Mrs Sarah Tanzilli draws the attention of the Minister for Europe and Foreign Affairs to the repeated transgressions of international law by the Azerbaijani State. While both chambers of the French Parliament voted in November 2022 two resolutions condemning Azerbaijani aggression, urging Baku to put an end to the illicit occupation of the territory of the Republic of Armenia and highlighting a possibility of taken sanctions against the leaders of this State, Azerbaijan continues this occupation and regularly carries out one-off operations which allow it to increase the surface area of the territories it occupies. On February 22, 2023, the International Court of Justice ordered Azerbaijan to restore free movement along the Lachin corridor cut off since December 12, 2022 under false ecological pretexts, generating a total blockade of the Armenian enclave of Artsakh and depriving its 120,000 inhabitants of any supply of food and medicine, in total contradiction with the agreement of November 9, 2020 which put an end to the 44-day war. This decision was not implemented by the Azerbaijani authorities. Worse still, on Sunday April 23, 2023, on the eve of the commemorations of the 1915 Armenian genocide, Azerbaijan, with the agreement of Russia, officially installed a command post on the Latchin corridor, perpetuating its decision to subject the inhabitants of this territory to fatal asphyxiation. Faced with the manifest desire of the Azerbaijani authorities to continue to seriously violate international humanitarian law, its international commitments, international justice decisions, in the face of the vital threat weighing on the Armenian civilian populations of Artsakh and Armenia, it wishes to know what consequences it intends to draw from these manifest violations of international law and whether it plans in particular to implement the requests for sanctions issued by Parliament against the Azerbaijani leaders, in particular the freezing of their assets on French territory.

Ms. Sarah Tanzilli draws the attention of the Minister of Transformation and the Public Service to the necessary enhancement of the family salary supplement (SFT) in the public service upon the birth of the first child. The SFT is an element of taxable remuneration and not a social benefit, paid to public officials who have at least one dependent child. It includes a fixed, relatively weak element (2.29 euros for one child, 10.67 euros for two children, 15.24 euros for three children) and an element proportional to the treatment from the second child (3% for two children, 8% for 3 children). In a context of inflation and the lack of attractiveness of the civil service, the revaluation of these amounts, never before taken place since the creation of the SFT, is all the more useful. In addition, the amount of 2.29 euros for a first child appears as extremely weak to fully support parents in the development and well-being of their child. Furthermore, the SFT does not seem to adapt to the current family model because it does not take into account new, increasingly frequent situations, particularly single-parent families. Mrs. Sarah Tanzilli draws the attention of the Secretary of State to the Prime Minister, responsible for children, to the evaluation of the S.T.O.P system (Telephone guidance and prevention service) relating to the prevention of pedophilia in France. In 2021, the French Federation of resource centers for those working with perpetrators of sexual violence (FFCRIAVS) set up a single number (0 806 23 10 63) to to direct people who report sexual urges towards minors towards health professionals, with the aim of preventing sexual violence against minors. This innovative project complements the current repressive arsenal by developing the preventive aspect of the fight against pedophilia. In Germany, this type of system has already existed for almost fifteen years and has proven itself. More than 10,000 Germans called the dedicated telephone line and more than 1,500 of them started therapy following this call. In France it is estimated that 160,000 children are victims of sexual abuse each year. According to the study “Facing incest”, 6.1 million people, or 10% of the French population, say they were victims of incest during their childhood. The perpetrator of sexual violence would be known to the victim in 68% of cases during attacks sexual and 83% in cases of rape (ONDRP 2019). Finally, studies report 5 to 20% of pedophiles within the general population. Le Gouvernement travaille activement à la déclinaison d'une politique de santé pour les Français souffrant d'un Covid long. En témoigne la feuille de route "Comprendre, informer, prendre en charge" dévoilée en mars 2022 et déclinée depuis. Sexual predators are lured with false profiles of children or adolescents in order to build a case before reporting it to the competent authorities. During investigations, several strict rules are respected to avoid procedural flaws and the inadmissibility of evidence: no legal provocation, no theft of a child's identity, no child pornography content must be shared or kept, no information about the child offender must be disclosed. This group claims 75 arrests and 36 convictions. This citizen “vigilantism” turns out to be a help valuable for the police services, even if it raises questions about possible abuses. Le Gouvernement s'est engagé sur des actions fortes en faveur de l'égalité d'accès aux métiers de la fonction publique et d'une plus grande diversité des profils et des parcours, dans le cadre du principe de l'égal accès aux emplois publics prévu par article 6 de la Déclaration des droits de l'homme et des citoyens. Dans ce cadre, le ministère chargé de la fonction publique a été commanditaire depuis 2016 de 4 testings dits « Discriminations à l'Embauche dans la Sphère Publique: Effets Respectifs de l'Adresse et de l'Origine » (DESPERADO), dans les trois versants de la fonction publique. Ces testings à l'embauche sont réalisés par l'équipe du professeur Yannick L'Horty de l'université Gustave Eiffel [1], économiste spécialiste de l'évaluation des politiques publiques et expert en matière d'emploi, d'insertion économique et sociale. Le testing consiste à faire constater toute forme de discrimination. Cette méthode soumet deux ou plusieurs profils comparables à une même demande sauf en ce qui concerne le critère susceptible d'exposer aux discriminations et, dans le cas présent l'accès à un entretien d'embauche. S'agissant des différences à l'œuvre sur la question des biais de recrutement entre les divers types de fonction publique (hospitalière, territoriale, d'État) [2], les résultats issus de the whole ofs testings montrent que, pour le recrutement de cadres administratifs: aucune différence n'est significative, ni au niveau agrégé, ni pour aucun des trois versants, pour le critère de l'adresse; des discriminations en raison de l'origine ne sont caractérisables et caractérisées que dans la fonction publique territoriale. Pour lutter contre les discriminations à l'embauche dans l'administration publique le ministère de la transformation et de la fonction publiques agit sur plusieurs leviers: Tout d'abord, la DGAFP (direction générale de l'administration et de la fonction publique) incite the whole ofs employeurs publics, de l'État, territoriaux et hospitaliers à candidater au "Label Diversité et Egalité". Le plan national de lutte contre le racisme et l'antisémitisme 2023-2026 porté par la DILCRAH (délégation interministérielle à la lutte contre le racisme et l'antisémitisme) comporte à cet égard une mesure aimed at garantir l'exemplarité de l'État à travers le respect des engagements pris par les ministères dans le cadre du "label Diversité" délivré par l'Afnor (association Française de normalisation). Le cahier des charges des "labels Diversité et Egalité" engage en effet les administrations à évaluer et à améliorer leurs procédures et pratiques de ressources humaines à l'aune du principe de non-discrimination. C'est un levier puissant pour faire prévaloir l'égalité de traitement dans les organisations et dans leur processus de recrutement notamment. Au 1er mars 2023, 45 administrations sont labellisées "Diversité": la totalité des ministères, 5 établissements publics, le Conseil d'État, 8 collectivités territoriales et 5 établissements publics de santé. En outre, la DGAFP renforce la professionnalisation de la fonction RH (ressources humaines), qui implique notamment de sensibiliser et former the whole ofs recruteurs publics aux biais de recrutement pour prévenir les discriminations. The alleged perpetrator, a twenty-eight-year-old man, was being monitored for psychiatric disorders for several years but unknown to the courts. This tragic news item raises questions about the effectiveness of monitoring the care of people with severe psychiatric disorders. It also raises the question of the resources allocated to psychiatric services in the territories. Thus at the Saint-Jean-de-Dieu hospital center specializing in psychiatry, 26 beds were eliminated in the summer of 2022 and 50 additional beds should be closed by spring 2023. Likewise, in Isère, the Alpes Isère hospital center (Chai) is forced to close one of its adult psychiatry departments and consequently 25 hospitalization beds. At the same time, the quarterly report from Public Health France on mental health in Auvergne-Rhône-Alpes shows over one year a clear increase in the monthly number of visits to emergency departments for psychological disorders among adults (7,190 passages in May 2022, compared to 6,338 in May 2021). Ms. Sarah Tanzilli draws the attention of the Minister of Solidarity, Autonomy and People with Disabilities to the salary situation and the status of those accompanying students with disabilities (AESH).
