Mr. Patrice Martin draws the attention of the Minister of Health, Families, Autonomy and People with Disabilities to the worrying situation of the Liberal Health Team Action association, known as “Asalée”. Created in 2004, this association relies on 2,080 nurses practicing throughout the national territory and 9,000 general practitioners who are partners in this network. These professionals contribute significantly to improving the care of patients with chronic diseases, therapeutic education and ensuring long-term follow-up of patients, accompanied by early detection and preventive actions. Thanks to this support, patients become active and autonomous in the management of their health and their pathology. In a context where the health system is faced with numerous challenges, such as aging of the population, the increase in chronic pathologies and the tensions on medical demographics, the Asalée association provides a concrete and effective response on the ground. Recognized as a public utility since 2017, it receives 100 million euros per year from the National Health Insurance Fund, which represents 98% of its own resources. After a reduction in its subsidies two years ago, the CNAM decided, in 2026, to stop paying its funding to the association, accusing it of not having implemented the recommendations issued in a report from the general inspection of social affairs (IGAS no. 2024-043R) dated July 4, 2025, which was particularly harsh on the management of the association. This report highlights several dysfunctions considered serious, particularly in terms of governance, overall financial management and compliance with rules. of public procurement. Considering that the corrections made by the management of the association were insufficient following the publication of this report, the CNAM decided to suspend its financing and its payments from December 2025. Since January 2026, it is therefore unpaid professionals who have continued their activities and missions within the framework of the system. Le Gouvernement est pleinement mobilisé pour limiter l'effet de la crise sur nos concitoyens et particulièrement les travailleurs dépendants de leur voiture pour travailler. Contrairement à la crise énergétique qui a touché la France en 2022, la situation a évolué en faveur d'une électricité abondante et décarbonée, tant renouvelable que nucléaire. Le retour d'expérience du bouclier tarifaire de 2022 a fait évoluer la logique budgétaire by the government. Il importe à présent d'adopter des mesures spécifiques, ciblées pour répondre à la crise. La crise a, à ce stade, peu d'impact sur les prix de l'électricité en France, aucune mesure n'est ainsi à prévoir pour les consommateurs d'électricité. Par ailleurs, le Gouvernement s'investit pleinement pour l'électrification des usages de façon à aider nos concitoyens à faire face à plus long terme aux crises et aux instabilités du marché. La France étant exportatrice nette d'électricité, avec une production décarbonée à 95%, électrifier les usages permettra de mieux contrôler le prix de notre facture énergétique ainsi que celle des Français et de renforcer la souveraineté énergétique. Un plan massif d'électrification, dans la continuité de la PPE3, est actuellement porté par le Gouvernement et permettra d'accompagner durablement les Français, nos entreprises et nos industries. Le Gouvernement a déclaré entre autres la reconduction du leasing social, un dispositif d'aide à l'achat des poids lourds électriques pour les PME, ou encore l'aide à l'acquisition de véhicules électriques pour les « gros rouleurs ». Des mesures complémentaires seront annoncées au printemps 2026. Le Gouvernement invite tous les parlementaires à relayer la nécessité d'électrifier les usages et à faire connaître les dispositifs existants auprès des concitoyens et des entreprises. Concernant la hausse des prix des carburants, le Gouvernement a d'ores et déjà annoncé des mesures pour une réponse à court terme à la crise. Au mois d'avril 2026, les pêcheurs se sont vus accordés une aide de 20ct/L sur les carburants tout comme les transporteurs. Les agriculteurs ont, quant à eux, reçu une aide de 4ct/L. Pour affirmer son soutien aux acteurs les plus touchés par la crise, le Gouvernement a annoncé le 21 avril de nouvelles mesures effectives dès le mois de mai. Les pêcheurs verront ainsi leur aide augmenter pour atteindre 30 à 35ct/L, tandis que l'aide allouée aux agriculteurs pourra atteindre environ 15ct/L soit une multiplication par 4 de l'aide initiale. L'aide pour les transporteurs est elle maintenue à 20ct/L, même montant qui sera débloqué pour les entreprises du BTP de moins de 20 salariés en difficulté. Enfin, une aide à destination de 3 millions de travailleurs sera déployée pour les gros rouleurs contraints d'utiliser leur véhicule pour aller travailler. Cette aide équivaudra à 20ct/L en moyenne sur 3 mois (avril, mai, juin) et permettra d'atteindre de façon ciblée les Français les plus touchés par la hausse des prix des carburants. Le prix du Brent (c'est à dire le prix de marché), le coût de raffinage, le coût de transport et de distribution (logistique, obligations réglementaires, marges) ainsi que les taxes (accises et TVA). En station le prix affiché peut reposer sur de nombreux modèles d'affaires et être fixé directement par le gérant de la station ou la marque à laquelle il est raccroché. Par ailleurs, Les stations ayant vendu plus de 500 mètres cube de carburants dans l'année ont l'obligation de publier leur prix sur le site prix-carburant.gouv.fr. S'agissant des contrôles des distributeurs, la DGCCRF a lancé de nombreux contrôles en début de crise. Ces vérifications ont visé à s'assurer que les évolutions de prix pratiquées dans les stations-service respectent les règles et ne résultent pas de pratiques abusives, dans un contexte tendu par la guerre au Moyen-Orient. L'opération a représenté un volume de contrôles habituellement réalisé sur six mois, concentré cette fois sur une période de trois jours. Au-delà de la transparence sur les prix, le Premier ministre a rappelé la vigilance by the government sur l'évolution du niveau de marges brutes de transport - distribution. C'est dans ce sens que le Gouvernement publie chaque semaine ces données issues de ses échanges avec les distributeurs. Mr. Patrice Martin draws the attention of the Minister of Ecological Transition, Biodiversity, Forests, Sea and Fisheries to the excess of power and zeal perceived during the controls carried out by agents of the French Biodiversity Office (OFB) in the field. Created in 2020, this public establishment with 3,000 agents, including 1,700 environmental inspectors spread across 270 sites in France, is regularly denounced by professionals in the agricultural, hunting and fishing world for its interventions deemed intrusive and repressive. Control missions, often unannounced, are experienced as a form of direct pressure, sometimes exercised in a climate of intimidation that is not conducive to dialogue. The armed presence of certain agents, including during interventions on agricultural operations, tends to further crystallize tensions, despite the circular issued in December 2024 inviting officers to carry their weapon discreetly as well as an individual camera. 50,000 checks were carried out in 2023 by environmental inspectors, of which 2,759 concerned farmers, or less than 1% of the 390,000 active farmers according to official data relayed by the director general of the OFB. Of these controls, half were compliant with the legislation. 1,360 reports were drawn up nationally, of which 594 fall under the jurisdiction of prefects and 766 under that of public prosecutors, which represents an average of 13 reports per year and per department. In this context, many voices are being raised to emphasize that strengthening the acceptability of environmental controls requires clarification of the objectives of the OFB, better articulation of its interventions with those of the decentralized State services and the public prosecutor's office, as well as the establishment of a right to make mistakes for actors in good faith. It would also be appropriate to provide educational sequences without verbalization, carried out in partnership for example with the chambers of agriculture for the agricultural sector, in order to anchor a logic of prevention and mediation rather than a repressive and guilt-inducing posture. Patrice Martin attire l'attention de M. le ministre de l'aménagement du territoire et de la décentralisation sur les conséquences préoccupantes de la prolifération du grand gibier, notamment du sanglier, sur les activités agricoles et sylvicoles. Cette prolifération engendre des dégâts croissants aux cultures et aux forêts, aggravant les difficultés rencontrées par les exploitants ruraux déjà confrontés à une pression foncière et économique importante. Entre 1970 et la période 2023 2024, le nombre de sangliers abattus est passé de 35 000 à 863 000, traduisant une explosion démographique de l'espèce. Parallèlement, la diminution du nombre de chasseurs - en recul de 30 % en trente ans, avec une perte estimée à 25 000 chasseurs supplémentaires en 2025 - rend plus difficile la régulation de cette faune. Le nombre de dossiers d'indemnisation pour dégâts a augmenté de manière significative, atteignant 52 500 en 2020 contre 37 500 en 2015, soit une progression de plus de 40 %. Les fédérations de chasseurs, en charge de l'indemnisation, consacrent 85 % de leur budget à cet effort, représentant jusqu'à 100 millions d'euros par an selon les années. La Fédération nationale des chasseurs a récemment averti qu'elle ne serait plus en mesure de prendre en charge les petits dossiers, faute de moyens financiers, exposant de nombreuses exploitations à des pertes non compensées. En outre, près de 30 % du territoire national échappe à toute régulation cynégétique, ce qui accentue la pression sur les terres agricoles et forestières. Malgré l'accord signé le 1er mars 2023 avec la profession agricole et la Fédération nationale des chasseurs, prévoyant un soutien de l'État de 70 millions d'euros sur trois ans, les mesures actuelles apparaissent insuffisantes face à l'ampleur des dégâts. Il souhaite donc savoir quels engagements le Gouvernement compte prendre pour renforcer la régulation du grand gibier, garantir une indemnisation équitable des agriculteurs et sylviculteurs et assurer la pérennité des filières concernées.

Mr. Patrice Martin draws the attention of the Minister of Agriculture and Food Sovereignty to the strengthening of controls relating to fraud at the origin of food products. As part of the government's response to the concerns expressed by farmers at the start of 2024, a plan for 10,000 checks on the French origin of food products was announced for 2024 by the Minister of the Economy, finances and industrial and digital sovereignty, Mr. Bruno Le Maire, as well as by the Minister Delegate in charge of Business, Tourism and Consumption, Ms. Olivia Grégoire. Ces controls, carried out by the Directorate General for Competition, Consumption and Fraud Repression (DGCCRF), aim to fight against the Frenchification of products, a practice consisting of unduly attributing a French origin to foodstuffs which are not produced in France. On March 13, 2025, the DGCCRF published the results of these checks, revealing an anomaly rate of 34%. This campaign led to the issuance of 1,802 warnings for minor violations, 588 injunctions for cessation of illicit practices and 562 reports for serious infractions. However, this limited volume of verbalizations, in view of the anomaly rate observed, questions the effectiveness of the sanctions taken against fraudsters and the dissuasive capacity of these controls. In this context and in order to assess the real evolution of the level of surveillance, he wishes to know the number of controls carried out in 2022, 2023 and 2024 as well as those planned for 2025, in order to check whether this announcement reflects a real intensification of controls or is more of a display policy. He also wishes to know why the number of fines remains relatively low given the high rate of anomalies observed. Mr. Patrice Martin draws the attention of the Minister of Agriculture and Food Sovereignty to the need for increased regulation of the lupine population in France. After its disappearance from the national territory at the beginning of the 20th century, the wolf naturally recolonized France from the 1990s, particularly from Italy. Today, its presence extends well beyond the Alpine and Pyrenees massifs, also affecting the Massif Central, the Vosges and certain plains. According to the latest surveys, the wolf population now exceeds 1,013 individuals, causing the predation of more than 12,000 livestock in 60 departments each year. In 2024, lupine attacks increased by 4.6%, with particularly notable cases, such as that of a breeder from Saint-Bérain-sur-Dheune, in Saône-et-Loire, victim of his 25th attack last January. THE Breeders face considerable losses, not only due to direct animal mortality, but also indirect impacts on reproduction, genetic selection and the economic viability of farms. These predations seriously weaken pastoral breeding, essential to the vitality of rural areas. The need for effective regulation of wolves is reinforced by the recent decision of the European Union, in December 2024, to lower its level of protection, going from “strictly protected” to “protected”, allowing greater flexibility in the management of this species. In this context, the decree of February 7, 2025, modifying that of February 21, 2024, expanded the possibilities for prefectural exemptions from the bans on the destruction of wolves. These regulatory advances must be accompanied by clear objectives and a policy of ambitious regulation in order to guarantee the sustainability of pastoralism. The National Rally has also taken up the subject, through its work in the European Parliament and the submission of a proposed resolution to the National Assembly. Patrice Martin attire l'attention de Mme la ministre de l'agriculture et de la souveraineté alimentaire sur les graves conséquences de l'accord économique et commercial global (CETA) entre l'Union européenne et le Canada, ainsi que sur la position du Gouvernement quant à sa ratification définitive. Depuis le 21 septembre 2017, la partie du CETA relevant de la compétence exclusive de l'Union européenne est appliquée à titre provisoire, tandis que la ratification complète de l'accord demeure en suspens. Le texte avait été approuvé par l'Assemblée nationale en juillet 2019, puis rejeté par le Sénat le 21 mars 2024. Une proposition de résolution, adoptée par l'Assemblée nationale trois mois plus tard, vise à relancer la discussion parlementaire et la procédure de ratification, sans pour autant que cette résolution ne soit contraignante. Sur le fond, cet accord constitue une menace directe pour l'agriculture française et la souveraineté alimentaire nationale. Alors que le secteur agricole traverse une crise profonde, le CETA, à l'instar d'autres traités de libre-échange conclus par l'Union européenne, expose les agriculteurs français à une concurrence déloyale susceptible d'entraîner la disparition de nombreuses exploitations. Cette situation est d'autant plus inacceptable que l'accord ne prévoit aucune « clause miroir » imposant aux exportateurs canadiens de respecter les standards européens en matière sanitaire, environnementale et sociale. Par conséquent, l'importation massive de viandes issues d'animaux nourris aux farines animales ou traités aux antibiotiques constitue un risque majeur pour la santé publique et une trahison envers les efforts consentis par les agriculteurs français pour garantir une production de qualité. La Commission européenne elle-même a relevé en 2022 des « lacunes » dans la supervision de la filière bovine canadienne, notamment concernant l'utilisation d'hormones de croissance, ce qui confirme les dangers inhérents à cet accord. Dans ces conditions, il souhaite connaître la position du Gouvernement sur la ratification définitive du CETA et sur les mesures qu'elle envisage de prendre afin d'empêcher la destruction de l'agriculture française, de garantir le respect strict des normes sanitaires, sociales et environnementales et de protéger les filières agricoles face à une concurrence internationale sauvage et destructrice.

Patrice Martin attire l'attention de Mme la ministre de l'agriculture et de la souveraineté alimentaire sur le respect des dispositions légales relatives à la publication des indicateurs de référence des coûts de production par les organisations interprofessionnelles. Conformément aux dispositions de l'article 1 de la loi n° 2018-938 du 30 octobre 2018 pour l'équilibre des relations commerciales dans le secteur agricole et alimentaire et une alimentation saine, durable et accessible à tous, dite « Egalim 1 », les organisations interprofessionnelles sont tenues, dans le cadre de leurs missions et en application du règlement (UE) n° 1308/2013 du Parlement européen et du Conseil du 17 décembre 2013, d'élaborer et de diffuser des indicateurs de référence des coûts de production ainsi que des indicateurs de marché. Ces obligations ont pour finalité d'offrir aux producteurs agricoles une base objective et transparente pour la négociation de leurs contrats d'achat avec les acheteurs, notamment en ce qui concerne la revente et la transformation des produits agricoles, tout en garantissant un cadre plus équitable des relations commerciales au sein de la filière. Toutefois, il apparaît que certaines interprofessions ne se conforment pas à cette exigence légale et omettent de publier ces indicateurs, ce qui constitue une entorse manifeste aux obligations qui leur incombent. Or l'esprit et la lettre de la loi Egalim, ainsi que des dispositifs législatifs successifs, visaient précisément à structurer la formation des prix sur la base des coûts de production afin de préserver la rémunération des producteurs agricoles et d'assurer une régulation efficace des relations contractuelles entre les différents opérateurs économiques du secteur. Dans ce contexte, il souhaite obtenir la liste exhaustive des organisations interprofessionnelles qui ne respectent pas cette obligation légale et connaître les mesures que le Gouvernement entend mettre en œuvre afin de garantir l'application stricte des dispositions en vigueur et de contraindre les interprofessions concernées à se conformer à leurs obligations réglementaires.

Patrice Martin attire l'attention de Mme la ministre de l'agriculture et de la souveraineté alimentaire sur le respect de l'interdiction des prix de cession abusivement bas entre l'acheteur de produits ou denrées alimentaires et son fournisseur. Ce dispositif, institué par la loi Chatel de 2008, remanié par l'ordonnance du 24 avril 2019 et élargi par la loi n° 2018-938 du 30 octobre 2018 pour l'équilibre des relations commerciales dans le secteur agricole et alimentaire et une alimentation saine, durable et accessible à tous, dite « Egalim 1 », interdit à tout acheteur de produits agricoles ou alimentaires d'imposer à son fournisseur des prix de cession abusivement bas. Toutefois, la mise en application effective de ce dispositif codifié à l'article L. 442-7 du code du commerce suscite des interrogations. En effet, les actions entreprises par la Direction générale de la concurrence, de la consommation et de la répression des fraudes (DGCCRF) en matière de lutte contre les prix abusivement bas manquent de transparence et le nombre de contrôles réalisés demeure opaque. Or l'absence de contrôles effectifs remet en cause l'efficacité de ce dispositif, pourtant essentiel pour garantir des relations commerciales équilibrées et préserver la rémunération des producteurs agricoles. Dans un contexte où ces derniers font face à une augmentation significative des coûts de production, toute faiblesse dans l'application de la réglementation renforce la pression économique pesant sur eux et menace la viabilité de leurs exploitations. Aussi, il souhaite connaître le nombre de contrôles réalisés par la DGCCRF en 2024 sur le respect de cette interdiction, combien de fois elle a été saisie par une partie prenante pour non-respect de cette disposition, si elle y a donné suite et, enfin, les mesures que le Gouvernement envisage de prendre pour renforcer l'application effective de cette disposition, afin d'assurer une protection réelle des fournisseurs face aux pratiques abusives des acheteurs.

Mr. Patrice Martin draws the attention of the Minister of Agriculture and Food Sovereignty to aid in the management of excess mortality linked to bluetongue (BFT). On October 4, 2024, the Government announced the establishment of emergency aid for breeders suffering the health and economic consequences of FCO serotype 3, the scope of which was extended on November 14, 2024 to the effects of serotype 8. This aid, implemented and paid by FranceAgriMer on behalf of the State, is processed by decentralized services at department level. It includes an advance intended for farms affected by FCO-3 between August 5 and September 30, 2024, as well as a balance, the teleservice of which was open from January 30 to February 14, 2025, within the limit of a total allocated budget of 75 million euros. If the establishment of such a device is a welcome measure to compensate for losses linked to animal mortality in farms declared FCO outbreaks, particularly in a context of increased financial, competitive, social and environmental difficulties for French agriculture, many breeders as well as trade union and professional organizations are concerned about the lack of communication regarding its possible renewal. In the absence of announcement official, some fear a pure and simple cessation of this aid, which is essential to maintaining their farms. The health defense group against animal diseases of Seine-Maritime (GDMA 76), which represents the voice of breeders confronted with diseases affecting their livestock, confirms that no instructions have, to date, been transmitted concerning an extension of the system after January 1, 2025, apart from payment of the balance already provided for in the first communication from the Government. Many breeders in the sixth district of Seine-Maritime express their concern about this uncertainty. In this context, it appears essential to ensure visibility for breeders faced with these major economic losses. The absence of a clear commitment on the renewal of aid risks aggravating the difficulties of farms already weakened. Faced with this situation, he would like to know if it plans to extend this support system beyond January 1, 2025 and, if so, what additional measures could be put in place to guarantee the sustainability of farms impacted by bluetongue.

Mr. Patrice Martin draws the attention of the Minister to the Minister of Labor, Health, Solidarity and Families, responsible for health and access to care, to the risks linked to Vitale card fraud and its repercussions on public finances. During a statement to Parliament in February 2020, the director of social security estimated the number of surplus Vitale cards at 2.6 million. The Court accounts estimated in 2023 that overall fraud in social benefits could represent between 2.5 and 3.2 billion euros per year, or around 3.1% of the benefits paid by the CAF. This fraud notably includes the abusive use of excess Vitale cards, facilitated by the absence of biometric identification and gaps in updating policyholder data. This phenomenon occurs in a context where security social security faces a forecast deficit of 16.6 billion euros for 2024, according to the report of the Social Security Accounts Commission. A situation which calls for a strengthening of controls and the modernization of systems, in particular through the generalization of the biometric Vitale card, regularly discussed in Parliament in recent years but abandoned in 2023 by the then Minister of Public Accounts, Mr. Gabriel Attal, after in to have been the promoter. Le Gouvernement est particulièrement attentif à l'offre et de la qualité des services ferroviaires régionaux proposés aux usagers et a pleinement conscience de leur importance pour la cohésion des territoires et, en particulier, pour la vitalité des zones rurales souvent défavorisées en matière d'offres de mobilité. Il convient toutefois de rappeler qu'entre Serqueux et Gisors, la ligne relève des services régionaux de voyageurs organisés par la région Normandie. En tant qu'autorité organisatrice des services ferroviaires d'intérêt régional, la Région est donc la seule compétente pour définir les dessertes de son territoire, en fonction de l'analyse qu'elle fait des besoins de mobilité des usagers et au regard de ses priorités budgétaires. Insults, threats, blows, verbal violence, these facts deeply disturb the public service missions of firefighters, who wonder how far this drift will go and express their suffering in the face of unmotivated acts of violence even though they are on duty to assist and rescue the population. This situation creates real apprehension among these professionals, going from the status of “heroes” to gratuitous “targets of incivility”. Mr. Patrice Martin draws the attention of the Minister of Agriculture, Food Sovereignty and Forestry to the possible imminence of the conclusion of the trade agreement between the European Union and the South American Mercosur bloc by the end of 2024. This perspective is intensifying following the acceleration of discussions led by the European Commission, supported in particular by Germany and Spain. According to the latest informative reports by the press, this agreement could be divided into two parts: one political, focused on investments and the other purely commercial. This second part could come into force by a qualified majority vote of the twenty-seven Member States (15 States representing 65% of the population of the European Union), followed by the approval of the European Parliament, without consultation of national parliaments. This procedure, if it is retained, would constitute a political error in the current context, while France, weakened by the recent dissolution and the lack of support from certain European partners, is struggling to defend its interests. Furthermore, French farmers still express their concern regarding the absence of “mirror clauses” which would impose on Mercosur producers the same requirements as those weighing on farmers. Europeans. In response to agricultural anger, the European Commission is considering the creation of a support fund for the most exposed sectors, endowed with one billion euros, but the release of which would only be considered in 2028 and only in the event of proven distortion of competition. The fishing sector in France, which employs 12,407 professionals and generates an annual turnover of 1.9 billion euros (FranceAgriMer), is positioned as the third producer in the Union European. However, key sub-sectors such as deep-sea fishing, offshore fishing and large-scale French fishing are seriously affected by competition perceived as unfair from certain neighboring states. In the Atlantic Ocean and the English Channel, French fishermen face increased competition from giant foreign trawlers, notably Dutch ones, capable of processing up to 250 tonnes of fish. per day, compared to only 50 tonnes per year for French trawlers. In 2021, the French fleet only had around thirty ships over 40 meters and 158 boats measuring between 24 and 40 meters. This flagrant disproportion highlights a manifest inequality in the means implemented by the Member States of the European Union. French fishermen are also subject to particularly strict regulations, often lacking the flexibility necessary to preserve their activity. The obligation to reject an average of 80,000 euros of fish per boat per year, under the guise of combating overfishing, proves to be economically counterproductive and represents a flagrant injustice. This context, aggravated by the absence of effective controls in certain European neighbors, has contributed to a growing feeling of frustration and despair among professionals in the sector. The post-Brexit effects also continue to weigh heavily on the sector. The resumption by the United Kingdom of its exclusive economic zone, combined with the end of the common fisheries policy between France and the United Kingdom in favor of international law of the sea, has weakened the competitiveness of French fishermen, already weakened by competition from third countries and illegal fishing practices, not declared and unregulated (INN). This unfavorable situation results in a significant trade deficit of 5.568 billion euros, illustrating the growing imbalance between French players and their European competitors.
