Amends the Foreign Assistance Act of 1961 to authorize appropriations to the President for fiscal year 1981, permitted to remain available until expended, for relief, rehabilitation, and reconstruction assistance for the victims of the recent earthquakes in southern Italy. Requires that such assistance be provided in accordance with specified congressional policies and authorities.

Expresses the sense of Congress that human rights concerns should be given serious attention at the Madrid meeting to review such Act. Declares that any new measures should be balanced among all sections of the Final Act. Directs the U.S. delegation to seek another review meeting within two years.

Tax Rate Reduction Act of 1980 - Title I: Individual Tax Rates - Amends the Internal Revenue Code to reduce individual income tax rates for calendar years 1981 through 1985, and permanently thereafter. Title II: Inflation Adjustments for Taxable Years Beginning After 1985 - Requires annual cost of living adjustments to income levels in each income tax bracket, beginning in calendar year 1985. Requires similar cost of living adjustments to the $1,000 personal tax exemption. Increases the minimum income levels at which a taxpayer is required to file an income tax return by providing that such levels shall be equal to the taxpayer's income tax exemption and zero bracket amount, adjusted for inflation.

Directs the Postmaster General to issue a commemorative postage stamp in honor of Father Michael J. McGivney, the founder of the Knights of Columbus, as the Knights of Columbus celebrate their 100th anniversary. Requires that such stamp be issued in the denomination used for first class mail and be placed on sale in 1982.

Amends the Foreign Service Act of 1946 to provide a grievance procedure for Foreign Service officers and employees and their survivors. Directs the Secretary of State to promulgate regulations setting forth grievance procedures. Entitles a grievant to file a grievance with a board of independent, distinguished U.S. citizens if informal procedures do not resolve the grievance. Requires a grievance to be filed within eight months after the occurrence giving rise to the grievance or the discovery of grounds for the grievance. Sets forth procedures to be followed by the board in considering the validity of a grievance. Sets forth the rights of grievants. Makes the board's recommendations final and binding on all the parties, unless the Secretary determines that U.S. foreign policy or security will be adversely affected. Requires the grievant to elect between pursuing relief under this Act or under any other relief provisions. Authorizes judicial review of any regulations or actions of the Secretary or the board pursuant to this Act.

Amends title XIX (Medicaid) of the Social Security Act to require any State plan for medical assistance to exclude a personal needs allowance of at least $30 per month for an individual in a skilled nursing or intermediate care facility or $60 per month for a couple from the annual income of such individual for purposes of determining such individual's eligibility for assistance.

Authorizes and requests the President to designate the seven-day period beginning October 5, 1980, as "National Port Week." Directs the Secretary of Commerce to report annually to Congress on the conditions of U.S. public ports.

Amends the Small Business Investment Act of 1958 to authorize the Small Business Administration (SBA) to guarantee the payment of all principal and interest as scheduled on any debenture issued by any qualified State or local development company. Prohibits such a guarantee to be made unless: (1) the debenture is issued to permit a small business to use the proceeds of the loan for plant acquisition, construction, expansion, or conversion purposes; (2) private loan sources are unavailable; (3) the interest rate on such debenture is not lower than Treasury rates; (4) the aggregate amount of such debenture does not exceed the amount of loans to be made from the proceeds of such debenture; (5) the amount of any loan does not exceed 50 percent of the cost of the project with respect to which such loan is made; and (6) each loan is approved by the SBA. Authorizes the SBA to impose an administrative charge for such guarantees. Defines the term "qualified State or local development company" to mean a development company which has a full-time professional staff, professional management ability, and an active board of directors or membership.

Domestic Steel Industry Protection Act of 1980 - Directs the Secretary of Commerce to establish quarterly the trigger price for each steel mill product based on the costs of producing such products in Japan and the European Economic Community (EEC). Requires the Secretary to initiate an antidumping duty investigation if imports from Japan or any EEC country are made at prices below the applicable trigger price. Requires importers of such products to present a special invoice containing such information as required by the Secretary upon entry of such products into the United States.

Calls upon the President to: (1) increase humanitarian assistance to East Timor; (2) encourage Indonesia to allow free emigration from East Timor; (3) establish a U.S. presence in East Timor; and (4) encourage Indonesia to withdraw its troops from East Timor and allow self-determination for the East Timorese.

Declares that the termination of rail service by the Consolidated Rail Corporation (ConRail) in the States of Connecticut and Rhode Island would threaten the economies of those States and have a severe impact on the rail labor force. Amends the Regional Rail Reorganization Act of 1973 to direct the Secretary of Transportation to develop a proposal for transferring the ConRail rail properties located in the States of Connecticut and Rhode Island to another railroad in the region or, alternatively, to any interested person. Directs the Secretary to offer such properties for bid to such other railroads or interested persons. Specifies requirements to be met by such bidders and the factors to be considered by the Secretary in selecting a bid. Sets forth procedures by which the Secretary petitions for special court approval of a bid. Lists facts to be considered by the special court in determining whether the proposed purchase is in the public interest. Directs the court to: (1) approve such purchase if it is in the public interest; (2) direct ConRail and the acquiring railroad or person to finalize the transaction; and (3) set forth provisions requiring the acquiring party to provide an arrangement, with specified provisions, which protects the interests of employees affected by the purchase. Establishes guidelines to be followed in determining the price paid for any ConRail properties transferred under this Act. Specifies methods of judicial review for certain determinations of the Secretary and the special court.

Amends the Occupational Safety and Health Act of 1970 to require an employer to: (1) identify any chemical substances which are handled or used in connection with work performed at any workplace of such employer; (2) provide employees with clear and adequate information regarding any hazard associated with such handling and use; and (3) furnish employees with appropriate instruction regarding safety precautions to be followed in such handling and use. Establishes a civil penalty of up to $300,000 for each willful or repeated violation of such requirements.

Asbestos Control Act of 1980 - Amends the Toxic Substances Control Act to direct the Administrator of the Environmental Protection Agency to promulgate rules to: (1) prohibit the release into the environment of asbestos fibers and fibers from asbestos substitutes, such as fibrous glass, which the Administrator determines would present an unreasonable risk of injury to health or to the environment; (2) require asbestos, asbestos substitutes and materials containing asbestos or asbestos substitutes to be marked with clear and adequate warnings and instructions with respect to their manufacture, processing, distribution in commerce, use, or disposal, or any combination thereof; and (3) require asbestos substitutes to be employed in place of asbestos in all applications and processes where feasible and practicable, provided that such substitutes present no new hazard.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act and the Railroad Retirement Act of 1974 to provide that an individual who is receiving child's insurance benefits on the basis of being a full-time student shall only receive such benefits while under age 21 but not beyond graduation from high school.

Alternate Energy Commercialization Act of 1980 - Directs the Secretary of Energy to establish an alternate energy systems grant program for fiscal years 1981 through 1984 which will provide for the adoption of alternate energy systems by individual and small business energy consumers. States that such grants shall be made to State agencies which meet the eligibility requirements set forth in this Act. Sets forth allocation requirements for and limitations on the amount of such grants. Provides that a State agency shall be eligible to receive such grants if it establishes a program of making grants to individuals and small businesses for expenses incurred for the purchase and installation of an alternate energy system. Sets forth specified warranty requirements with respect to the purchase of such energy systems with such grants. Defines "alternate energy system" to mean a modification in, or addition to, a residence or place of business which transmits or uses solar energy, wind energy, hydropower, biomass processes, or any other form of renewable energy for heating, cooling, or hot water purposes. Authorizes appropriations from the Highway Trust Fund for fiscal years 1981 through 1984.

Amends title XVI (Supplemental Security Income) of the Social Security Act to increase from $780 per year to $1,200 per year the amount of earnings disregarded in determining an individual's eligibility for and amount of SSI benefits.

Prohibits a National Guard technician: (1) who is under 60 years of age, has completed ten years of service, is qualified to perform technician duties, and is separated from the National Guard for specified causes; or (2) who is under 60 years of age, is qualified, has completed 20 years of service, and receives an honorable separation from the Guard, from being involuntarily separated from his or her technician position solely because he or she is separated from the Guard. States that such an honorable separation may not be considered as a factor with respect to the technician's advancement in civilian employment. Declares that a specified military grade shall not be a qualification for any position of a National Guard technician. Includes non-military technicians as competitive employees under civil service pensions.

Provides that specified pension payments to a mentally incompetent hospitalized veteran will not be terminated unless such veteran's estate equals or exceeds $3,350 (presently $1,500), and that further payments will not be made until such estate is reduced to $1,200 (presently $500).

Amends the Foreign Assistance Act of 1961 to authorize the President to furnish disaster relief and reconstruction assistance to the Azores to alleviate the suffering caused by a recent earthquake. Authorizes additional appropriations for such purposes. Permits obligations incurred prior to enactment of appropriations to be charged to appropriations authorized by this Act.

Authorizes the President to impose higher or additional duties on the products of any country which is not cooperating with the United States in its diplomatic or economic initiatives to terminate the unlawful actions of other foreign governments regarding U.S. citizens assigned to a U.S. diplomatic mission.

Opportunities Industrialization Centers Skills Training and National Community-Based Organizations Youth Job Creation and Employment Act of 1979 - Directs the Secretary of Labor to direct prime sponsors under the Comprehensive Employment and Training Act (CETA) to: (1) enter into contracts with Opportunities Industrialization Centers, Incorporated, for the creation of jobs and the provision of skills training for unemployed and unemployable youth; and (2) enter into contracts with other national community-based organizations for the provision of comprehensive employment services to such persons. Directs the head of each agency administering authority under specified Acts or programs, including the State and Local Fiscal Assistance Act of 1972, the Housing and Community Development Act, and public works assistance programs, to take steps to assure that consideration will be given to national community-based organizations for the provision of comprehensive employment services and job opportunities to youth pursuant to those Acts and programs.

Municipal Resources Management Act of 1979 - Amends the Solid Waste Disposal Act to include among the objectives of the State and Regional Solid Waste Plan provisions of such Act the maximum utilization of energy and materials recoverable from solid waste. Amends such Act to include among the considerations for promulgating State Plan guidelines the existence of available new and additional markets for energy and energy resources recovered from solid waste. Makes a State eligible for financial assistance for energy and materials recovery feasibility planning and assistance under such Act upon a determination that such State's solid waste plan includes specified provisions relating to energy and other materials recoverable from municipal waste. Authorizes such State to make any of such assistance available to municipalities for similar activities. Authorizes the Administrator of the Environmental Protection Agency to make grants to municipalities to carry out energy and materials recovery feasibility planning and assistance activities. Authorizes the Administrator to provide technical assistance to States and municipalities to assist in removing impediments to the development of systems and facilities designed to recover energy and materials from municipal waste. Directs the Administrator to collect and disseminate information relating to the recovery of energy and materials from solid waste.

Sunset Review Act of 1979 - Requires the House Committee on Rules and the Senate Committee on Rules and Administration to jointly develop and maintain an inventory of all Federal programs and tax expenditures. Requires such inventory to classify all such programs and expenditures according to the jurisdiction of the various legislative committees of the two Houses. Requires the General Accounting Office, before the beginning of the 97th Congress, after consultation with the appropriate legislative committees, to submit a draft inventory to the House Committee on Rules and the Senate Committee on Rules and Administration. Requires such Committees to notify each legislative committee of the programs and tax expenditures which are classified within its jurisdiction. Allows any legislative committee to propose revisions of such inventory within 30 days after notification. Requires, after a determination that all programs and tax expenditures are accurately classified, that such inventory be published in a single document. Requires that an update be made of such inventory at the beginning of every Congress. Directs the General Accounting Office to maintain and publish a supplement to the inventory. Requires each legislative committee of the House of Representatives and the Senate, on or before March 1 in the first session of each Congress beginning with the 98th Congress, to develop, adopt, and submit to the House Committee on Rules and the Senate Committees on Rules and Administration an agenda for the sunset review of selected Federal programs within its jurisdiction or in the case of the House Committee on Ways and Means and the Senate Committee on Finance, of selected tax expenditures. Requires the committees of each House to develop their sunset review agenda in consultation with any other committee which has concurrent jurisdiction over any programs or tax expenditures involved. Prohibits either the House or the Senate from considering a primary expense resolution for any legislative committee in any Congress until that committee has developed and submitted its sunset review agenda. Requires the House Committee on Rules and the Senate Committee on Rules and Administration to incorporate such agendas into a consolidated sunset review agenda and to report such consolidated agenda to its House in the form of a concurrent resolution, within seven legislative days after all committee sunset review agendas have been submitted. Requires the consolidated sunset review agenda to be adopted in the House and in the Senate no later than March 30 in the first session of each Congress. Sets forth the procedures for adoption. Requires each committee of the House or the Senate, not later than May 15 in the second session of each Congress, to report a bill or bills modifying, continuing, or terminating each program or tax expenditure which it has been directed to review under the consolidated sunset review agenda adopted during the first session. Requires such bill to be accompanied by a report setting forth the committee's findings, recommendations, and justifications. Requires each department, agency, and instrumentality in the executive branch of the Government which is responsible for the administration of a Federal program or tax expenditure selected for sunset review to give assistance to the appropriate Congressional committees. Specifies that nothing in this Act shall affect the authority of any legislative committee to review programs or tax expenditures within its jurisdiction and to report legislation modifying, continuing, or terminating such programs or expenditures at such times and in such manner as it deems appropriate. Amends rule X of the Rules of the House of Representatives to include the consolidated sunset review agendas and the congressional inventory of Federal programs as part of the House Committee on Rules' functions.

Expresses the sentiment of the House of Representatives that the Attorney General: (1) revoke immediately student visas held by Iranian citizens who participate in political demonstrations in the United States, and (2) require that all Iranian citizens in the United States submit to the Immigration and Naturalization Service a statement of their intention to respect the laws of the United States.

Amends the Internal Revenue Code to exclude from gross income up to $4,000 ($8,000 in the case of married couples filing jointly) of the interest income earned on savings accounts in a bank, savings and loan association, or a credit union. Provides that the $4,000 limitation shall be phased-in between taxable years beginning in 1980 and taxable years beginning in 1983. Disqualifies interest earned by estates and trusts from the tax exclusion.
