding and to create a new folk culture database belonging to the state information system. The change emphasizes the broader social role of museums and the need to consider the needs of users throughout their life span when providing services. According to the bill, the principles of excluding museums from the museum collection will be simplified, for example in the future it will be decided of this exclusion the museum itself, not the founder of the museum. Also, the circle of institutions and persons to whom items excluded from the museum collection belonging to the state can be transferred will be expanded - in the future, in addition to cultural heritage institutions, also institutions that act in the public interest. When funding museums, criteria are specified, for example, museums operating as state foundations receive operating support to fulfill their statutory goals, in others those operating in ownership forms may continue to apply for support. It is also planned to create a new database, which will contain information about organizations dealing with folk culture, collectives, instructors and folk and culture houses or facilities related to them. The database will be created to replace the registry of the Estonian Song and Dance Festival Foundation and the sectoral folk culture database of the Estonian Folk Culture Center. It will be managed by the Estonian Folk Culture Center.

The bill transfers the tasks of the Estonian Storage Library to the Estonian National Library. Since the tasks of the depository library are similar and partly overlap with the tasks of the national library, its activities will be terminated as a separate state institution. Connecting services creates the prerequisites for user-centered service innovation and coherent development and reduces the fragmentation of library services. The change will help improve the visual or other print reading disabilities people's access to publications and digital information, which is currently hindered by the isolation of services. In the new renovated building of the National Library, the rooms necessary for the blind library and better accessibility are also planned. The physical connection of the institutions is not expected to be on the agenda until 2025, when the renovation of the National Library building should be completed. In the future, the storage library will be moved to the planned storage and exchange collection to the heritage repository, and the services of the library for the blind will be provided in the renovated premises of the national library in Tõnismäe.

The bill allows to contribute to the training mission of the European Union (EU) in Mali with up to ten soldiers and to the peacekeeping mission of the United Nations (UN) in Mali with up to five soldiers. The purpose of EUTM Mali is to support the development of the military capability of the Malian armed forces, so that Mali is able to contribute to the defense of the country's population and territory, and to improve the security situation in Mali. In addition, the political is supported the achievement of stability and the implementation of the Algiers peace agreement, in order to enhance the restoration of state power and the rule of law across Mali. EUTM Mali supports the wider Sahel region by improving the operational capabilities of the G5 Sahel Joint Force and intensifying regional cooperation, focusing primarily on common security threats, especially terrorism and human trafficking. EUTM Mali's mandate runs until 18 May 2024, and the operational area has been extended to the whole of Mali territory to other Sahel countries, focusing primarily on Burkina Faso and Niger. MINUSMA's strategic goal is to support the implementation of the Mali Peace and Reconciliation Agreement signed in 2015. The mission's second strategic objective is to facilitate the implementation of Mali's comprehensive strategy to protect civilians, reduce intercommunal violence and restore state authority and ensure the delivery of key public services in the first place in central Mali. When implementing the mandate, MINUSMA will adapt its activities, taking into account the developments in the region and enhancing coordination with other international and regional organizations operating in the region and the G5 Sahel. The explanatory note of the bill states that the challenges of Mali are increasing stability and security throughout the country, and Estonia helps to contribute to this through participation in international training cooperation. Through it cooperation contributes to Estonia's joint fight against threats affecting Europe, including the fight against terrorism and solving migration problems.

Eelnõu näeb ette pikendada alates 2021. aasta 1. jaanuarist Kaitseväe kasutamise tähtaega Eesti riigi rahvusvaheliste kohustuste täitmisel Malis Ühinenud Rahvaste Organisatsiooni rahutagamismissioonil MINUSMA (United Nations Multidimensional Integrated Stabilization Mission in Mali) 2021. aasta 31. detsembrini ning vähendada Kaitseväe isikkoosseisu ülempiiri kuni viie kaitseväelaseni. Ühtlasi näeb eelnõu ette panustada samaks perioodiks Euroopa Liidu väljaõppemissioonil EUTUM Mali (European Union Training Mission in Mali) kuni kümne kaitseväelasega.
