Mr. Boris Tavernier alerts the Minister of Cities and Housing on the adaptation of housing to episodes of extreme heat. Public Health France puts the number of deaths attributable to heat episodes at 5,722 in 2025. Heatwaves kill and hit the most vulnerable populations hardest. Oxfam estimates that heat-related mortality is 31% higher in the ten poorest departments of France than in the ten richest. Residents of working-class neighborhoods are particularly exposed. These neighborhoods are in fact more affected by urban heat islands due to the high density, significant concrete development and low vegetation. Furthermore, in working-class neighborhoods, housing is more over-occupied and residents are very often tenants and poorer than average, reducing their ability to adapt their home to the heat. While skin diseases affect a very large number of patients, effective access to a dermatologist is becoming more and more complicated. This situation now results in a massive renunciation of care: 46% of French people say they have already given up on consulting a dermatologist, mainly due to delays in obtaining appointments, the insufficient availability of practitioners or their geographical distance. It highlights a growing breakdown in equality regarding access to specialized care, with worrying consequences in terms of diagnostic delays, loss of opportunity for patients and worsening of territorial inequalities. This shortage of supply has a direct impact on patients, but also on general practitioners, hospital structures and other professionals forced to take charge, urgently or by default, of situations requiring specialist dermatological advice. The PAUSE program has already made it possible to welcome in France numerous foreign artists and academics whose lives are threatened, including more than 200 from the band Gaza. It is presented as a success and a remarkable contribution of the country to the continuation of the work of Palestinian researchers and artists, contributors to contemporary productions and repositories of academic and cultural knowledge of Palestinian society. In the territory of Gaza, their lives are daily threatened by murderous war conditions, by often indiscriminate strikes but also by conditions severely degraded health conditions such as lack of food, drinking water or basic necessities. According to the 7th barometer of “Children on the street” published by the Federation of Solidarity Actors (FAS) and UNICEF France, on the night of August 18 to 19, 2025, at least 2,159 children, including 503 aged under three, remained without an accommodation solution despite a call to 115. This figure is up 6% compared to last year and 30% since 2022, reflecting the persistent saturation of accommodation systems and the insufficiency of the resources committed. The figures collected, already worrying, do not reflect the real extent of the situation since many families are unable to contact 115 and unaccompanied minors escape the count. Furthermore, the situation is even more dramatic in the overseas territories, where nearly three out of ten inhabitants live in poor housing or without a home. While 31 children died on the streets in 2024, the Senate called for immediate and extensive action to put an end to this scourge by unanimously adopting, on March 19, 2025, a resolution aimed at putting an end to child homelessness. However, the barometer reminds us that 250 million euros are missing to maintain 2025 the accommodation stock at its current level of 203,000 places, even though the Government was committed to it. M. Boris Tavernier alerte Mme la ministre de l'agriculture et de la souveraineté alimentaire sur la contamination des jeunes Français au cadmium. Le cadmium est un métal lourd qui se retrouve notamment dans les sols. La principale source d'exposition au cadmium est l'alimentation. Si de nombreux aliments contiennent du cadmium, les aliments les plus contributeurs d'apports en cadmium sont le pain, les légumes et les produits à base de pomme de terre. Selon l'ANSES, plus d'un tiers des enfants de moins de 3 ans ont une exposition alimentaire au cadmium dépassant la dose journalière tolérable par ingestion. Or le cadmium est reconnu cancérigène, mutagène et toxique pour la reproduction. Lors d'une exposition prolongée notamment par voie orale via l'alimentation, il peut entraîner des atteintes rénales et une fragilité osseuse. Santé publique France le suspecte de jouer un rôle dans l'augmentation du nombre de cancers du pancréas. L'Anses et les experts de santé publique estiment donc que, pour limiter l'exposition au cadmium, il convient d'agir à la source en abaissant la limite de concentration autorisée en cadmium dans les engrais phosphatés. La teneur en cadmium dans les engrais français est en effet plus élevée que la moyenne européenne. Les médecins recommandent également de privilégier une alimentation issue de l'agriculture biologique, la contamination au cadmium des aliments y étant bien plus faible que ceux issus de l'agriculture conventionnelle. Dans ce contexte, M. le député souhaite savoir si, pour protéger la santé des Français et notamment des plus jeunes, le Gouvernement prévoit de lutter contre l'accumulation de cadmium dans les sols en agissant sur les taux autorisés de cadmium dans les engrais. Il souhaite également savoir si, conformément aux recommandations des médecins, le Gouvernement prévoit de soutenir plus activement la consommation de produits biologiques, notamment dans les cantines scolaires.

Boris Tavernier alerte Mme la ministre de l'agriculture et de la souveraineté alimentaire quant à la coupe budgétaire intervenue sur le dispositif DiNA (dispositif national d'accompagnement des projets et des initiatives des coopératives d'utilisation de matériel agricole) qui soutient, au-delà du premier rôle de partage des machines, le développement de projets collectifs des Cuma au service de l'emploi rural, du renouvellement des générations en agriculture, de la réduction des produits phytosanitaires, de l'adaptation au changement climatique ou de la souveraineté alimentaire et énergétique. Ayant fait l'objet d'un rapport du CGAAER, d'une concertation entre le réseau Cuma et la DGPE en 2022-2023 et d'une nouvelle mouture en 2024, ce dispositif est articulé avec les enjeux des politiques publiques et permet de démultiplier, via les collectifs d'agriculteurs, leurs impacts. Cette aide à l'accompagnement stratégique est unique en son genre dans l'agriculture. Il est mobilisé par plus de 600 Cuma chaque année au niveau national, impliquant plus de 14 000 agricultrices et agriculteurs. La mise à mal du déploiement de ce dispositif alors même qu'il a été récemment refondu avec le ministère suscite l'inquiétude et l'incompréhension de l'ensemble du réseau Cuma, au vue de l'efficience que produit le DiNA et dans le cadre d'une enveloppe qui reste modeste au regard d'autres dispositifs de soutien. Alors que l'accompagnement des agricultrices et agriculteurs est un sujet central, il souhaite savoir quelle ambition et pérennité elle souhaite donner à ce dispositif, qui est la seule ligne budgétaire dédiée aux Cuma.

This mobilization is all the more understandable given the absence of consultation prior to the application of this measure. The MP wishes to draw the attention of the Minister to the fact that if it is appropriate to evaluate and reform the status of the self-employed, both to support changes in the sector that to better protect professionals, these developments cannot be done in a hasty manner and create precariousness. Furthermore, the lowering of the franchise threshold cannot be justified by the sole fight against unfair competition, while said reduction is applied in an indiscriminate manner to sectors which are not subject to it, while the basic franchise is not specific to the micro-enterprise regime. Mr. Boris Tavernier draws the attention of the Minister for Europe and Foreign Affairs to the PAUSE program of the Collège de France and more particularly to its Gazan laureates. Since 2017, the PAUSE program has allowed researchers living in countries devastated by war to join French laboratories for a year. This allows them to improve their skills before returning home to contribute to the reconstruction of the academic world once the conflict has calmed down. This also allows French researchers to collaborate with these foreign universities during this reconstruction. This program brings together within its steering committee the ministries of Europe and foreign affairs, the interior and culture as well as major players in the higher education and research community. Gazan teacher-researchers fill the eligibility criterion for the PAUSE program, the 10 universities in the Gaza Strip having suffered bombings since October 2023. Professor Husam Al Najar, whose house was also bombed in October 2023, became the first winner of the PAUSE program by signing a contract with the IRD on December 28, 2023. This contract provided for him to join the PRODIG laboratory from February 1, 2024. However, he is still at Deir al Balah in the Gaza Strip. 49 other Gazan researchers and artists were then selected by the PAUSE program. All those who were in the Gaza Strip during their selection are still stuck there to this day. M. Boris Tavernier attire l'attention de Mme la ministre de la santé et de l'accès aux soins sur un nouveau scandale de santé publique concernant la contamination au mercure du thon et la faillite complète de la politique française et européenne de régulation des contaminants dans l'alimentation révélées par l'association Bloom. Le mercure est un puissant neurotoxique, considéré par l'Organisation mondiale de la santé (OMS) comme l'une des dix substances les plus préoccupantes pour la santé publique, au même titre que l'amiante ou l'arsenic. De nombreuses études scientifiques soulignent qu'une exposition chronique au mercure, même à faibles doses, peut avoir des effets irréversibles sur le système neuromoteur, augmenter le risque de maladies neurodégénératives et de sénilité précoce, ou encore avoir des effets délétères sur le système immunitaire, reproducteur, cardiovasculaire ou encore rénal. On doit donc tout faire pour limiter au maximum l'exposition au mercure de la population et notamment des publics vulnérables : les nourrissons, les enfants et adolescents, les femmes enceintes, les personnes malades et âgées. Or les révélations de Bloom montrent que si l'Autorité européenne de sécurité des aliments (EFSA) jugeait dès 2015 que « le thon, l'espadon, la morue, le merlan et le brochet ont été les principaux contributeurs à l'exposition alimentaire au méthylmercure », le thon, poisson le plus consommé en France, avec une consommation de près de 5 kilogrammes en moyenne par personne et par an en équivalent poids vif et quelques 64 000 tonnes de thon en conserve écoulées chaque année, bénéficie d'un régime d'exception en matière de norme concernant le mercure. Ainsi, alors que le cabillaud, les sardines, les anchois, le maquereau ou le hareng doivent respecter une teneur maximale en mercure de 0,3mg/kg et que les produits de la mer doivent, en général, respecter une teneur maximale de 0,5mg/kg, la teneur maximale en mercure dans le thon peut aller jusqu'à 1mg/kg. De plus, le rapport de Bloom indique que cette teneur maximale s'applique au thon frais et que « entre le thon frais et le thon en boîte, la concentration en mercure peut théoriquement passer de 1mg/kg à 2,7mg/kg. La norme qui s'applique au thon en boîte peut donc être jusqu'à neuf fois plus élevée que celle d'une sardine fraîche ». Et ce d'autant plus que, sur les 150 boîtes de thon en conserve que l'association Bloom a collectées en France et en Europe, 100 % des boîtes étaient contaminées au mercure, que plus de la moitié d'entre elles dépassaient les 0,3mg/kg, que dix pour cent dépassaient 1mg/kg et qu'une boîte de la marque Petit Navire achetée dans un Carrefour City parisien affichait une teneur record de 3,9 mg/kg. Tenant compte des conclusions de l'EFSA, tout devrait être mis en œuvre pour réduire la promotion et la consommation de thon en France, ce poisson figurant parmi les plus contaminés au mercure. Ainsi, M. le député alerte Mme la ministre sur le fait que Santé publique France fait la promotion du thon en conserve sur le site mangerbouger.fr sans avertir sur les risques que sa consommation entraîne chez les femmes enceintes, les nourrissons, les enfants, les adolescents, les personnes malades. Il souhaite également savoir si elle compte porter une loi Evin sur le thon afin d'interdire la publicité sur le thon en conserve.

Mercury is a powerful neurotoxicant, considered by the World Health Organization (WHO) as one of the ten substances of greatest concern for public health, just like asbestos or arsenic. Numerous scientific studies highlight that chronic exposure to mercury, even at low doses, can have irreversible effects on the neuromotor system, increase the risk of neurodegenerative diseases and premature senility, or even have deleterious effects on the immune, reproductive, cardiovascular or still renal. We must therefore do everything to limit exposure to mercury of the population as much as possible, particularly vulnerable groups: infants, children and adolescents, pregnant women, sick and elderly people. However, Bloom's revelations show that if the European Food Safety Authority (EFSA) judged in 2015 that “tuna, swordfish, cod, whiting and pike were the main contributors to dietary exposure to methylmercury", tuna, the most consumed fish in France, with a consumption of nearly 5 kilograms on average per person per year in live weight equivalent and some 64,000 tonnes of canned tuna sold each year, benefits from an exceptional regime in terms of standards concerning mercury. So, while cod, sardines, anchovies, mackerel or herring must respect a maximum mercury content of 0.3 mg/kg and that seafood products must, in general, respect a maximum content of 0.5 mg/kg, the maximum mercury content in tuna can go up to 1 mg/kg. But the story does not end there, because we learn from reading Bloom's report that this maximum content applies to fresh tuna and that "between fresh tuna and canned tuna, the mercury concentration can theoretically go from 1mg/kg to 2.7mg/kg. The standard that applies to canned tuna can therefore be up to nine times higher than that of a fresh sardine. And all the more so since, of the 150 cans of canned tuna that the Bloom association collected in France and Europe, 100% of the cans were contaminated with mercury, more than half of them exceeded 0.3 mg/kg, ten percent exceeded 1 mg/kg and one can of the Petit Navire brand purchased in a Parisian Carrefour City showed a record level of 3.9 mg/kg. It is absolutely necessary, urgently, to lift this exceptional regime for seafood products and to ensure that tuna, as the most consumed fish in France, is subject to the strictest standard for seafood products, i.e. 0.3 mg/kg. Furthermore, controls must be put in place. What France, clearly, is not doing, since Bloom reveals that, since 2023, France has not controlled a single can of tuna and that the Directorate General for Food explained, in a letter addressed to the lawyers of the Bloom association on October 3, 2024 that "the DGAL does not have certain information (...) concerning the factors of concentration, dilution or transformation". Thus, he wishes to know how France verified the conformity of canned tuna since the adoption in 1993 of the European regulation on contaminants (EC 93/351) and, following these revelations, how the DGAL will now control canned tuna marketed in France. Furthermore, he asks her if she plans to advocate for a review of the European regulation on contaminants.

M. Boris Tavernier attire l'attention de Mme la ministre de la santé et de l'accès aux soins sur la stratégie nationale pour l'alimentation, la nutrition et le climat (SNANC). L'article 265 de la loi n° 2021-1104 du 22 août 2021 portant sur la lutte contre le dérèglement climatique et renforcement de la résilience face à ses effets, dite « loi Climat et Résilience », prévoit l'entrée en vigueur au 1er juillet 2023 d'une stratégie nationale pour l'alimentation, la nutrition et le climat. Celle-ci est censée déterminer les orientations de la politique de l'alimentation durable, moins émettrice de gaz à effet de serre, respectueuse de la santé humaine, davantage protectrice de la biodiversité, favorisant la résilience des systèmes agricoles et des systèmes alimentaires territoriaux et garante de la souveraineté alimentaire ainsi que les orientations de la politique de la nutrition, en s'appuyant sur le programme national pour l'alimentation et sur le programme national relatif à la nutrition et à la santé. Après près de deux ans de travaux des différents ministères concernés (santé, solidarité, transition écologique, consommation, agriculture et alimentation), une mobilisation importante de la société civile et des avis rendus par différentes autorités comme le Conseil national de l'alimentation et le Haut Conseil de santé publique (avril 2023), on n'a toujours pas connaissance d'un texte présentant cette stratégie qui aurait dû entrer en vigueur en juillet 2023. Ainsi, il souhaite savoir à quelle étape en est l'élaboration de la SNANC.
