Mr. Pierre Pribetich questions the Minister for Europe and Foreign Affairs on the plan to absorb the Institute of Research for Development (IRD) into the National Center for Scientific Research (CNRS) and on its consequences for scientific diplomacy and French development aid policy. Committed to a particularly constrained schedule and without sufficient consultation with staff, their representatives and stakeholders, this project raises serious concerns about the preservation of the missions, scientific independence and international partnerships which make the specificity and influence of the IRD. For 80 years, the institute has constituted a unique instrument of the French scientific presence in the world, by developing long-term partnerships and a real co-production of knowledge with local institutions and researchers. This project comes at a time when the Government's budgetary choices reflect the decline in French ambition in terms of public development assistance, as evidenced in particular by the drop in resources devoted to it and the constraints weighing on the French Development Agency. The simultaneous weakening of French instruments of scientific cooperation and development will weaken again France's capacity to maintain a policy of influence and long-term partnership. He therefore asks what place the Government intends to give to research for development in its foreign policy and in its scientific diplomacy strategy. Mr. Pierre Pribetich alerts the Minister of Health, Families, Autonomy and People with Disabilities to the situation of nurses in the Asalée system. Created in 2004, the Asalée association “Liberal team health action” organizes cooperation between nurses and private doctors to improve the care of patients suffering from chronic illnesses. It is financed on average to the tune of 100 million euros per year through health insurance. On June 24, 2025, the General Inspectorate of Social Affairs (IGAS) published a report entitled Control of the management and deployment of the Asalée system. This report notes “serious and multiple dysfunctions” in areas such as the management of the system, irregularities in the conclusion of agreements between health insurance and the association as well as breaches of law of work. Reading the report is made difficult by the numerous passages of blurred text, the IGAS invoking article L. 311-6 of the code of relations between the public and the administration relating to medical confidentiality and the protection of private life. However, under such conditions, it is not possible to precisely determine the failings alleged against the management or nurses of Asalée. This situation deprives the association of the possibility of fully ensuring his defense, in particular of his fundamental right to be informed of the charges brought against him, a right guaranteed by the European Convention for the Protection of Human Rights and Fundamental Freedoms and recalled in the preliminary article of the penal code. On March 6, 2026, the Paris Economic Affairs Court received a request for judicial recovery from Asalée. This procedure allowed the payment of two months' salary to the nurses of the system, who continued to carry out their missions with patients despite the lack of remuneration and the increase in their professional expenses, the first of which is transport. On March 27, 2026, the Paris Economic Affairs Court placed the Asalée association in receivership.
