Mrs. Ramlati Ali draws the attention of the Minister of the Economy, Finance and Recovery to the imperative reform of the individual house construction contract (CCMI). However, builders of individual houses remain constrained by regulations which weaken their cash flow. In fact, the provisions of Articles R. 231-7 and R. 231-7-1 of the Construction and Housing Code, setting the maximum percentage of the agreed price likely to be called for payment at the different stages of construction, are unfavorable to them and require operation with own funds on several sites and simultaneously. Since the builder of individual houses cannot deviate from the percentage referred to in the aforementioned articles, It is urgent to support this sector of activity by providing for the establishment of intermediate levels, in line with the actual chronology of the work. The extension will provide a runway that would be suitable for long-haul flights, particularly to mainland France. The construction of a long runway is a priority recalled in the State-Mayotte 2007-2013 project contract but also expressed by the population during the public debate on this subject organized in 2011 by the National Commission for Public Debate. The resulting report attested to the decision of continue the project to construct a long runway with two possible scenarios. Since then, despite numerous reminders made by Mahorais elected officials and the mobilization of the population, notably a recent demonstration in January 2018 demanding the extension of the track, the file remains pending.
