Ms. Francesca Pasquini draws the attention of the Minister of Agriculture and Food Sovereignty to the absence of regulations regarding the nutritional value of bread sold in France. A flagship product of French culture and gastronomy, bread is a product of common, even daily consumption for a large number of French people. However, this is the product on which consumers have the least visibility in terms of its composition and nutritional quality. Decree No. 93-1074 of September 13, 1993 regulates the use of the name “traditional French bread” by excluding in particular the use of bread-making additives but it provides no guarantee on the nutritional level. Thus, the vast majority or even all of the breads offered to consumers are made from white flour. They are poor in nutrients and dietary fiber, have a high glycemic index and have a high salt content to compensate for the lack of taste. The poor nutritional quality of bread fuels real distrust among consumers who are starting to turn away from bakery products (study by the QualiQuanti firm for the FEB in 2021). Faced with this situation, it appears necessary to offer consumers a new name, such as “delicious bread.” French tradition”, based on criteria guaranteeing the nutritional quality of the bread. However, upon their arrival on the territory, certain children are held in administrative detention centers, in defiance of international law and a large number are suspected of fraud in civil status and considered adults despite the established principle of presumption of minority recently recalled by the UN Committee on the Rights of the Child and by the Court European Union of Human Rights. Even when they are recognized as minors, these children do not have access to their rights. Shelter and poor protection, lack of legal representation, difficulty accessing care or effective schooling, disregard for the right to privacy... Several associations, which note serious and systematic violations of the rights of unaccompanied minors, have alerted the Human Rights Committee. the United Nations to ask Geneva to intervene, conduct an investigation and make recommendations to the Government. Mme Francesca Pasquini appelle l'attention de M. le ministre de l'intérieur et des outre-mer sur la mise sous embargo d'un rapport officiel portant sur les mineurs non accompagnés. Par une lettre en date du 27 octobre 2020 (réf. : D-20-0206 14), M. le ministre a confié à l'inspection générale des affaires sociales (IGAS), à l'inspection générale de la justice (IGJ) et à l'inspection générale de l'administration (IGA) la mission de produire un rapport d'évaluation sur la prise en charge des jeunes migrants se présentant comme mineurs auprès des services de l'État. Cette évaluation devait porter sur l'intégralité de leurs parcours, depuis leur repérage jusqu'à leur accession à la majorité. M. le ministre a demandé aux trois administrations de délivrer leur rapport pour le 15 février 2021. Ces travaux ont pu être consultés par les parlementaires, puisque les députés Sébastien Nadot et Sonia Krimi, dans leur rapport d'enquête n° 4665 sur les migrations, les déplacements de populations et les conditions de vie et d'accès au droit des migrants, réfugiés et apatrides en regard des engagements nationaux, européens et internationaux de la France, ont cité, en page 131, le rapport qui fut remis, portant le n° 2020-099R. Suite aux refus des trois administrations susmentionnées de communiquer ce rapport, la Commission d'accès aux documents administratifs (CADA) a été saisie. Par sa décision n° 20221082 du 31 mars 2022, la CADA a rendu un avis défavorable, car « l'administration [avait] informé la commission de ce que les administrations compétentes étaient en train de rédiger les textes, pour l'essentiel réglementaires, qu'appelaient les constatations et préconisations du rapport ». Par conséquent, elle lui demande si les textes évoqués par l'administration ont déjà été publiés et quelles sont leurs références. Le cas échéant, elle lui demande si, conformément au droit en vigueur, l'embargo sur le rapport des trois administrations a été levé.

This question arises in a strategic period since the National Council for Collective Catering (CNRC) has just submitted its work to the ministry in order to allow the rewriting of decree no. 2011-1227 of September 30, 2011 relating to the nutritional quality of meals served as part of school catering. Several environmental NGOs brought to the attention of the MP the draft new decree on school catering which could make the daily vegetarian option impossible for canteens which require families and guests to register between holidays, quarterly or annually. But the primary school canteens make extensive use of advance registration. They are organized on a city scale, involving a large number of guests. To better anticipate the organization and limit waste, cities and towns resort to registration at least several weeks in advance, a system that is much rarer in secondary education, as the structures there are smaller. Avoid the vegetarian option canteens that practice registration in advance, this effectively prevents almost all primary canteens from offering a daily vegetarian option, even though they are by far the most involved in this offer on the scale of collective catering. However, vegetarian menus are essential in several respects. First of all, it must be remembered that the Defender of Rights encourages the vegetarian option daily for better access to the canteen and school. In 2019, in the report entitled “A right to the school canteen for all”, she recommended “a reflection on the generalization of vegetarian substitute meals, in all communities where such a measure can be implemented, this making it possible to resolve numerous disputes linked to requests for adaptation of menus”. The CGAAER has shown that, for all types of schools combined, the weekly menu induced a 7% increase in attendance. Reduced meat consumption is also a major public health issue for children. The national nutrition and health program (PNNS), updated in 2019, highlights the need to increase intake of legumes and reduce intake of meat. Indeed, the INCA-3 study (national individual study of food consumption no. 3) highlights that children up to 10 years old consume on average 55 g of protein per day, or between 200 and 400% of the nutritional intake recommended by ANSES. The deployment of the vegetarian option in canteens is also a major lever in the fight against global warming. It should be remembered that, according to ADEME, food represents 24% of the carbon footprint of French households. Each vegetarian meal served allows to save 1.5 kg CO2 equivalent on average compared to a meat meal. Finally, the vegetarian option, thanks to a very high intake rate, now plays an essential role in the fight against inflation in canteens. As a study by Un + Bio shows, the vegetarian menu is cited as the second economic lever after the fight against waste and before the seasonality of products. Savings made thanks to the menu vegetarian serve to introduce more organic and local meat: 20% organic meat versus 50% organic meat for schools serving a daily vegetarian option. This question arises in a strategic period since the National Council for Collective Catering (CNRC) has just submitted its work to the ministry to allow the rewriting of decree no. 2011-1227 of September 30, 2011 relating to the nutritional quality of meals served as part of school catering. It seems unjustified to the MP that a dairy product is obligatory at every meal, especially as this rule is about to be made permanent in the next decree. Dairy products are the only category of foods subject to an obligation. It turns out that the High Council for Public Health (HCSP) has never imposed or suggested such a regime. exceptional compared to other categories of food. As a reminder, INCA-3 indicates that dairy products are the largest suppliers of saturated fatty acids (29% among 1-10 year olds and 22% among 11-17 year olds). Furthermore, the Member wishes to draw the attention of the Minister to the risk of overconsumption of cheese among children and adolescents. This question arises in a strategic period since the National Council for Collective Catering (CNRC) has just submitted its work to the ministry in order to allow the rewriting of decree no. 2011-1227 of September 30, 2011 relating to the nutritional quality of meals served as part of school catering. A sustainable meal must be adequate for children, taking into account their habits and tastes, at an affordable and fair price for producers and respectful of the environment. However, during the work of the NRC, the arbitrations of frequencies and weights of foods were systematically made in favor of health to the detriment of the fight against global warming. The two topics were treated as two incompatible points of view. The result is dramatic: the dietary guidelines that we are about to impose on school canteens give far too much importance to products of animal origin and to meat in the first place. To achieve carbon neutrality in 2050, the national low-carbon strategy (SNBC) involves France to reduce emissions from its agricultural sector by 46% by 2050. Meat and dairy products represent 85% of French food emissions (at the agricultural stage): the evolution of diets therefore consists primarily of reducing the consumption of products of animal origin. The challenge is not to eliminate their consumption but to moderate it by favoring quality products from more sustainable while reducing the rate of imported meat. In this context we could have expected that the work of the NRC concerning school canteens would result in more ambitious regulation of animal products, in particular by limiting their frequency and their weight. However, there has been no progress compared to the previous decree dating from 2011. It would have been welcome if the work supervised by Nicole had been taken into account Darmon, from INRAE. They conclude that it is possible to combine health and environmental requirements by the following means: increasing the number of vegetarian meals from four to twelve out of twenty, favoring non-ruminant meats and applying the existing rules on the frequency of serving dishes with the exception of that requiring the serving of ruminant meat at least four times out of twenty meals. This could reduce the impact environmental impact of meals currently served in French canteens by 50% without altering their nutritional quality. Mme Francesca Pasquini appelle l'attention de M. le garde des sceaux, ministre de la justice, sur la situation de Sébastien Raoult. Le 31 mai 2022, Sébastien Raoult, citoyen français de 21 ans, a été arrêté au Maroc sur la demande des autorités américaines alors qu'il s'apprêtait à embarquer pour Bruxelles. Sébastien Raoult est accusé d'avoir participé à une vaste opération de piratage informatique. Depuis son arrestation, il est incarcéré dans une prison de Rabat et risque l'extradition vers les États-Unis, où il encourt une peine de plus de cent ans d'emprisonnement. Le 20 juillet 2022, la Cour de cassation marocaine a donné un avis favorable à cette extradition vers les Etats-Unis. Plusieurs parlementaires ont été interpellés sur cette situation par des proches, famille ou amis, de Sébastien Raoult ; le ministère de la justice et la Présidence de la République ont également été interpellés à ce propos. Les faits reprochés à Sébastien Raoult, citoyen français, se sont déroulés sur le territoire français. Celui-ci doit donc être jugé par un tribunal français et selon le droit français. Des éléments (repris entre autres par Le Monde, Libération et La Dépêche) montrent que des investigations sur cette affaire ont été menées sur le sol français et par des policiers français. Mme la députée rappelle que le ministre de la justice a de ce fait les moyens d'intervenir ; mais aussi que Sébastien Raoult ne cherche pas à se soustraire à la justice. Sébastien Raoult souhaite qu'une demande d'extradition soit formulée par les autorités françaises auprès des autorités marocaines, conformément à la convention d'extradition franco-marocaine du 18 avril 2008 ; il souhaite être jugé en France, dans le respect de ses droits fondamentaux. Mme la députée s'associe à cette demande. Elle rappelle également son attachement à l'article 3 de la Convention européenne des Droits de l'Homme qui considère la condamnation perpétuelle sans perspective de libération comme un traitement inhumain et dégradant. Elle demande, enfin, que la souveraineté juridictionnelle française ne soit pas bafouée : c'est pourquoi elle lui demande d'intervenir afin que Sébastien Raoult soit extradé vers la France pour y être jugé.
