M. Franck Riester alerte M. le ministre de l'agriculture et de l'alimentation sur le retard dans le versement des aides PAC pour les agriculteurs convertis en agriculture biologique ou qui ont souscrit un contrat environnemental. À de multiples reprises, le Président de la République a eu l'occasion de témoigner de sa volonté d'accompagner le développement de l'agriculture biologique en France. De nombreux agriculteurs ont fait le choix de s'engager dans cette démarche, répondant ainsi à une demande de plus en plus forte des consommateurs. En 2018 en Seine-et-Marne, 27 agriculteurs envisagent ainsi de convertir leur exploitation en agriculture biologique pour une surface de plus de 3 000 hectares. Toutefois, une telle conversion suppose un investissement personnel et financier conséquent. Un accompagnement financier a alors été mis en place dans le cadre de la politique agricole commune. Néanmoins, les exploitants font face à un retard croissant dans le traitement de leurs dossiers. En effet, les aides de l'année 2015 n'ont été versées qu'à l'automne 2017. Quant à celles de l'année 2016, leur versement n'est pas envisagé avant la fin de l'été 2018, soit plus de deux ans de retard. Par conséquent, les exploitants, qui participent activement à la promotion du développement de l'agriculture biologique, se retrouvent pénalisés. Ainsi, il lui demande les mesures envisagées par le Gouvernement pour régulariser au plus vite le traitement des dossiers et le versement des aides aux agriculteurs convertis à l'agriculture biologique.

Equality between women and men is at the heart of the Government's action to enable women and men to find a true balance between family life and professional life, whatever the professional sector. Today, maternity leave in France pursues 2 major objectives which are to protect the health of the mother and child and to facilitate the return to employment of women after a birth. THE Maternity leave has a legal duration of 16 weeks. Non-employed mothers, depending on their professional status, do not benefit from the same maternity leave, whether in terms of its duration or its compensation. The systems in force must be better adapted to the needs of women exercising a liberal profession. Beyond that, it is about putting an end to discrimination between professions. To this end, the Government has entrusted Marie-Pierre Rixain, President of the Delegation for Women's Rights of the National Assembly, is responsible for carrying out an inventory and formulating proposals on the harmonization of the duration and remuneration of maternity leave between all professions. This parliamentary mission aims, among other things, to assess the extension of the additional maternity benefit (ASM) granted since October 2017 to female doctors. practicing in private practice, to all PAMCs (contracted medical practitioners and auxiliaries) and self-employed workers, as well as the allocation of lump sum compensation in cases where replacement is impossible, particularly for female farmers. She is also studying how to increase information on maternity leave rights, a real issue for women who are too often unaware of their rights. These Work should be delivered during the summer of 2018 to enable rapid and effective implementation of these proposals. Furthermore, and because the cultural fight for professional equality between women and men also involves men, IGAS is working on the possible extension and better remuneration of paternity leave in order to allow fathers to become more involved in family life.

Mr. Franck Riester draws the attention of the Minister of Solidarity and Health to the application of article 138 of Law No. 2004-806 relating to public health policy. In its current application, this law establishes the age limit for doctors and nurses in public health establishments at 72 years. However, during the examination of the 2017 PLFSS by Parliament, this age limit was relaxed by the adoption of an amendment which provided for the possibility of derogating from it under certain conditions. Thus adopted, this measure made it possible to retain within health establishments, at least temporarily, the high-level skills and expertise of certain practitioners who had become leaders in their field, and who wished to continue their activity. Inserted in article 85 of the 2017 social security financing law, the provisions of this amendment were, however, censored by the Constitutional Council in its decision no. 2016-742 of December 22, 2016, given the too indirect effect of this measure on the expenditure of the basic compulsory schemes or the organizations contributing to its financing. Particularly sensitive to the problem of medical desertification which mainly affects the French countryside (for example, 94% of the territory seine-et-marnais and 90% of the population of the department are now covered by the new zoning of the regional health agency), he would like to know the actions it intends to put in place in order to reintroduce this common sense measure into the public health code and thus make it possible to relieve numerous health establishments in the region.
