Ms. Prisca Thevenot questions the Minister of Labor and Solidarity on the terms of application of the new employment-retirement combination system applicable from January 1, 2027, particularly with regard to civil servants in the active and super-active categories. Two points of interpretation remain uncertain today and potentially concern a large number of public officials preparing for retirement. In Firstly, the question arises of the reference age to be used for a civil servant in the super-active category, like national police personnel, within the framework of this new employment-retirement combination system. Secondly, the question arises of the nature of the author's rights received by a retiree from the civil service in the context of a writing activity (value, royalties, rights of translation or audiovisual adaptation in particular) and their possible qualification as professional income falling within the scope of this system. She asks him to please clarify the rules applicable on these two points, in order to remove any ambiguity for the public officials concerned.

Ms. Prisca Thevenot draws the attention of the Minister of Action and Public Accounts to the consequences of the revaluation of the minimum professional growth salary (SMIC) on June 1, 2026, in accordance with the decree of May 22, 2026 published in the Official Journal of May 24, 2026, on the civil service index scales. In the current state of the remuneration scales, this new increase in the SMIC strongly accentuates the phenomenon index crushing, in particular for agents falling into categories C and B. For example, in the context of employment of territorial administrative assistants, the level of the minimum wage as of June 1, 2026 now corresponds to step 10 of the grade of territorial administrative assistant, which has 11 steps. Likewise, concerning the grade of principal territorial administrative assistant 2nd class, the minimum wage reaches the level of the 7th level on a grade which has 12. This situation also concerns category B agents: in the context of the employment of territorial editors, the impact is felt from the 5th level. Ms. Prisca Thevenot draws the attention of the Minister Delegate to the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty, responsible for artificial intelligence and digital technology, to the structural and now chronic difficulties encountered in the context of the deployment and maintenance of fiber optic networks in several municipalities in Hauts-de-Seine. Since 2022, many administrators, residents' associations and local elected officials have alerted the MP, no longer to occasional dysfunctions, but to the profound limits of the economic and organizational model currently in force. Unfinished or non-compliant interventions, recurring poor workmanship at the level of street cabinets and draft chambers, late repairs, damage to existing connections: these disorders reflect less isolated failures than a systemic problem. The fragmentation of responsibilities between infrastructure operators, commercial operators and successive subcontracting chains leads to a clear dilution of responsibilities, to the detriment of the quality of service provided to users and without real leverage for action for local authorities, despite being called upon daily on these subjects. The situation observed in the commune of Vaucresson illustrates these abuses in a particularly worrying manner. While only 55% of the fleet is currently connected, the difficulties encountered are already numerous and persistent. This situation directly questions the sustainability of the current system: if structural weaknesses appear at this stage of deployment, the capacity of the model in place to absorb the connection of the remaining half of the park raises questions, especially since the future connections will be the most complex. The analysis of the causes of these dysfunctions highlights the central role of the economic model of remuneration of service providers, based mainly on the act of connection. This method of remuneration creates incentives for unacceptable practices: emergency interventions, non-compliant connections, disconnection of existing users to connect new ones, lack of reporting of anomalies and attacks on the integrity of the infrastructures. The result is chronic network instability, accelerated equipment degradation and a lasting loss of user confidence. The control mechanisms currently implemented, including certain local experiments, such as the physical securing of cabinets or the use of technological solutions innovative, are proving to be insufficiently effective at this stage. In this context, several local elected officials are questioning the need to fundamentally change the current organization. For example, one avenue deserves to be examined: strengthening the role of infrastructure operators, who could be entrusted, beyond installation and maintenance, with the mission of connecting to the final customer, the operators salespeople maintaining a role focused on marketing and the relationship with the subscriber. Such a development would make it possible to clarify the chain of responsibility, limit the perverse effects of cascading subcontracting and guarantee better quality and traceability of interventions. While optical fiber now constitutes an essential infrastructure for the economic, social and administrative life of territories, it appears essential to open a fundamental reflection on the adequacy of the current economic model with the requirements of quality, continuity and reliability of the digital public service. She would therefore like to know the Government's position on these issues and to know whether an evolution of the regulatory and organizational framework for the deployment and maintenance of fiber optic networks is envisaged, in close connection with the local authorities and regulatory authorities.

Ms. Prisca Thevenot draws the attention of the Minister of Higher Education, Research and Space to the future of the CNRS site located in Meudon-Bellevue, which has long hosted important scientific research activities. Following the gradual departure of the research units, the CNRS obtained in 2015 a building permit equivalent to a division for a mixed project providing for the construction of 217 housing units and the construction new buildings. This project also included the demolition of premises that had become unsuitable and dilapidated. However, it should be remembered that this operation did not constitute an overall modernization of the site, the central building corresponding to the former hotel having already been the subject of a complete restructuring and an elevation carried out between 2010 and 2014. Following the reservations issued in 2016 by the State Real Estate Council, the CNRS, at the end of 2022, abandoned the part of the project relating to the extension of office space, meeting rooms and the creation of an examination center, which was not intended to accommodate research teams. This decision left the rehabilitation of several buildings now disused and affected by advanced deterioration on hold. In June 2023, the CNRS presented a new project aimed at creating a center for scientific mediation with a 400-seat amphitheater. The implementation of this project, likely to put an end to the fallow situation and contribute to the dissemination of scientific culture, however requires the definition of a stabilized scientific program, the identification of institutional partners and the mobilization of adequate funding. No public information has since been communicated regarding the state progress of this file nor the guarantees of its viability. The MP therefore wishes to know: the current position of the ministry on the rehabilitation and development of the Bellevue site in Meudon; the follow-up that the CNRS intends to give to its project for a scientific mediation center and amphitheater, particularly with regard to the real needs of use and attendance; and finally, in the event of a partial or total withdrawal of the CNRS, the alternatives envisaged to ensure the reconversion of disused buildings while respecting heritage, the environment and the general interest.

Ms. Prisca Thevenot draws the attention of the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty to the lack of fiscal and social fairness regarding the coverage of professional outfits worn by self-employed workers and business managers (SASU, SARL), after having been questioned by numerous entrepreneurs and managers in her constituency. As it stands, the doctrine administrative (BOI-BIC-CHG-40-20, § 60 et seq.), administrative jurisprudence as well as the practice of the URSSAF refuse the deductibility of so-called “civilian” clothing, on the grounds that they could be worn personally. However, this position is based on a dated conception of professional appearance, inherited from a time when people still “dressed up” for special occasions. The suit, the tie, the shirt or dress shoes today no longer have any proven private use: they now constitute, in many professions, essential elements for the professional presentation and credibility of the function, in particular for business managers, legal and financial professions, accountants, notaries, consultants, management executives, liberal professions or communicators. This interpretation generates, according to the actors concerned, a clear distortion of treatment with other categories for whom professional clothing is recognized as a work instrument: local elected officials and parliamentarians, who can be reimbursed for certain representational outfits; magistrates and lawyers, whose dress is provided or deductible; personnel required to wear a uniform (security forces, military, firefighters, transport agents, flight crews, etc.), benefiting from specific funding or support; certain senior executives in the private sector receive a dedicated clothing allowance. In the interest of fairness and the adaptation of tax law to contemporary realities, the professionals who have contacted it are questioning the advisability of changing administrative doctrine in order to authorize, within the limit of a ceiling reasonable annual, deductibility or total or partial payment of clothing expenses strictly necessary for the exercise of an activity requiring a formal presentation, as long as they are no longer of a personal nature. She therefore relays this question and would like to know the Government's analysis as to the relevance and modalities of a possible evolution of the tax doctrine in this area.

En l'état actuel du droit, aucune base législative n'impose aux ministères et organismes certificateurs l'obligation de délivrer une habilitation aux organismes tiers à qui il délèguent le soin de préparer à acquérir une certification professionnelle ou une certification ou habilitation ou à organiser des sessions d'examen. Malgré l'absence d'obligation et afin de protéger les bénéficiaires de formations et de prévenir les démarches frauduleuses, the whole ofs organismes certificateurs ainsi que la quasi-totalité des ministères certificateurs délivrent une habilitation. Une obligation de détention d'habilitation par les organismes de formation a en effet été intégrée comme condition de référencement sur l'application Mon compte formation afin de sécuriser la conformité des formations délivrées via le Compte personnel de formation (CPF) et garantir aux stagiaires la possibilité de se présenter à une session d'examen débouchant sur une certification professionnelle ou une certification. L'obligation pour les organismes d'être habilités vise à protéger les titulaires de CPF contre des pratiques commerciales trompeuses de certains organismes de formation, qui prétendent détenir une capacité à conduire les bénéficiaires à une certification professionnelle ou une certification qu'ils ne détiennent pas. Le niveau d'encadrement des dispositions réglementaires régissant le régime des habilitations apparaissait toutefois insuffisant en l'état. Aussi, le décret n° 2025-500 du 6 juin 2025 relating to certification professionnelle, dont l'objet est de mieux préciser la forme juridique et le contenu des habilitations, ainsi que le contenu des obligations auxquelles sont tenus les organismes habilités à former ou à certifier, a été publié au Journal officiel du 8 juin 2025. Ce décret précise: -la forme juridique des habilitations: elles revêtent la forme d'une décision du ministre compétent lorsque l'habilitation est délivrée par un ministre certificateur et celle d'une convention conclue avec l'organisme tiers lorsque l'habilitation est délivrée par un organisme certificateur; -le contenu des habilitations, en particulier les modalités de détermination et d'acquittement de la contrepartie, notamment financière, due par le bénéficiaire de l'habilitation, les conditions et les modalités de recours à la sous-traitance et, enfin, les moyens techniques, pédagogiques et d'encadrement devant être mis en œuvre par l'organisme habilité; -les obligations auxquelles sont tenus les organismes habilités à former et ceux habilités à évaluer. Pour les premiers, il est mis en place l'obligation d'utiliser l'intitulé exact de la certification professionnelle ou de la certification à laquelle ils préparent, de réaliser des actions préparant à the whole ofs compétences et des connaissances identifiées dans le référentiel de compétences, de respecter les durées minimales de formation et les durées minimales et maximales des stages de formation professionnelle et des périodes de formation en milieu professionnel obligatoires, de respecter les obligations de formation en présentiel et le nombre maximal de stagiaires prévues par le ministère ou l'organisme certificateur. Pour les seconds, il est institué une obligation d'inscrire à une session d'examen organisée par leurs soins les personnes dont ils ont assuré la formation (ou une action permettant de faire valider les acquis de l'expérience) et d'organiser des sessions d'examen conformes au référentiel d'évaluation.Enfin, le government bill aimed at intensifier la lutte contre les fraudes sociales et fiscales, présenté le 14 octobre 2025 par le Gouvernement en conseil des ministres, permettra de renforcer l'arsenal législatif pour lutter contre certaines pratiques frauduleuses, notamment en matière

La prévention contre les violences et le harcèlement à caractère sexiste et sexuel constitue une priorité du ministère de l'éducation nationale. Cet objectif est pleinement intégré aux programmes d'enseignement, notamment dans le cadre de l'enseignement moral et civique (EMC) ainsi que de l'éducation à la vie affective et relationnelle, et à la sexualité (EVAR/EVARS). À l'école élémentaire, ces enseignements s'attachent en particulier au développement des compétences psychosociales des élèves, telles que l'empathie, le respect d'autrui et la lutte contre les préjugés. La prévention des violences sexistes et sexuelles en ligne, dont le cyberharcèlement, est également abordée dans le cadre de l'éducation aux médias et à l'information (EMI), déployée de manière transversale et au sein de l'EMC dès la classe de CM1. Cet enseignement vise à sensibiliser les élèves aux usages responsables du numérique, aux droits et devoirs qui y sont associés, ainsi qu'aux conséquences de la diffusion de propos ou de contenus en ligne. Il permet notamment aux élèves d'identifier les comportements inappropriés et d'adopter des réactions adaptées face aux situations de cyberviolences. Ces thématiques sont par ailleurs traitées dans le cadre des actions éducatives conduites au sein des établissements, notamment à travers les projets d'éducation à la citoyenneté au cycle 4 et le programme de lutte contre le harcèlement à l'école (Phare), généralisé depuis 2023. Le prix « Non au harcèlement », ouvert aux élèves du CP à la terminale, constitue également un levier de sensibilisation à la prévention du harcèlement, y compris en ligne, et des violences de genre en milieu scolaire. Des ressources pédagogiques d'accompagnement sont mises à disposition des équipes éducatives sur le site éduscol. Il est à noter enfin que l'association e-Enfance, opératrice de la plateforme nationale de signalement de situations de harcèlement 30 18, agréée et subventionnée par le ministère de l'éducation nationale, conseille et soutient les victimes de contenus illicites en ligne et organise également des séances de sensibilisation au cyberharcèlement dans les établissements scolaires, en complément du dispositif Phare.

Le plan préfecture nouvelle génération (PPNG) a conduit à rendre obligatoire l'usage des téléprocédures pour toute demande de permis de conduire, à compter du 6 novembre 2017. Depuis cette date, plus de quatre millions de demandes en ligne ont été traitées, démontrant que la dématérialisation des demandes de permis est pleinement opérationnelle. En outre, une demande dématérialisée de permis de conduire s'avère plus rapide et plus simple que les demandes réalisées antérieurement, qui nécessitaient un déplacement physique de l'usager auprès des guichets des préfectures. Concernant le permis de conduire, à l'issue de chaque examen, l'inspecteur du permis de conduire établit un certificat d'examen du permis de conduite (CEPC) sur lequel est retranscrit le résultat de l'évaluation du candidat. Ce document est téléchargeable directement sur le site de la Sécurité routière 48 à 72 heures après le passage de son examen (week-end et jours fériés non inclus). Le CEPC, accompagné d'un titre d'identité, sert de permis de conduire sur le territoire national pendant 4 mois à partir du jour de l'examen. En cas de contrôle des forces de l'ordre, l'usager peut présenter le CEPC en version papier ou directement sur un smartphone ou une tablette. En revanche, le CEPC ne permet pas de conduire à l'étranger. Dès qu'il a connaissance du résultat, le candidat ou son auto-école a possibilité de demander la fabrication de son titre sur le site de l'Agence nationale des titres sécurisés (ANTS). Il peut suivre l'état d'avancement de sa demande en ligne et il est également informé par mail ou par SMS (s'il a renseigné son numéro de téléphone mobile lors de sa demande), à chaque étape importante du traitement. En décembre 2022, le délai médian concernant les demandes de titre à la suite d'une réussite à un examen était de 23 jours au niveau national. Ce délai s'explique par les demandes de recueils complémentaires en raison de dossiers incomplets. À ce délai s'ajoute le délai de production par l'imprimerie nationale, et d'acheminement par la Poste (7 jours environ). Dans le département des Hauts-de-Seine, le délai médian de délivrance de titre après réussite à l'examen est de 13,8 jours. Au vu du nombre important de demandes, il n'est pas possible actuellement de réduire ces délais; les services du ministère de l'Intérieur et des Outre-mer œuvrent cependant activement à leur amélioration future.
