Mrs. Anne Sicard draws the attention of the Minister of National Education to the financing by public funds of union training courses politicized on the extreme left, organized by national education unions which publicly supported the Young Guard, a group dissolved by decree. Representative unions (CGT Éduc'Action, FSU and SUD Éducation) organize, as part of union training leave, internships whose content is explicitly political. These courses, documented on the union sites themselves, bear titles such as “Knowing, recognizing and combating fascism” (Verdun, October 2025), “The RN in power in the municipalities: how to resist? » (Nantes, January 2026) or “Decipher and combat the mechanisms of the extreme right” (Toulouse, June 2026). These training courses are part of the VISA union network (Vigilance and anti-fascist union initiatives), which claims 318 member structures. These same unions provided public support for the Young Guard. The CGT Éduc'Action du Rhône has even claimed “active collaboration” with this group since 2018. Finally, SUD Éducation, the FSU and several departmental unions have publicly signed texts of support against the dissolution procedure, some calling for the mobilization in favor of this group. The fact that organizations benefiting from public prerogatives and funding openly associate with a group dissolved for violence raises a question of principle that the Government cannot ignore. These internships are based on financing mechanisms entirely covered by the taxpayer: twelve days of annual union training leave with full maintenance of the treatment, replacement in primary education leading to a double cost for public finances and union discharges representing several hundred full-time equivalents in national education. More serious: SUD Éducation Lorraine recommends in writing to its members not to communicate the real title of the course to their hierarchy, advising them to only indicate “economic, social and union training session ". This instruction, published on the official website of the organization, deprives the administration of any control over the real nature of the training followed. She therefore asks him what measures he intends to take to verify that the content of the courses financed under union training leave actually complies with the purpose of this system; to put an end to the practice of concealing the real title of internships administration; and to draw the consequences, in terms of financing and union prerogatives, of the support provided by representative organizations to a group dissolved by the State.

Ms. Anne Sicard draws the attention of the Minister of the Economy, Finance and Industrial, Energy and Digital Sovereignty to the future of financing the national postal fund for territorial equalization. The sixth territorial postal presence contract, signed on February 15, 2023 between the State, La Poste and the AMF, sets an annual envelope of 174 million euros. This is made up of the product of tax reductions local authority granted to La Poste and a budget allocation from the State. However, the finance bill for 2026 provides for a reduction in this allocation, going from 120 million euros to 76 million euros. Additionally, the yield on tax allowances would also decrease, from the expected €54 million to €46 million. The total amount of the fund would thus be reduced to 122 million euros compared to 174 million euros currently, a loss of 52 million euros. This decline poses a risk of closing postal agencies and eliminating post relays in local businesses. She therefore asks him if the territorial postal presence contract, signed in 2023, will be fully respected and if its envelope will guarantee the continuity of the postal service in all territories, in particular rural and peri-urban territories.

Ms. Anne Sicard draws the attention of the Minister of State, Minister of National Education, Higher Education and Research, to the suspension of an educational advisor, in charge of the emotional and sexual life education program in Lozère, after the discovery of a conviction for possession of child pornography images. This suspension does not follow an internal investigation but the publication of several press articles. It reveals a very serious failure of academic services and raises fears that other equally dangerous profiles are already in contact with children. As such, the MP was stunned to learn that the referents in charge of the Evars program were not subject to any a priori control, in particular via consultations of the B2 bulletin of the criminal record or the file of perpetrators of offenses sexual or violent (FIJAIS). Also, she wishes to know the measures taken to prevent sexual predators, already known to the police and justice services, from being appointed to such sensitive positions. Pending a beneficial clarification, she also asks him to immediately suspend the Evars program.

Ms. Anne Sicard draws the attention of the Minister of State, Minister of National Education, Higher Education and Research to the exclusion of students with disabilities from the collective share of the Culture Pass. This system, which allows teachers to finance, for the benefit of their classes, artistic and cultural activities, benefits all students from 6th to 12th grade, with the exception of those in a situation of disability, educated in establishments attached to the Ministry of Health and Solidarity. Many teachers, who initiate innovative projects adapted to students with disabilities, deplore not being able to finance them due to lack of access to Culture Pass credits. However, on the occasion of the interministerial disability committee which was held on May 16, 2024, Prime Minister Gabriel Attal promised that this break in equality would be quickly corrected and announced that, from the start of the 2024/2025 school year, all students, including those educated in specialized establishments, would have a national student identifier (INE number) allowing them to benefit from the Culture Pass. This promise was not kept. Also, she would like to know the implementation schedule for the INE number and the date on which the school offer of the Pass culture will finally be accessible to students with disabilities.
