Mr. Matthias Renault draws the attention of the Minister Delegate to the Minister for Ecological Transition, Biodiversity and International Negotiations on Climate and Nature, responsible for the sea and fisheries, to the implementation of the “RecFishing” digital system requiring recreational fishermen at sea to register in advance and systematically declare their catches, under penalty of sanctions. While fishing leisure constitutes a popular, family and traditional activity on all coastlines, the Government has decided to impose compulsory digital registration, via a complex European system requiring the creation of a specific account and detailed declaration of catches. If the preservation of fisheries resources is a legitimate objective, the method raises questions. After having introduced a declaration obligation already particularly restrictive, the executive is now multiplying specific texts, like the recent decree limiting to five the number of mackerel that can be taken per day and per person. We are thus witnessing regulatory inflation fish by fish, which gives the feeling of endless bureaucratic drift. This accumulation of standards, individualized quotas and digital formalities is akin to a real factory administrative gas, weighing on thousands of French people practicing a leisure activity, often occasional and already subject to a proliferation of regulations. At a time when citizens are expressing deep fed up with the permanent complexity of their daily lives, he asks them if the Government intends to persevere in this above-ground logic or if it finally plans to trust the French by ceasing to accumulate disproportionate technocratic devices.

Mr. Matthias Renault draws the attention of the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty to the conditions of allocation and monitoring of public aid granted to the company Ynsect, recently placed in compulsory liquidation, after having benefited from approximately 148 million euros in public funding according to figures communicated by the Government. This file, extensively documented by the press, highlights serious dysfunctions both in the internal management of the company and in the State's assessment of the industrial, financial and operational risks linked to a project of this nature. While this aid was part of emblematic measures to support innovation and reindustrialization, it is clear that the failure of the project raises serious questions about the rigor of the methods of selecting subsidized companies, in particular on the effective consideration of technological, economic and governance risks, as well as – and above all – on the sustainability of the industrial models presented. In addition, the elements revealed on the use of public funds, the apparent lack of cost control, the accumulated delays and the structural management difficulties directly question the effectiveness of the control mechanisms exercised by the State and its operators throughout the execution of the aid granted. In a context of strong budgetary constraints and increased demands for good management of public money, this case fuels the feeling of a subsidy policy sometimes conducted without sufficient guarantees, exposing public finances to considerable losses without clearly established compensation. He him therefore calls for clarification, on the one hand, of the precise criteria and risk assessment procedures which led to the granting of this aid, as well as the lessons that the Government draws from this failure to avoid the repetition of such situations and, on the other hand, the control, monitoring and sanction systems existing or envisaged in order to guarantee rigorous and transparent use of public funds by the beneficiary companies, including in the event of proven failure.

Les territoires ultramarins sont spécifiquement ciblés dans le cadre de manœuvres informationnelles hostiles conduites par des puissances étrangères afin de fragiliser la cohésion nationale et d'alimenter la protestation violente. Ces opérations sont dirigées, adaptées aux enjeux locaux et s'inscrivent dans le temps long. La plupart des manœuvres informationnelles ciblant les outre-mer se font dans une logique opportuniste. C'est également le cas du Groupe d'initiative de Bakou (BIG), qui, sous couvert d'un discours anticolonialiste, semble en réalité s'inscrire dans une logique d'influence géopolitique défavorable aux intérêts de la France. Combinant des actions dans le champ physique (organisation de conférences, publications de rapports) et dans le champ numérique (création de réseaux de comptes X et Facebook chargé d'amplifier les actions du BIG sur les réseaux sociaux), le BIG s'est donné pour objectif de lutter contre les intérêts français. Pour ce faire, le BIG développe massivement ses liens avec différents mouvements indépendantistes dans les territoires ultra-marins qu'il cherche à instrumentaliser pour déstabiliser la France. Les multiples initiatives, conférences et prises de position publiques relayant des revendications indépendantistes dans nos territoires d'outre-mer, ainsi que les signes visibles d'un soutien étranger, sont des éléments qui sont suivis avec la plus grande attention par the whole ofs services de renseignements. Ainsi, les services compétents, notamment les services spécialisés de renseignement, ont intensifié leurs actions de surveillance et d'analyse pour détecter et prévenir toute tentative d'ingérence ou de déstabilisation. Cette coordination est assurée au plus haut niveau entre le ministère des Outre-mer, le ministère de l'Intérieur, le ministère des Affaires étrangères, le Secrétariat général de la défense et de la sécurité nationale (SGDSN / Viginum) et les services de renseignement intérieur et extérieur. De plus, conscients de la vulnérabilité spécifique de nos collectivités ultramarines face à ces tentatives d'influence, l'accompagnement des élus locaux a été renforcé, via des dispositifs de formation et d'information sur ces enjeux, afin de mieux les outiller dans la défense de l'autorité de l'État et de la cohésion nationale. Par ailleurs, des dispositifs de remontée rapide de l'information ont été mis en place afin de permettre une réaction coordonnée en temps réel, garantissant ainsi une mobilisation efficace des moyens de l'État. Concernant la participation d'élus français à des événements organisés par des entités identifiées comme relais d'intérêts étrangers hostiles à la souveraineté française, cette question fait l'objet d'une attention particulière. article 411-4 du code pénal prévoit des sanctions sévères en cas d'intelligence avec une puissance étrangère dans le but de susciter des hostilités ou des actes d'agression contre la France. Il appartient aux autorités judiciaires compétentes d'apprécier au cas par cas le caractère délictuel des faits. Ainsi, tous les moyens nécessaires seront mobilisés pour protéger les territoires ultramarins des ingérences extérieures, en veillant à préserver la paix sociale et le dialogue démocratique.

M. Matthias Renault attire l'attention de M. le ministre d'État, ministre de l'intérieur, sur les difficultés rencontrées par les utilisateurs de camping-cars en raison des restrictions actuelles du permis de conduire de catégorie B en matière de masse maximale autorisée des véhicules. En l'état du droit, issu de la directive 2006/126/CE transposée en droit français, les titulaires d'un permis de conduire de catégorie B ne peuvent conduire que des véhicules dont la masse maximale autorisée (MMA) n'excède pas 3 500 kg. Or dans le secteur du camping-car, cette réglementation pose de nombreux problèmes pratiques. La majorité des modèles actuellement commercialisés affichent un poids à vide compris entre 3 000 et 3 200 kg, ce qui laisse une marge extrêmement réduite une fois le véhicule équipé et chargé. En tenant compte du carburant, du gaz, de l'eau potable, des effets personnels et d'éventuels équipements complémentaires tels que des vélos, il devient quasiment impossible de rester sous la barre des 3 500 kg, exposant ainsi de nombreux usagers au risque de dépassement des limites légales et aux sanctions correspondantes. Afin de remédier à cette situation, le Parlement européen a adopté le 28 février 2024 une position en première lecture sur une proposition de directive visant à réviser les règles applicables au permis de conduire. Cette réforme prévoit notamment que les titulaires d'un permis B depuis au moins deux ans puissent conduire des véhicules jusqu'à 4 250 kg, ce qui apporterait une réponse concrète aux difficultés rencontrées par les camping-caristes. Toutefois, à ce jour, cette disposition n'est pas encore en vigueur et les négociations interinstitutionnelles entre le Parlement, la Commission et le Conseil de l'Union européenne sont toujours en cours. Dans ce contexte, il souhaiterait savoir quelle est la position du gouvernement français sur cette réforme du permis de conduire et si la France entend soutenir activement l'adoption de cette disposition dans les négociations européennes. Il lui demande également quel est le calendrier prévisionnel de l'adoption et de la transposition en droit national de cette nouvelle réglementation, afin de donner de la visibilité aux usagers concernés.

Le grand cormoran est une espèce autochtone, piscivore, protégée au niveau national. Il bénéficie également au niveau européen du régime général de la protection de toutes les espèces d'oiseaux (directive « oiseaux »). La population de la sous-espèce Phalacrocorax carbo sinensis s'était significativement réduite jusque dans les années 1970. Depuis lors, en raison de sa protection, le nombre moyen de grands cormorans a augmenté jusqu'à atteindre une population de presque 120 000 individus hivernants en 2024, ce chiffre étant relativement stable depuis 2013. Afin de contrôler l'impact que le grand cormoran occasionne sur les piscicultures et, le cas échéant, les poissons sauvages, un système dérogatoire à la protection stricte permet de mener des opérations de régulation depuis les années 1990. Ces moyens d'action font régulièrement l'objet d'ajustements, notamment en lien avec l'évolution de la population sur le territoire et les besoins des acteurs. Ainsi le nouvel arrêté-cadre du 24 février 2025 fixe les nouvelles conditions et limites dans lesquelles des dérogations aux interdictions de perturbation intentionnelle et de destruction peuvent être accordées par les préfets concernant les grands cormorans. Ce texte autorise de nouveau la destruction de grands cormorans au titre de la protection des espèces piscicoles menacées dans les cours d'eau et plans d'eau. Au-delà des consultations obligatoires, il a fait l'objet de nombreux échanges avec the whole ofs partenaires concernés afin de tenir compte de the whole ofs remarques des parties prenantes. Il apporte un cadre rénové, plus ambitieux et plus sécurisé juridiquement, aimed at la cohabitation du grand cormoran avec les pisciculteurs et à la limitation de son impact sur les écosystèmes aquatiques, dans le respect de la réglementation en vigueur pour la protection des espèces. Dans le nouvel arrêté-cadre du 24 février 2025 figurent des simplifications administratives et des assouplissements importants s'agissant des dérogations à l'interdiction de perturbation intentionnelle et de destruction de l'espèce. Ainsi la période de destruction est étendue de droit jusqu'au 30 juin pour les piscicultures. La mise en œuvre d'opérations complémentaires est permise jusqu'au 31 juillet en pisciculture sur justification (auparavant, les opérations complémentaires devaient s'achever au plus tard le 30 juin). Désormais, les plafonds de destruction autorisés au titre de la protection des poissons menacés seront fixés par les préfets en respectant le seuil maximal de 20 % de la population départementale hivernante recensée lors du comptage national, ce seuil pouvant être porté à 30 % en cas d'absence de plafond sur les piscicultures dans le département. En outre, en cas d'atteinte du plafond accordé au titre de la protection des piscicultures avant la fin de la campagne, le plafond peut être augmenté dans la limite de 10 % du nombre d'individus autorisés à la destruction sur les piscicultures dans le département. De même, afin de piloter au plus près les destructions de grand cormoran, il est ajouté un délai de transmission des comptes-rendus des opérations aux préfets de 72 heures suivant les destructions, via une plateforme en ligne simplifiée qui sera créée. Enfin, tout bénéficiaire d'une dérogation à l'interdiction de destruction pourra réaliser, aux mêmes périodes et sur les mêmes lieux que les tirs, en complément, des opérations d'effarouchement sonores et visuels, sans qu'il soit besoin d'effectuer des démarches administratives supplémentaires. the whole of ces assouplissements doit cependant respecter les enjeux liés aux règlementations en vigueur, et notamment l'exigence que des mesures alternatives aient préalablement été mises en place sans succès, et le nécessaire évitement des impacts sur les autres espèces protégées. Ainsi, le texte a pour ambition d'assurer une meilleure cohabitation entre le grand cormoran et les activités de pêche et de pisciculture, tout en permettant de maintenir un bon état de conservation de l'espèce et de limiter l'impact sur le milieu des opérations menées.

En premier lieu, le Centre national de la recherche scientifique (CNRS) n'a ni fondé ni développé le collectif « HelloQuitteX ». L'initiative mentionnée bénéficie indirectement d'une fonctionnalité de la plateforme ouverte OpenPortability, développée dans le cadre d'un projet de recherche éponyme et mis à disposition des citoyens dans le cadre de la science ouverte. Ce projet de recherche s'inscrit dans un des axes de travail de l'institut des systèmes complexes de Paris-Île-de-France (ISC–PIF), qui s'intéresse, depuis 2015, à l'analyse des dynamiques socio-sémantiques sur les réseaux sociaux, en particulier sur Twitter/X. Le projet de recherche OpenPortability porté par un chercheur du CNRS a pour objectif d'observer et de quantifier la reconfiguration des communautés numériques et l'usage qu'elles font des réseaux. Il convient de le distinguer du mouvement HelloQuitteX, composé de nombreuses associations indépendantes du CNRS.

Mr. Matthias Renault questions the Prime Minister, responsible for ecological and energy planning, on access to the notebooks of grievances written by citizens on the occasion of the Great National Debate in 2019, in the context of the yellow vest crisis. These notebooks, placed in town halls and collected by state services, constitute a valuable testimony to the expectations, concerns and aspirations of the French. However, since their collection, their accessibility proved to be very limited. Transferred to the departmental archives, consultation of these documents remains constrained by imperatives linked to the protection of personal data. As a result, their access was restricted to the reading rooms of the archives, making it difficult to use them for research or public debate, even though that was their very purpose. During his declaration of general policy of January 14, 2025, the Head of Government announced his intention to reopen these lists of grievances, underlining their importance as a direct democratic expression. This position opens the way to new perspectives for the promotion of these citizen contributions, but also raises questions about the concrete methods envisaged to guarantee their accessibility. In this context, The MP wishes to know the precise measures that the Government intends to take to facilitate access to lists of grievances. Mr. Matthias Renault draws the attention of the Minister Delegate to the Minister of Solidarity, Autonomy and Equality between Women and Men, responsible for the family and early childhood, to the conditions of care for children placed within the framework of social assistance for children (ASE). Recently, several media outlets revealed serious dysfunctions within an ASE home in Amiens, in the Somme. These items report unworthy accommodation conditions, described as unsanitary and an alarming situation denounced by an educator finally dismissed after expressing his concerns to the labor inspectorate. These testimonies describe failing care, with direct consequences on the well-being and dignity of placed children, who are among the most vulnerable in society. These local dysfunctions were underlined by the Defender of Rights during her intervention on October 9, 2024 before the Law Committee of the National Assembly. She cited the Somme department as a worrying example of a territory where the child welfare policy presents major flaws and underlined the need for an urgent response to attacks on the fundamental rights of children, first and foremost the unworthy living conditions and the lack of voluntarism of public authorities to respond. Child welfare falls under the jurisdiction of the departmental councils, but the failures observed must be addressed at the highest level of the State. They raise the question of insufficient dialogue between departments and national authorities to guarantee a coherent framework that respects the rights of the child. The MP therefore questions the Minister on the action it intends to implement to effectively coordinate the action of departmental councils, promote truly protective reporting mechanisms and guarantee standards of dignity and quality in ASE structures. Mr. Matthias Renault draws the attention of the Minister of Ecological Transition, Energy, Climate and Risk Prevention to the use of thermal vision devices in the context of night waterfowl hunting. For over fifteen years, hunters have used light-intensifying binoculars to observe birds during night hunting, particularly from facilities such as lodges, gabions or tons. These devices, whose use is strictly reserved for observation, allow precise recognition of species in difficult conditions, while enriching the hunting experience, without lethal impact or modification of safety rules. Technological developments have seen the appearance of thermal monoculars and binoculars, which offer superior observation quality, particularly in terms of clarity and contrast. Although their use seems compatible with current night hunting practices, their regulatory status remains unclear. In particular, devices classified in category A2 due to their specific functionalities or potential uses remain prohibited, while unmodified civilian devices are authorized for sale and use, provided that they are not mounted on weapons. The decree of August 1, 1986, which regulates the means of electronic assistance for hunting, explicitly mentions light intensification devices but does not foresee developments linked to thermal vision. Consequently, he would like to know if the ministry plans to update the regulations to clearly regulate the use of thermal vision devices while respecting the traditions and responsible practices of waterfowl hunting.

Mr. Matthias Renault draws the attention of the Minister of Ecological Transition, Energy, Climate and Risk Prevention to the impact of recent European regulations concerning waterfowl hunting and the concerns they raise within hunting associations and the rural world. Waterfowl hunting, practiced by several hundred thousand hunters in France, constitutes an essential element of the country's cultural and rural heritage. However, proposals from the European Commission, based on data sometimes considered incomplete or questionable, could endanger this tradition. In particular, moratoriums targeting certain species such as the pochard, the whistling duck, the northern shoveler and the pintail duck are being considered, despite studies showing the stability, or even increase, of wintering populations of some of them. These hunting organizations, however, actively participate in monitoring populations using scientific tools such as GPS tags, precise counts and analyzes as well as data provided by the eleven specialized radars for monitoring migration. The MP also wishes to know what measures the Minister plans to put in place to guarantee the sustainability of waterfowl hunting, reconciling respect for traditions, preservation of biodiversity and sustainable management of species. M. Matthias Renault attire l'attention de Mme la ministre de la transition écologique, de l'énergie, du climat et de la prévention des risques, sur l'éclairage des éoliennes. Avec 747 éoliennes, la Somme est le département français qui possède le parc éolien le plus important. Le balisage lumineux imposé aux éoliennes permet de constituer un repère visuel destiné à assurer la sécurité des aéronefs civils et militaires. Cependant, la présence de cet éclairage engendre une véritable pollution lumineuse pour les résidents des zones avoisinantes. Ainsi, l'arrêté du 23 avril 2018 relatif à la réalisation du balisage des obstacles à la navigation aérienne, modifié par l'arrêté du 29 mars 2022, prévoit de nouvelles solutions pour réduire cet impact lumineux en permettant aux exploitants de parcs éoliens de déployer des feux nocturnes générant un impact lumineux moindre. Mais cette disposition n'est pas une obligation imposée aux exploitants, d'une part, et n'est pas suffisante pour répondre à l'agacement des riverains, d'autre part. Soucieux du bien-être des habitants, M. le député souligne l'existence de méthodes alternatives pour la réduction de la luminosité des éoliennes, déjà adoptées par les voisins européens du pays, comme l'Allemagne ou la Belgique. En effet, dans l'une des réponses à une question écrite en date du 5 janvier 2023, Mme la ministre soulignait l'engagement du ministère des armées à expérimenter le dispositif de balisage circonstancié. Mme la ministre indiquait que cette expérimentation fera l'objet d'un rapport transmis au Parlement. Néanmoins, dans la réponse Mme la ministre annonçait que, sous réserve des résultats de l'expérimentation, ce dispositif de balisage serait « disponible d'ici l'été 2023 ». On est en octobre 2024 et le Parlement n'a jamais reçu ces résultats. Il lui demande donc l'état d'avancement de ce rapport ainsi qu'une date prévisionnelle pour sa transmission au Parlement afin que ce dispositif devienne opérationnel.
