Mr. Jacques Oberti draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the crisis of access to dermatological care which is affecting the entire national territory and more particularly the Occitanie region and the department of Haute-Garonne. France today has only around 2,848 dermatologists for 68 million inhabitants, or 3.25 specialists per 100,000 inhabitants, very far from the recommended threshold of 5 to 6 per 100,000 inhabitants. This structural shortage causes average waiting times of several months, which can exceed a year in certain areas (477 days in Montauban, for example). These delays are not without consequences: they result in diagnostic delays, interruptions in follow-up and forgoing care which constitutes a daily loss of opportunity for millions of patients. In Occitanie, the situation is particularly worrying. Haute-Garonne is the only department in the region to reach the threshold of 5 dermatologists per 100,000 inhabitants, creating an influx of patients from the entire region, or even from neighboring departments such as Lot-et-Garonne or Pyrénées-Atlantiques. This island of care in the middle of a vast medical desert is not enough to meet the demand where the agendas of practitioners are also saturated for many months. However, this situation concerns a major public health issue: 200,000 new skin cancers are diagnosed each year in France and nearly 20 million people live with a chronic and disabling skin pathology. In May 2025, the WHO adopted a resolution making skin diseases a global public health priority. Encourage patients to consult any doubt, as prevention campaigns do, only makes sense if effective access to a dermatologist is guaranteed. However, the problem is structural: in 2025, only 102 dermatology interns have been trained, including 3 positions at the Toulouse University Hospital, while the needs are estimated at at least 150 per year for ten years to begin to respond to the current demographic crisis. Without strong action, the continued decline in the number of dermatologists by 2030 will make this situation even worse. In this sense, in December 2025, a collective of dermatologists launched a citizen petition recognized by the National Assembly, calling for an ambitious training plan, support for existing territorial organizations and the creation of a dedicated ministerial mission. He therefore asks what concrete measures the Government intends to take to remedy this specialized medical desertification and whether it considers the creation of a ministerial mission dedicated to access to dermatological care, bringing together patient representatives, parliamentarians and health professionals, in order to put an end to this breakdown in equality in access to care which primarily penalizes the most vulnerable populations.

Mr. Jacques Oberti draws the attention of the Minister of the Armed Forces and Veterans to the terms of distribution of revenue from Bleuet de France collections. Representatives of the Association of Veterans of Baziège, in Haute-Garonne, expressed their concerns regarding the lack of repayment of part of the revenue collected for the benefit of local associations since 2022. While a share of the funds collected during the Bleuet de France collections was previously donated to the local veterans' sections, the latter indicate that they no longer receive any financial participation. This situation gives rise to a strong lack of understanding among the associations concerned, especially since these collections often constituted their only financial resource and allowed them to continue their missions of memory, solidarity and supporting the fighting world at the local level. The associations are therefore questioning the evolution of the rules for distributing revenue between the Bleuet de France endowment fund and the local structures actively participating in the organization of collections. Consequently, he would like to know the measures that the Government intends to implement in order to guarantee the sustainability of associations of mobilized veterans throughout the territory and would like to know if the Government would be in favor of reinstating the payment of a share to local associations.

Mr. Jacques Oberti draws the attention of the Minister of National Education to the persistent difficulties in applying the provisions of Law No. 2021-641 of May 21, 2021 relating to the heritage protection of regional languages and their promotion, known as the “Molac” law. Indeed, article L. 442-5-1 of the education code provides that the municipalities of residence of students participate in financing their education when they are enrolled in an establishment providing education in a regional language, particularly in association schools. However, the Calendretas note an unequal application of these provisions. As the Eskolim federation points out in a letter addressed to the Minister in November 2025, certain municipalities refuse to pay the school package or reduce the amount arbitrarily, for lack of a framework sufficiently clear and harmonized and real powers of action for the prefect. This situation weakens the financing of the establishments concerned and contravenes the objective established by the legislator of guaranteeing access to education in a regional language. Also, he would like to know what measures the Government intends to take to guarantee effective and uniform application of the “Molac” law throughout the territory, particularly in specifying the terms of calculation and payment of the school package and ensuring compliance with the obligations of the municipalities.

Mr. Jacques Oberti questions the Minister Delegate to the Minister of Regional Planning and Decentralization, responsible for rurality, on the fact that the Government has entrusted the National Agency for Territorial Cohesion (ANCT) with the implementation of the France Ruralités program which is intended to respond to the challenges faced by rural territories, marked for several decades by a combination of fragilities structural: under-equipment in services to the population, isolation, accessibility difficulties and lack of public and private operators in under-dense areas. This program also identifies the resources that can be mobilized to strengthen the resilience of these territories and support initiatives to address the challenges of attractiveness, recovery and local development. Among these resources are the capacities social engineering carried out by the funds of the Mutualité sociale agricole (MSA), as part of their mission, defined by the rural code, of contributing to the health and social development of rural areas. The Caisse centrale de la MSA (CCMSA) has also confirmed this strategic positioning as a “rural regime” as part of its MSA 2030 project and concluded, in 2024, an agreement with the ANCT in order to put its offering of services to meet the ambitions of the France Ruralités program. While the CCMSA is currently negotiating with the State the new objectives and management agreement (COG) which will set its resource trajectory for the period 2026 to 2030, it wishes to know what means the Government intends to guarantee to the agricultural regime to enable it to fully play its role in rural territories, particularly in terms of human resources necessary to ensure an active presence and useful action as close as possible to the populations.

Mr. Jacques Oberti draws the attention of the Minister of Agriculture, Agri-food and Food Sovereignty to the need to provide the Mutualité sociale agricole (MSA) with reinforced resources within the framework of the future convention of objectives and management (COG) 2026 2030, in accordance with the commitments made in the open letter from the Prime Minister to the farmers of France concerning support for the agricultural world facing the crises that affect it. These crises, which are increasingly numerous and whose effects are cumulative, have a multiplied impact on operators. In this context, it is essential that the MSA can continue to support stakeholders in the agricultural world when a crisis arises, through the numerous existing mechanisms (coverage of contributions, payment plans, respite aid, etc.) which make it possible to alleviate a daily life that has become particularly heavy for many of them. The resources mobilized by the MSA also contribute to preventing certain situations thanks to a set of essential preventive actions: prevention of occupational risks, aid and subsidies aimed at improving health and safety at work, adaptation of working conditions to changes in agricultural professions, prevention of ill-being, etc. All of these missions require human and financial resources adapted to reach out to audiences who, although they have real needs, rarely request the systems made available to them on their own. He wants to know the perspectives on this subject.

Mr. Jacques Oberti draws the attention of the Minister of Labor, Health, Solidarity and Families to the supervision of the profession of specialized home educator. In recent years, there has been an exponential development in specialized home education to support so-called vulnerable families who cannot obtain placement in a medico-social establishment for their child. Indeed, according to the DREES, nearly 10,000 children were on the waiting list in 2021, representing an increase of 10% compared to the previous year. In order to overcome the difficulties linked to this situation, independent specialist educators take their place even though the educational act is not recognized outside the establishments. However, many practice without approval or authorization due to legal vagueness in the matter. The rules applied by the services regional DREETS and departmental councils vary geographically: call for projects, condition of authorization by the departmental level, authorization but without receipt of the disability compensation benefit, etc. It remains that this legal deficiency poses several problems such as unsuitable care for the most vulnerable and without follow-up, a lack of verification of the professional's profile (record judicial, state diploma, etc.) or even random and sometimes abusive billing for these services to families. In order to prevent any deviation in the practice of specialized education at home and in order to protect families already exposed to great difficulties, supervision seems necessary, even urgent. In this regard, he asks whether an approach in this direction will be considered to provide a legal framework for this new practical, pursuing a control objective.
