Mr. Benjamin Lucas-Lundy questions the Minister of Ecological Transition, Biodiversity and International Negotiations on Climate and Nature on the request for environmental authorization concerning the hazardous waste storage facility (ISDD) operated by EMTA, located in Guitrancourt. This project concerns a facility classified for environmental protection, intended to accommodate hazardous waste from activities industrial, the management of which presents significant risks for the environment and human health. The site is notably located in an area identified as a water resource vulnerability zone (“CVO2”), close to drinking water catchments, which reinforces the challenges linked to the prevention of soil, water and air pollution. Such installations can also constitute a danger to the health of populations. residents and generate various nuisances, notably olfactory and auditory, as well as impacts on the living environment and the value of land. It is also located within the perimeter of the French Vexin regional natural park and linked to a natural zone of ecological, fauna and flora interest (ZNIEFF), which further reinforces the environmental issues of the project. The facility already accommodates approximately 720,000 tonnes of waste per year, including 200,000 tonnes of hazardous waste on average, which can reach 300,000 tonnes per year depending on the thresholds requested. The project provides for the creation of a hazardous waste stabilization unit with a maximum capacity of 50,000 tonnes per year, leading to the classification of the site as Seveso high threshold by accumulation rule. The request provides for operation of the site until 2040. However, upon reading the file submitted to the public inquiry, the technical means essential to preventing these risks, in particular the stabilization unit, are only described for a limited period of approximately three years (2026-2029). No precise solution is clearly presented for the future, even though the control of these risks should be thought out and guaranteed today over the entire requested period. Furthermore, the Regional Health Agency d'Île-de-France has issued a reserved opinion on this project, emphasizing in particular the need to strengthen the guarantees concerning the protection of water resources and to seek the opinion of an approved hydrogeologist. For its part, the Environmental Authority noted several inadequacies in the justification of the temporary nature of the stabilization unit and made recommendations on water monitoring, nuisances and public information. Mr. Benjamin Lucas-Lundy draws the attention of the Minister of the Economy, Finance and Industrial and Digital Sovereignty to the compensation grant for the professional tax reform (DCRTP). Over the years, this has become a budgetary adjustment variable to the detriment of the finances of local authorities, hit hard by inflation. The DCRTP is, however, an equalization mechanism between communities essential for many public intermunicipal cooperation establishments (EPCI). The finance law for 2025 renewed the principle of a reduction in the DCRTP. For the record, the Ecologist and Social group opposed this dynamic and defended an increase in value rather than a reduction in view of the financial difficulties of local authorities; amendment CF1692 going in this direction had also been tabled by the Ecologist and Social group and adopted in committee. In a period when local authorities are facing unprecedented financial difficulties, the Government has further increased local obligations, in particular due to the increase in the employer contribution to the National Pension Fund and Local Authority Agents (CNRACL) through Decree No. 2025-86 of January 30, 2025, measure yet rejected during the PLFSS 2025. In view of these elements, the reduction in the DCRTP appears particularly dangerous for local authorities at a time when they are called upon to intensify their efforts in terms of ecological transition, social cohesion and public investment. The argument put forward by the State of a demographic decline cannot justify such a reduction in resources for the school, at a time when all specialists agree that it is appropriate to lower the number of children per class for better education for students. The public education service must not make costs of an austerity policy and a purely accounting approach by public decision-makers. Mr. Benjamin Lucas-Lundy draws the attention of the Minister of Ecological Transition, Energy, Climate and Risk Prevention to the installation of network antennas by telecommunications operators, particularly in rural communities. The commune of Follainville-Dennemont in Yvelines is located on a regional natural park (PNR) and has a geographical location which makes it a preferred space for operators for install network antennas. Thus, including current projects, no less than six antennas must be installed in a small rural town of 10 km2 and a little more than 2,000 inhabitants. Rural mayors try as best they can to group antennas in defined plots but today nothing obliges operators to dialogue with elected officials, nor to choose to pool equipment between operators. These Network antennas, although they may appear necessary, must not be installed haphazardly, without consultation with local elected officials and in total contradiction with the objectives of preserving landscapes and protected areas such as the PNR. Also, the MP would like to know what measures the Government intends to take to force operators to take into account the specificities of the territories they choose to install the antennas. He would also like to know what measures will be taken to encourage or even impose the pooling of equipment or, failing that, to encourage the establishment in demarcated areas whose perimeter is defined by the municipality.

Mr. Benjamin Lucas-Lundy alerts the Minister of National Education and Youth about the state of the right to vacation in the country. Going on vacation is a central tool for building citizenship, emancipation, social cohesion and the fight against poverty. However, it remains marked by profound inequalities. In 2023, 40% of French people will not go on vacation compared to 37% the previous year, including three million children. A survey of July 2023 for the Jean Jaurès Foundation highlights a quantitative and qualitative reduction in going on vacation. For many households, this constitutes a powerful marker of downgrading which affects social cohesion and fuels a feeling of anger. However, 57% of French people support the establishment of a real public vacation policy. Many associative actors are also committed to this right. While 52% of French people with minor children say they have already given up on sending their children away for the summer for financial reasons, Secours populaire reminds us: “Holidays are like soup, they make you grow!” ". Article 140 of the orientation law relating to the fight against exclusions already establishes going on vacation as a national objective making it possible to guarantee the effective exercise of citizenship, in consistency with the Universal Declaration of Human Rights and the International Convention on the Rights of the Child. It is urgent to make going on vacation a real, effective right and to work to combat its financial, transport and accommodation obstacles, as well as psychological obstacles. Mr. Benjamin Lucas-Lundy draws the attention of the Minister of Ecological Transition and Territorial Cohesion to the possible mining of zone 109 in Vexin-Yvelinois in the municipalities of Brueil-en-Vexin, Fontenay-Saint-Père, Guitrancourt and Sailly. This exploitation would have significant consequences on the life of the municipalities mentioned but also on the municipalities of Juziers and Gargenville. By a decree of June 5 2000, published in the Official Journal of the French Republic of June 7, 2000, this area of 551 hectares is considered as a cement limestone zone under article 109 of the mining code in order to ensure the cement manufacturer Calcia the possibility of extending its activities in the territory. As soon as the project was announced, many local elected officials and associations opposed the project to build the Calcia quarry within a park. regional natural environment (PNR). Elected officials of all political affinities have expressed clear and continued opposition to the project. The possibility of building a quarry in this area would endanger the quality of life of the inhabitants by causing numerous nuisances: pollution of water, soil, air, incessant noise, heavy road traffic in particular. Mr. Benjamin Lucas-Lundy draws the attention of the Minister of National Education and Youth to the defects in replacing absent teachers in public education, following the announcement this Monday, May 22, 2023 of a collective of parents of students from Seine-Saint-Denis who are launching a new collective legal action with the aim of forcing the State to replace absent teachers. A report from the Court of Auditors, dated December 2021, indicates that, for the 2018-2019 school year, 10% of lesson hours were not provided in secondary education. The situation seems to have deteriorated since then: numerous cases of absent teachers who have not been replaced have been recorded throughout the national territory. The MP has been questioned on numerous occasions by teachers and parent-teacher associations about these replacement defects.
