Mr. Antoine Golliot draws the attention of the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty to the risks linked to the transmission and storage of copies of identity documents as part of the generalization of electronic invoicing. Recent hacks of the information system of the General Directorate of Public Finances (DGFiP), which allowed the consultation and extraction of data concerning 700,000 individuals and professionals, remind us that no computer system is completely safe from a breach, including within administrations with significant cybersecurity resources. In recent years, many administrations and companies have been victims of data leaks. These may expose particularly sensitive information, such as banking details or copies of identity documents, with significant risks of identity theft and fraud. However, the generalization of electronic invoicing may lead companies and entrepreneurs to transmit a copy of their identity document to private platforms as part of verification procedures. The multiplication of these transmissions and the storage of these documents necessarily increases the risks in the event of hacking or data leak. Under these conditions, it appears essential that the implementation of this reform be preceded by sufficient guarantees regarding the protection of personal data and the security of identification procedures. Thus, he asks whether the Government intends to postpone the entry into force of the electronic invoicing obligation, as long as sufficient guarantees are not provided to companies and entrepreneurs regarding the protection of their identity documents and personal data.

M. Antoine Golliot attire l'attention de Mme la ministre de l'agriculture, de l'agro-alimentaire et de la souveraineté alimentaire sur l'invasion massive de pucerons affectant les cultures de betteraves sucrières. Cette situation menace gravement la récolte 2026 et l'ensemble de la filière betteravière française. En 2020, un phénomène comparable a entraîné des pertes de rendement allant jusqu'à 70 %. À ce stade de leur développement, les betteraves sont particulièrement vulnérables, tandis que les solutions autorisées en France apparaissent insuffisantes. Dans le même temps, les producteurs des autres pays européens disposent de semences enrobées à base de flupyradifurone, offrant une protection efficace en début de cycle, dont ne bénéficient pas les agriculteurs français, créant ainsi une situation de concurrence déloyale. Face à l'urgence de la situation, il lui demande si le Gouvernement envisage d'accorder sans délai des dérogations temporaires permettant des traitements supplémentaires pour la campagne 2026 et s'il entend faire évoluer le cadre législatif afin de permettre, de manière ciblée et encadrée, l'usage de solutions telles que la flupyradifurone ou l'acétamipride, afin de garantir la compétitivité et la pérennité de la filière betteravière.

Mr. Antoine Golliot draws the attention of the Minister of Ecological Transition, Biodiversity, Forests, Sea and Fisheries to the difficulties encountered in the implementation of the TIRUERT system, designed to offset part of the cost of fuel borne by fishing companies. Renewed in the finance law for 2025, the incentive tax system for the use of renewable energy in transport (TIRUERT) is essential to limit the costs of French fishing, even though fuel expenses can represent up to 40% of the turnover of companies in the sector. This scheme allows suppliers to include renewable fuel, made from animal fat, to reduce the cost of fuel for fishing vessels. The law allows this renewable energy to represent up to 20% of fleet fuel consumption. However, the DGDDI, the customs administration, has limited the quantity of this fuel that can actually be added to the tanks to 10%. This restriction reduces the discount that suppliers can give to fishermen. Taking these elements into account, he asks what measures the Government plans to put in place in order to clarify and harmonize the application of this system. between the administrations concerned and thus sustain useful support for the economic balance of the fishing industry.

Mr. Antoine Golliot draws the attention of the Minister to the Minister of Labor, Health, Solidarity and Families, responsible for health and access to care, on the consequences of the closure of the Saint-Martin-Boulogne maternity ward and more broadly on the concrete effects of the Government's pronatalist policies. The closure of the Saint-Martin-Boulogne maternity ward constitutes a new blow to the provision of care in the Boulonnais. In a territory already marked by difficulties in accessing hospital services, this decision accentuates medical desertification and makes the care pathways for pregnant women ever more complex and precarious. This situation appears to be in flagrant contradiction with the ambitions displayed by the Government in terms of supporting the birth rate. Since 2017, several measures have been announced or implemented to respond to the worrying demographic decline that France is experiencing, with the revaluation of certain family benefits, the creation of the public early childhood service, the reform of parental leave, and the development of childcare solutions for young children. Despite these developments, the birth rate continues to fall sharply. According to INSEE data, in 2023 France recorded a new record drop in births, with less than 700,000 births annually, the lowest level since the end of the Second World War. These findings raise questions about the effectiveness and coherence of the policies implemented. The closures of health establishments, particularly local maternity wards, contribute to a climate of insecurity for future parents, particularly in rural areas. They seem contradictory to all real desire to encourage births and support families with dignity. He therefore asks what structural measures the Government intends to put in place to sustainably halt this drop in the birth rate in France and in particular whether it plans a moratorium on maternity hospital closures and a reinforced strategy for access to care for pregnant women in areas in difficulty such as Boulonnais.

Mr. Antoine Golliot draws the attention of the Minister of State, Minister of the Interior, to the problem of multiple jobs among municipal police officers. Currently, municipal police officers wishing to carry out a complementary professional activity have the possibility of requesting part-time work, like all territorial civil servants. However, this possibility is subject to a maximum duration of four years, a period following which they are forced to choose between their main job and their secondary activity. This limitation creates practical difficulties for the agents concerned. In a context marked by a suffering economy and an increase in the cost of living, this additional income constitutes an essential lever for maintaining a balanced household budget. Furthermore, local authorities, which sometimes struggle to recruit and retain their agents, could also benefit from an evolution of the framework currently in force. In view of these issues, the MP questions the Minister about the possibility of relaxing the regulations. More precisely, he wishes to know whether a modification of the legislative or regulatory framework is envisaged in order to extend, or even eliminate, the four-year limit; this evolution would allow municipal police officers to continue their activity part-time beyond this deadline, subject to the agreement of the structure which employs them, thus guaranteeing a balance between the needs of the officers and those of the community.

Mr. Antoine Golliot draws the attention of the Minister of Regional Planning and Decentralization to the possibility for a local authority to grant a loan guarantee to a mixed economy company (SEM) as part of a development operation. Indeed, when a community entrusts an SEM with the development of a concerted development zone (ZAC), it is common for the latter to request a loan guarantee from the from the community in order to activate a cash line. This cash line aims to cover the financing costs of part of the work while awaiting receipt of the proceeds from sales of developments in progress. However, the jurisprudence of the Council of State regularly recalls the ban on communities granting guarantees on cash lines, which creates legal uncertainty for these financial arrangements that are nevertheless essential to the successful completion of public development projects. Therefore, he would like to know if the Government plans to adapt the legal framework in order to allow communities to provide a loan guarantee within this specific framework, while ensuring the security of public finances.

Mr. Antoine Golliot draws the attention of the Minister Delegate to the Minister for Partnership with Territories and Decentralization, responsible for the sea and fisheries, to the review clause of the agreement between the United Kingdom and the European Union, commonly known as Brexit, scheduled for 2026. The fishing sector has significant expectations on the subject, yet no mention was made of it in the general policy declaration early October 2024. An absence perceived by professionals in the sector as a lack of support and preparation on the part of the Government in the face of this deadline. Since Brexit, French fishermen have suffered a reduction in their fishing zones in British waters of around 25%. These restrictions concern in particular fisheries resources in the British exclusive economic zone (EEZ), in which vessels French fished around 30% of their catches before 2021. This reduction had significant economic repercussions and led to a drastic reduction in the French fishing fleet. The Hauts-de-France fishing community is concerned about the lack of action taken by the Government as part of the preparation for the 2026 review, which must re-examine the terms of the post-Brexit agreement. He wants to understand the Government's strategy to defend the interests of French fishing before the European Commission and against the British, who are ready to further complicate the situation of French fishermen in British territorial waters.

Mr. Antoine Golliot questions the Minister of Ecological Transition, Energy, Climate and Risk Prevention on the situation and the measures deployed concerning the risk of flooding in Pas-de-Calais. In Pas-de-Calais, 250 municipalities were affected by the latest episodes of torrential rain, which caused floods and floods. In Boulonnais, the Liane river regularly overflows its bed and causes significant damage to neighboring communities. The Liane basin, bordering the communes of Boulogne-sur-Mer, Outreau, Saint-Martin-Boulogne and Saint Léonard, is heavily silted up and no major cleaning work has been carried out. This siltation slows down the flow of water and has repercussions on all areas bordering the river. Municipalities and intermunicipalities struggle to invest to maintenance of the river and its tributaries and lack the means to carry out the work necessary to stem these flood episodes over time. The urgency is to restore serenity in the areas concerned as quickly as possible with effective and sustainable solutions, to reassure residents, businesses, farms or public services frequently affected. This is why, with a view to providing answers to numerous requests from the inhabitants of Pas-de-Calais on the subject, he would like to know the measures on which the Government is working to sustainably reduce the risks of flooding.
