Tax Rate Reduction Act of 1980 - Title I: Individual Tax Rates - Amends the Internal Revenue Code to reduce individual income tax rates for calendar years 1981 through 1985, and permanently thereafter. Title II: Inflation Adjustments for Taxable Years Beginning After 1985 - Requires annual cost of living adjustments to income levels in each income tax bracket, beginning in calendar year 1985. Requires similar cost of living adjustments to the $1,000 personal tax exemption. Increases the minimum income levels at which a taxpayer is required to file an income tax return by providing that such levels shall be equal to the taxpayer's income tax exemption and zero bracket amount, adjusted for inflation.

Amends the Foreign Service Act of 1946 to provide a grievance procedure for Foreign Service officers and employees and their survivors. Directs the Secretary of State to promulgate regulations setting forth grievance procedures. Entitles a grievant to file a grievance with a board of independent, distinguished U.S. citizens if informal procedures do not resolve the grievance. Requires a grievance to be filed within eight months after the occurrence giving rise to the grievance or the discovery of grounds for the grievance. Sets forth procedures to be followed by the board in considering the validity of a grievance. Sets forth the rights of grievants. Makes the board's recommendations final and binding on all the parties, unless the Secretary determines that U.S. foreign policy or security will be adversely affected. Requires the grievant to elect between pursuing relief under this Act or under any other relief provisions. Authorizes judicial review of any regulations or actions of the Secretary or the board pursuant to this Act.

Amends the Small Business Investment Act of 1958 to authorize the Small Business Administration (SBA) to guarantee the payment of all principal and interest as scheduled on any debenture issued by any qualified State or local development company. Prohibits such a guarantee to be made unless: (1) the debenture is issued to permit a small business to use the proceeds of the loan for plant acquisition, construction, expansion, or conversion purposes; (2) private loan sources are unavailable; (3) the interest rate on such debenture is not lower than Treasury rates; (4) the aggregate amount of such debenture does not exceed the amount of loans to be made from the proceeds of such debenture; (5) the amount of any loan does not exceed 50 percent of the cost of the project with respect to which such loan is made; and (6) each loan is approved by the SBA. Authorizes the SBA to impose an administrative charge for such guarantees. Defines the term "qualified State or local development company" to mean a development company which has a full-time professional staff, professional management ability, and an active board of directors or membership.

Declares that the termination of rail service by the Consolidated Rail Corporation (ConRail) in the States of Connecticut and Rhode Island would threaten the economies of those States and have a severe impact on the rail labor force. Amends the Regional Rail Reorganization Act of 1973 to direct the Secretary of Transportation to develop a proposal for transferring the ConRail rail properties located in the States of Connecticut and Rhode Island to another railroad in the region or, alternatively, to any interested person. Directs the Secretary to offer such properties for bid to such other railroads or interested persons. Specifies requirements to be met by such bidders and the factors to be considered by the Secretary in selecting a bid. Sets forth procedures by which the Secretary petitions for special court approval of a bid. Lists facts to be considered by the special court in determining whether the proposed purchase is in the public interest. Directs the court to: (1) approve such purchase if it is in the public interest; (2) direct ConRail and the acquiring railroad or person to finalize the transaction; and (3) set forth provisions requiring the acquiring party to provide an arrangement, with specified provisions, which protects the interests of employees affected by the purchase. Establishes guidelines to be followed in determining the price paid for any ConRail properties transferred under this Act. Specifies methods of judicial review for certain determinations of the Secretary and the special court.

Asbestos Control Act of 1980 - Amends the Toxic Substances Control Act to direct the Administrator of the Environmental Protection Agency to promulgate rules to: (1) prohibit the release into the environment of asbestos fibers and fibers from asbestos substitutes, such as fibrous glass, which the Administrator determines would present an unreasonable risk of injury to health or to the environment; (2) require asbestos, asbestos substitutes and materials containing asbestos or asbestos substitutes to be marked with clear and adequate warnings and instructions with respect to their manufacture, processing, distribution in commerce, use, or disposal, or any combination thereof; and (3) require asbestos substitutes to be employed in place of asbestos in all applications and processes where feasible and practicable, provided that such substitutes present no new hazard.
